The California Independent System Operator (CAISO) and the California Public Utilities Commission (CPUC) are co-hosting a Long-Term Resource Adequacy Summit on February 26, 2013 at the Mission Bay Conference Center in San Francisco, California. Assigned Commissioner Florio will hold a public meeting to informally discuss the merits of ratepayer financing of voluntary MHP conversions, as currently proposed by the parties (e.g., standard ratemaking mechanisms to record transfer expenditures and the eventual treatment of most of those expenditures as capital investments to be added to utility ratebase), whether other financing options exist, and to what extent the parties have considered any such options. Parties’ views on the need for additional process on these issues will be sought. The purpose of this workshop is to (1) evaluate the proposed formulas in Appendices A and B to D.12-12-033, including all variables and data sources, to implement the GHG allowance revenue return to eligible EITE entities and small businesses, (2) discuss the potential timing of the revenue return to EITE entities and small businesses, (3) discuss the timing and mechanics of data-sharing between various parties to implement the revenue return, and (4) evaluate what form the revenue return should take for EITE entities (whether on- or off-bill). This workshop will function as a technical working group to evaluate the technical details of formulas and implementation mechanics. The Administrative Law Judge (ALJ) Semcer Ruling dated 1/23/2013 in R.11-03-012 provides further description and additional information about the topics to be addressed at this workshop, as well as limitations on who may attend. As set forth in the June 1, 2012 Assigned Commissioner’s Ruling and Scoping Memo for Phase 3, the purpose of this workshop is to consider proposed revisions to Section IV of General Order 95, focusing on the Proposed Rule Changes and Alternate Proposed Rule Changes put forth in Technical Panel 1 Report (Track 1) and the data collection and reporting regarding fires associated with overhead power-line facilities, and the use of the data by the Safety and Enforcement Division, as set forth in the proposal and alternate proposals put forth in Technical Panel 2 Report (Track 2).
