JOB DESCRIPTION: Business Director (BD)

Salary: £40.000

Responsible to: Principal

Purpose of the Post: Financial and business management and oversight.

·  Responsible for all aspects of the management of the UTC finance in accordance with the Academies Financial Handbook and Regulations

·  Reporting directly to the Principal, the BD is responsible for ensuring all aspects of the UTC finance, administrative and support functions run efficiently and effectively.

·  Responsible for partnerships with the UTC Employer Partners

·  Responsible for Financial reporting to the Principal, Governors, EfA, auditors and the DfE

·  Is a member of the UTC Senior Leadership Team (SLT) and contributes significantly to the continuous improvement of the UTC.

·  Is responsible for providing professional leadership and management of UTC support staff, overseeing their career development, performance management and training requirements.

·  Responsible for whole school administration including SIMS

·  Responsible for IT, Facilities Maintenance and Management, Catering whether through Service Level Agreements (SLAs) or internally.

·  Promotes the highest standards of business ethos within the administration function of the UTC and strategically ensures the most effective use of resources in support of the aims of the UTC.

·  Supports the UTC positively in terms of public relations with parents, visitors, contractors, external agencies and other stakeholders and be involved with the UTC’s links with the local community.

·  Holds a key post of responsibility within the UTC.

Strategic Planning:

·  To take account in conjunction with the SLT of projected student intake numbers for future years.

·  To be aware, in conjunction with SLT, of curriculum changes which will dictate staffing levels and accommodation requirements.

·  In conjunction with the SLT to cost various options and produce budget projections accordingly.

·  Asset Replacement and Life Cycling – costing of replacement equipment in agreement with the SLT.

·  In conjunction with the SLT develop ideas for enhancing the internal premises and external site areas in line with curriculum requirements.

·  In conjunction with SLT lead on marketing and recruitment

Financial Resource Management:

·  Prepare for approval by the Governors budget plans to include staffing structure reviews, in accordance with recognised accounting standards and practices and UTC development priorities.

·  Prepare for and ensure records are correct for auditors and EfA

·  Ensure the UTC achieves value for money in all areas.

·  Advise the Principal and the Governing Body of the financial consequences of decision and options open to them.

·  Ensure the operation of effective purchasing and procurement systems across the UTC achieve value for money in all areas.

·  Ensure the safe custody of all cash and bank balances held by the UTC.

·  Liaise with the appropriate UTC personnel and appropriate outside agencies over the preparation of tenders for supplies and service contracts (including energy and utilities) ensuring compliance with standing orders and advising on financial consequences.

·  Use financial management information, including benchmarking, to analyse trends and identify opportunities for greater efficiency.

·  Negotiate, manage and monitor contracts/leases ensuring best value at all times for the provision of support serves e.g. cleaning, photocopying.

·  Ensure leases taken out by UTC to ensure Value for Money are compliant with accounting/EFA regulations.

·  Liaise with professional bankers, insurance brokers etc and from time to time arranging their market testing.

·  Identify and apply for additional funding/sponsorship and prepare bids as appropriate. Creatively write bids or assist others with the bid process. Maximise income generation within the ethos of the UTC. Assist with marketing plan and activities. Implement approved insurances and handle claims.

·  Work strategically and develop creative proposals for improving services effectively.

·  Keep up to date concerning funding matters and own professional development.

·  Provide budget details to SLT (monthly) and to appropriate Governors meetings throughout the year.

·  Authorisation of salary changes general oversight of payroll function.

·  Oversee and manage the UTC’s Social Benefit Fund.

Human Resources

·  Liaise with the relevant HR Consultant to ensure systems and records in place at the UTC in line with HR policies and Employment Law. Ensuring safe and secure storage of records and information.

·  Assisting in the recruitment of new staff.

·  Monthly Payroll reconciliation with Payroll provider reports and processing of Payroll transactions on FMS.

Site and Buildings Management:

·  Be responsible for reviewing and enforcing the SLA KPI’s in relation to site maintenance and management.

·  FF&E Life Cycle – costing for the replacement, repair and maintenance of all furniture and fittings in agreement with the SLT.

·  Conduct regular reviews of the SLA contract and provision.

·  Market and UTC facilities and develop possible third party income generation opportunities.

·  Monitor and maintain financial control of capital budgets and advise the Principal and Governing Body as appropriate – manage issues arising.

·  Manage the tender/contract renewal process.

·  Liaise with external agencies/professional bodies as appropriate.

·  Lead on the formulation of the Asset Management Plan and oversee its implementation.

Catering:

·  Liaison with the UTC’s catering manager.

·  Responsibility for overviewing the UTC’s catering SLA.

·  Monitor the UTC’s food offering to ensure it complies with the ‘Healthy Schools Initiative’.

UTC Administrative Systems and Support Staff:

·  Responsibility for maintain the Single Central Register and keeping up to date with changes to guidance and procedures as required by the DfE / Ofsted.

·  Provide leadership and guidance for support staff, including direct line management responsibility for the UTC’s SIMS team, Finance Team, Premises Team, IT Systems Manager, Catering, Reprographics and Office Manager.

·  Motivate and develop teamwork and good practice within the administration and support team in order to achieve first rate standards of service delivery.

·  Monitor the effectiveness of support staff in meeting the UTC’s needs.

·  Oversee and co-ordinate support staff career development, including Performance Management and training requirements.

·  Be responsible for the budget for support staff CPD and ensure that training needs balance UTC and individual needs.

·  Be responsible for the induction of all new support staff organising an appropriate programme.

·  Advise the Principal on the annual salary review of support staff.

·  Be responsible for acquiring the necessary licences e.g. data protection, copyright licences etc.

Day to Day Organisation:

·  Line manage the UTC’s Support staff

·  Review diary of events and work with the admin team to ensure adequate support is available.

·  In conjunction with the SLT plan and coordinate the UTC transport plan.

General:

·  Provide or procure legal advice on matters relating to copyright, contract, HR or charity law to ensure compliance.

·  Act as the Deputy Safeguarding Officer in support of the Principal.

·  Ensure the UTC’s Disaster Recovery Policy is known and fully up to date.

·  Participate in the life of the UTC community including representing the UTC at performances, events and functions in the capacity as a member of SLT.

·  As a member of SLT assist the Principal with policy making, strategic planning evaluation and liaison with the Governing Body.

·  Plan for and implement new initiatives to provide infrastructure and facilities to enable the UTC to deliver areas and objectives.

·  Attend meetings of the UTC Leadership Team, Governing Body and appropriate Governing Body committees.

·  Keep up to date with national developments relating to support services, governance and business issues in UTC.

·  Participate in the performance management review process, taking personal responsibility for identification of learning, development and training opportunities in discussion with line manager.

·  Ensure effective communication with other schools and the UTC network to access joint purchasing of training etc and sharing of best practice and knowledge.

·  Ensure that all duties and services provided are in accordance with the UTC’s Equal Opportunities Policy.
