Public Works Committee Meeting

5:00 p.m. in the Village Hall

Trustees Present: Chairman Mike McKinnon, Stan Maligranda and Paul Elsen.

Guests: Chad Insko (Director of Public Works), Jimmy Johnson (Supervisor of Streets), Sally Bennett (Village Treasurer), Seth Gronewold (Fehr-Graham Village Engineer), Mary Gaziano (Village Attorney)

1)  Meeting Called to Order - The properly posted meeting was called to order at 5:05 PM.

2)  Disclosure of any Conflict of Interest – none

3)  Changes to Agenda – none

4)  Approve Agenda – Motion to approve the agenda by Mr. Maligranda. Second of motion by Mr. McKinnon. Motion passed.

5)  Approval of Public Works Meeting Minutes from October 24, 2016 Motion to approve the minutes by Mr. Maligranda. Second of motion Mr. McKinnon. Motion passed.

6)  Public Comment— none

7)  Construction Funding Report – reviewed report and discussed status.

8)  Well House #4 Repairs - After prior repairs, pump was run for several days and water discharged to waste until staff was satisfied with water quality. Well was put back on line and used for about two weeks when discolored water was noted on Tuesday, November 29. Water was checked and confirmed to be high in iron. Well taken back off line. Next step is to do an in depth water analysis to try and identify source of iron. Test bottles expected tomorrow, December 6. Samples to be taken and sent for evaluation. Likely about ten days for results. Results to be reviewed by village staff, village engineer and geologist with well service company. Once evaluation is done next steps will be determined. Village has recovered $34,000 in funds from insurance company.

9)  Water Tower Renovation - Project is 99% complete. Village staff satisfied with work done. Next pay request has not been received. If received in the next few days it will be brought for board review/approval.

10)  Contract with Verizon for equipment mounted on water tower -- Work being done around town for fiber optics. Construction on site has not technically begun. Village may need to discuss with Verizon for a start date for payments to begin even if construction has not begun.

11)  307 W. Main St. -- Vacant Property -- Market assessment not completed as there were not comparable properties sold. Funding not currently available in 2017 budget.

12)  Heavy Load Permits - Chad and Jimmy will have reviewed and have recommended to Attorney Gaziano to draft an ordinance in line with Cherry Valley. Once ordinance is drafted, no significant recurring work required by village as everything flows through county. Consensus of the committee that funds received should be allocated to street maintenance/repair.

13)  RRWD projects - Trunk line from Meridian to Winnebago is in early stages. Force main project likely deferred to 2018 and cost could go up due to inflation.

14)  Budget Issues - Overview of 2017 budget as well as 2017 - 2022 O & M projections. Need to update water/sewer ordinance to cover 2017 - 2022. Discussion on major water and road projects for 2017 and rock 39 contract.

15)  Employee Input - nothing other than already documented.

16)  New Business - Discussion regarding village resident request that the village pickup and dispose of some leaves from personal property as Gills has suspended yard waste pickup for the season. The consensus is the village should not be responsible for this task. There was also some discussion that some residents are marking their property with flags with the desire the village will not plow snow in certain areas. Flags marking property lines may be fine so village employees are aware of drive ways and other objects to avoid contact with the plows but they cannot control snow from entering these areas. Village employees will move snow to the safest and most logical spots available. They cannot be responsible for the marker flags.

17)  Priority of Attorney Projects --- Water rate ordinance and Heavy Load Permits

19)  Street Lights - no discussion

20)  Sidewalk Ordinance - 2017 budget proposal may have some funding for sidewalk repairs. Ordinance needs to be updated and a policy established to determine usage of the available budget.

21)  Retention and detention ponds in Village Limit - no update

22)  Trail Head and Walking Path - No discussion.

23)  IGA Between Village of Winnebago and Winnebago Township - No discussion

24)  Executive Session – none
