REFERRAL PROCEDURES

The Pupil Services and Attendance (PSA) District Counselor will be available to assist schools with the technical support needed to promote attendance and to help improve attendance for the entire school year. A student with a pattern of excessive absences may be referred to PSA and the following process implemented prior to referral:

STEP ONE: - Classroom/ Record Room Teacher/ Attendance Office

  • Refer the student to the school nurse if there are “excessive illness” absences. The school nurse can check the health records of the student for a history of physical problems and make a parent contact to discuss the excessive “illness” absence. In order to follow up on illness absences, request that the parent sign a release of information for medical records.
  • Contact the parent via telephone to request a face to face conference. Document the parent contact regarding absences on the back of the attendance card or on the AT10 referrals.
  • Refer the student to your school’s designated attendance staff if the student continues to be absent. Include in the referral: dates of parent contact, any remedial measures you have attempted, and the results of your interventions.

STEP TWO – Office Personnel (Attendance)

  • Elementary – Mail the “excessive absence” form letter (attached) on your school letterhead with a copy of the front of the attendance card to the parent. Keep copies of letters and attendance cards that have been mailed in a PSA binder or folder for a year.
  • Secondary – Mail the “compliance letter” and/or “truancy letter” (attached) on your school letterhead. Keep copies of letters and AT10s that have been mailed in a PSA binder, “Attendance Services” binder or student folder for the year.

STEP THREE – Conferences

  • Hold a school parent conference, School Attendance Review Team (SART), or a Student Success Team (SST) meeting and document the results for further action, such as a School Attendance Review Board (SARB) Hearing.

STEP FOUR – PSA District Counselor Referral

  • If the student shows little or no improvement in their attendance and/or behavior, refer the student to the Pupil Services and Attendance (PSA) District Counselor after all of the above steps have been completed using the PSA District Referral Form (attached).

PSA REFERRAL PROCEDURES

WHO TO REFER:

  • Students who are habitually truant.
  • Students with chronic attendance problems.
  • Parents that do not follow through with conferences or concerns from the school.

WHEN TO REFER:

Refer students on PSA School Referral form after appropriate school interventions have been made: (see attached “REFERRAL PROCEDURES”)

Front copy of CUM with address and attendance history to show chronic attendance problems.
