In accordance with the December 19, 2010 Decision (D. 10-11-033) from R. 06-05-028, the Communications Division will host a two-day workshop on February 17-18, 2011 to solicit input from parties on the implementation of the Decision, including changes to General Order 153.
Topics to be discussed will include: Introductions; Overview of the Decision; Discussion of the pending Clarifying Order; Discussion of the Petitions for Rehearing; Phase I General Order Resolution; Changes to General Order 153; Changes to the Carrier Claim Form; Pre-Phase II LifeLine Participation by “Non-Traditional Carriers”; and Other General Order 153 Changes.
The Communications Division will distribute a Workshop Notice, a Draft Workshop Agenda, a set of Key Action Dates, as well as redlined versions of General Order 153, proposed claim forms, and third party administrator timelines to the R. 06-05-028 service list, all carriers operating in California, the LifeLine Working Group, and the LifeLine Administrative Committee ten days before the workshop.

This second meeting will provide stakeholders an update on staff activities over the past year; will provide an overview of recent interconnection tariff changes; and will solicit stakeholder feedback on a) proposals to improve existing expedited interconnection procedures and b) the IOU interconnection maps.

NOTICE OF DRAFT RESOLUTION
RE: RATES OF ALL COST-OF-SERVICE RATE REGULATED UTILITIES

Revised and renamed Resolution of the Legal Division, Draft Resolution L-411 (previously, the Draft Resolution was
W-4867 of the Utility, Audit, Finance & Compliance Branch of the Division of Water and Audits) proposes to preserve the opportunity for the Commission to decide at a future date whether some of the benefits of the New Tax Law, not otherwise reflected in rates, ought to benefit ratepayers through a decrease in rates, without having to be concerned with issues of retroactive ratemaking. This draft resolution will be on the Commission’s February 24, 2011 agenda. The Commission may act then act on this resolution or it may postpone action until later.
When the Commission acts on a draft resolution, it may adopt all or part of it as written, amend, modify or set it aside and prepare a different resolution. Only when the Commission acts does the resolution become binding on the utilities involved.
Interested persons may submit comments on this draft resolution no later than 10 a.m. Monday, February 14, 2011. Commenters who would like changes to the memorandum account, should provide red-lined versions of the Ordering Paragraph(s) they want revised.
