11The cost of tender form for works upto Rs.5.00 lakhs will be Rs.1000/- and for works above Rs.5.00 lakhs will be Rs.2000/-.Earnest Money for Contractor will be 2% of cost of work and the Society work cost upto 6.50 lacs earnest money will be NIL, work cost from 6.50 lakhs to 13.00 lakhs earnest money will be 0.25% and work cost above than 13.00 lakhs earnest money will 0.50 % of work.
12Credit for the old material will be recovered from the Executing Agency of works as per estimate
approved by the Competent Authority.
13The Agencies/Contractors are advised to attend the Pre-Bid Conference as Mandatory.

Important provisions for Tendering Process
1. The intending Contractors/Agencies/L&C Societies can view the detail of tender document on website . The tender document can be obtained on making payment of non refundable fee of Rs.1000/- for works upto Rs.5.00 lakhs and Rs.2000/- for works above Rs.5.00 lakhs from the above web site.
2. For works costing up to Rs. 40.00 Lakhs only registered L&C Societies are eligible for bid with fixed ceiling rates and for works costing more than Rs. 40.00 Lakhs both L&C Societies as well as contractors are eligible to bid. 3. Request for issue of bid document shall be made for each work separately.
4. Pre-Bid conference will be held in the office of the Divisional Engineer, PWRMDC Lining Division No.3, Malout at 11.00 A.M. on 29-09-2016.
5. The bidders should keep checking the website for any addenda/corrigenda to the notice/bidding document till the date of submission of bids, and the bidder should incorporate the same in his bid documents.
6. The contractual agencies will submit the necessary document as under.
For Two Tier system: Technical Bid shall contain Earnest Money, PAN copy, Partnership deed or registration certification of the firm or company, copy of enlistment of contractor of appropriate class in Punjab Water Resources Management & Development Corporation / Irrigation Department, Punjab and Income Tax return along with information as per schedule “A” to “F”
Financial Bid shall contain item rates of each item in the prescribed form. The tender committee on given date will open the technical bid first and evaluate the eligibility of the Contractors/Agencies/L&C Societies. The financial bid will be opened if the contractual agency fulfils conditions defined in Technical bid.
7. Eligibility Criteria: As defined in the Eligibility for participation and conditions for two Tier system.
Note : The steel shutters shall be supplied by the Department and their fixing shall be done by the Agency at the rate approved by the Department.
The carriage of steel shutters to the site of works will be done by the Contractor/the L&C Society at his own level for which no carriage, what so ever, shall be paid to the agency.

1. The sale of Tender document, deposit of Earnest Money and submission of bid document will be carried out online E-MODE (E-Banking) through our website only. The tenders will be submitted on line up to9.15 A.M. on date 03-10-2016 and Technical Bid will be opened on 11.00 A.M. dated03-10-2016 and Financial Bid will be opened on 11.00 A.M. dated 04-10-2016 .
2. 3. Pre-bid conference will be held in the office of the Divisional Engineer, Lining Division No.3, PWRMDC Ltd.,Malout at 11.00A.M. on 29-09-2016
4. Tenders in any other form except E-Tendering shall not be accepted.
5. The tender should be item rate basis only. For item not including in the said Schedule, but which may have to be executed to ensure completion as per drawings and specifications, shall be payable according to common schedule of rates+ zonal premium as applicable on the date of opening of tender. Non schedule items will be paid at the rates as approved by the competent authority.
6. Before filling this tender the contractor can see the detailed drawings and specifications in the office of the _Divisional Engineer, PWRMDC Lining Division No.3, Malout_ on any working day during working hours and shall visit the site and satisfy himself as to the conditions prevalent there.
7. Each tenderer shall submit only one tender for each work, either by himself or in a joint venture in which he is a partner. A tenderer who submits or participates in more than one tender will be disqualified.
8. Contractors who are registered with PWD B&R Department, Punjab and have deposited the requisite licensing fees shall only be eligible. Only those contractors / L&C Societies will be allow to participate in bid who are registered under new guidelines/instructions.
