JOB TITLE: Health Technology Manager

REPORTS TO: Compliance & Technology Director OPEN DATE: August 28, 2017

GENERAL FUNCTION:

Responsible for managing the development, implementation and on-going support of an integrated health care electronic infrastructure, including hardware, applications and communications. Supervise Information Technology (IT) and Health Information Management (HIM) staff.

ESSENTIAL JOB FUNCTIONS:

·  Manage functions of IT/HIM Department, supervise IT and HIM staff, to include developing performance competency standards and staff hiring, training, evaluating and disciplining.

·  Identify, implement and support required hardware and applications to automate the management and reporting of clinical encounter information within established time frames.

·  Facilitate collaborative communication with IT staff, clinical end users, vendors and technical experts.

·  Establish effective relationships with all levels of PTHA personnel to support a positive environment for reporting application and/or system deficiencies, suggestions for system improvements and enhanced functionality.

·  Coordinate and oversee the deployment of new and upgraded applications and hardware within established time frames.

·  Develop and manage internal systems to control receipt and release of protected health information in compliance with regulatory requirements.

·  Proactively analyze and evaluate processes related to information flow and make recommendations for improvements.

·  Apply comprehensive knowledge of health information software to determine end user workflow issues versus system/application deficiencies.

·  Maintain in-depth knowledge of the system capabilities, applications and processes to function as an educator for system end users.

·  Consult with the IT/HIM staff, and clinical departments in customizing software, identifying issues and altering workflows in daily operations.

·  Ensure ongoing compliance with PTHA regulatory and accreditation requirements.

·  Ensure that all technology system issues are logged and those requiring a higher level of technical support are referred to the appropriate person or team.

·  Direct, coordinate and assist in training of end users in the efficient use of the current software applications utilizing classes, individual sessions and other adult learner techniques within appropriate timelines.

·  Prepare, monitor and oversee departmental annual budget utilizing appropriate resources to meet deliverables.

·  Provide regular (i.e.: weekly, monthly or as needed) written reports on projects, clinical documentation system and other relevant clinical systems as requested by Department Director and Executive Team.

MINIMUM REQUIREMENTS (EDUCATION AND EXPERIENCE):

Bachelor’s degree (or higher) in computer science, information systems or comparable information technology related field. Five (5) years full time experience directly supervising two or more professional level IT staff which included hiring, training, evaluating and disciplinary actions. Minimum of three (3) years full time experience in direct patient health care utilizing an electronic health record system. Demonstrates knowledge of health information management models, hardware/software technology, IT terminology, and confidentiality requirements including HIPAA. Demonstrates competency in assessment and analysis of clinical workflows, training curriculum development, adult learning principles, change processes and end user engagement. Advanced proficiency with computer hardware and software applications in a Windows-based environment, including advanced proficiency with Microsoft Windows, Word and Excel.