9. Bid document shall only be sold to those contractors who have registered themselves with our service provider to participate in tenders and should have bank account with Core Banking Solution Branches (with NEFT/RTGS facility)
10. The following documents shall accompany the tender (To be attached with prequalification/technical bid) and Original Documents must be submitted in the divisional office before opening of technical bid which will be returned after verification.
i) Income tax clearance certificate of last three years along with copy of PAN.
ii) Copy of VAT No. allotted by Excise & Taxation Department.
iii) Partnership deed or registration certification of the firm or company as the case may be.
iv) Copy of Enlistment of contractor /L&C Society /Agency of appropriate class by PWD B&R Department, Punjab.
v) Power of Attorney as required under rule for joint venture.
vi) List of works executed and/or in progress with cost.
vii) List of machinery and list of staff ( Technical & Non-Technical).
viii) Allotted EPF CODE Number from Employees Provident Fund Commissioner, and latest copy of challan of deposit of EPF of the employees.
ix) in the case of L&C Societies, the Valid Capacity Certificate issued from Registrar, Co-op L&C Societies, Registration Certificate, along with Resolution.
Conditions vi & vii) to be replaced with “Schedule A to F duly filled along-with documentary proof ” in case of Two Tier System.
11. The tenderer, while submitting the tenders for the works, shall be required to provide satisfactory evidence in respect of the information furnished by them in their application regarding their organizational structure and financial position/arrangements, resources of the firm including personnel & equipment experience as well as work in hand etc. The bidder’s attention is explicitly drawn to the fact that, work shall be awarded to the successful tenderer only on the basis of a careful scrutiny of all the above information furnished by the bidder. In case false/forged information is furnished by the bidder for qualification he shall be liable to be blacklisted and debarred from further participation. Participation in the bid is subject to verification/confirmation of information furnished by the bidder in support of eligibility for participation.
12. Tender received without requisite earnest money, incomplete tender, conditional tender or tender not fulfilling any of the conditions specified above are liable to be rejected. The final acceptance of the tenders or part of the same lies with the competent authority who does not bind himself to accept the lowest or any other tender without assigning any reason for the same.
13. The bidder should keep checking the website for any ajjenda/corrigenda to the notice/bidding documents till the date of submission of bids, and the bidders should incorporate the same in his bid documents.
14. The time for the completion of the works included in this NIT will be 60 days for work costing up to Rs. 15.00 Lac and 90 days for works costing more than 15.00 lacs after the date of issue of acceptance letter to the Contractor.
15. Individual Contractors/Partners in a Partership firm/members of Co-Operative L &C Society whose near relatives of Divisional Accountant, CHD, DHD, DM/JDM & Superintendents, Assistants and Clerical Staff or Engineering Officers between the grades of Chief Engineer and Junior Engineer (both inclusive) in the Public Works Department (I.B.) Shall not be allowed to tender for works failing in the jurisdiction of the office responsible for award and execution of contract where the near relative is working. For this purpose, a near relative shall mean wife, husband, parents, grand parents, children, grand children, brothers, sisters, first uncles, aunts, first cousins and their corresponding in-laws.
16. PWRMDC Reserves the right to accept or reject any or all qualification bids/price bids without assigning any reason.
B. GENERAL CONDITIONS
1. The offer shall remain open for acceptance for a period of 120 days from the date of opening of the Tender. The earnest money shall be forfeited if the tenderer withdraws or modifies his offer within the validity period or fails to sign the work order after acceptance of his offer within a week and fails to commence the work within fifteen days of issue of acceptance letter. After the forfeiture of earnest money, the work can be allotted to other agency at the already approved rates.
2. The contractor shall all the time keep his authorized qualified Engineer/person stationed at the work site during working hours, who shall be competent to carry out instructions conveyed to him by the Engineer-in-charge/or his authorized official without loss of time.
3. 5% (Five percent) security of the cost of work done shall be deducted from running bills which will be released as per the applicable rules after completion of work.
4. Payment will only be made of work executed to the satisfaction of the Engineer-in-charge and any work not so executed as such shall be rejected or paid for at a lower rate as per the opinion of the Engineer in charge. The decision in this regard shall be final and binding on the Contractor.
5. Payments of work done shall be released on receipt of funds from the Government of Punjab/Head Office, PWRMDC, Chandigarh and no interest claim will be entertained on any delayed payments.
6. The contractor will maintain their labour record/attendance register of labour according to E.P.F rules without any relaxation.
7. The contractor shall make at his own level and at his own cost all suitable arrangements for water supply including drinking water, storage of material, electric connection & supply of machinery, watch and ward, fencing etc. Electricity supply shall be provided by the Department, if possible, against the written request and charges will be recovered as applicable.
8. The quantum/amount of work can be increased or decreased according to the design, drawing specifications as per site conditions. The measurement of completed work for payment shall be in accordance with Punjab PWD Specifications.
