1 INVITATION TO SUBMIT BIDS FOR THE PUBLIC TENDER

Radiotelevizija Slovenija, Javni zavod, is in compliance with 1. passage (item 1) of Article 24 of the Public Procurement Act (ZJN-2C), inviting the Bidders to submit their bids to tender in accordance with the open procedure for:

the purchase of equipment for upgrading the existing

video production server system AVID UNITY ISIS

Bids in three copies (one original and two copies) must be sent in sealed envelopes to the address:

“Javni zavod RTV SLOVENIJA, KOLODVORSKA 2, VLOŽIŠČE, 1550 LJUBLJANA, SLOVENIA”, with the postscript: "DO NOT OPEN - FOR TENDER - BID FOR TENDER NO. JN-B0548 – "Upgrading production system AVID “. The full address of the Bidder is to be written on the envelope.

The term for acceptance of bids is until 08.00 a.m. on 08 August, 2012. Bids received after that time limit will not be counted and will be returned unopened to the Bidders.

Public opening of bids will be on 08 August, 2012 at 09.00 o’clock on the premises of Commercial Department of Javni Zavod RTV Slovenija, at Komenskega Street 7 in Ljubljana.

Before the public opening of the bids the present participants of the Bidders have to hand over written authorizations for participation on the public opening.

2 INSTRUCTIONS FOR MAKING BIDS

2.1 Contracting Authority of the public Tender

Bids will be appraised by the General Manager appointed Evaluation Committee. The Decision on the award of a Contract will be issued by the Director General of Javni Zavod RTV Slovenija. In the evaluation of the tender the commission will take account of the criteria that are the constituent part of the tender documentation.

The selected Bidder must enter into a signed Contract within 8 days after receiving the “Decision on the Award of a Contract”. In the case of a Bidder not entering into a signed Contract, the Contracting Authority will validate the guarantee on the seriousness of the bid.

The Contracting Authority reserves the right to vary from the published values and quantities when selecting bids, subject to available financial resources and actual needs.

In case of receiving incomplete bids, the Contracting Authority shall annul the tender. The Contracting Authority reserves the right not to choose any of the bids (according to Art. 80 of ZJN-2C).

2.2 Legal ground

The Public Procurement of Javni Zavod RTV Slovenija (hereinafter referred to as: Contracting Authority) is carried out in accordance with the valid Public Procurement Act (ZJN-2C) and by-laws applicable and in accordance with the legislation being valid on the field of public finances and on the field that is the subject of this public tender.

2.3 Basic rules of operation

Every Bidder’s attempt to affect the treatment of the Contracting Authority or decision on the selection shall result in rejection of his Tender. The same applies to all attempts related to the work and decision of the Evaluation Committee.

In the period from the publication until the conclusion of the Contract the Bidder shall be not allowed to commence and perform any actions, which might prior determine the selection of a defined bid. In the period from the selection of a Bid until the Contract comes into force the Bidder shall be not allowed to commence any actions, which might cause the Contract to become void and unfulfilled. In case the procedure is stayed the Bidder shall not commence or perform any procedures, which might aggravate the invalidation or objectivity of the Review Commission.

3 SUBJECT OF THE PUBLIC PROCUREMENT

3.1 GENERAL DESCRIPTION OF THE EQUIPMENT

Upgrading the existing Video production server system AVID Unity ISIS used in Regional RTV center Koper-Capodistria and Regional RTV center Maribor.

The subject of public procurement is the purchase of the equipment to upgrade the existing Video production server system AVID Unity ISIS used for television program production in Regional RTV center Koper-Capodistria (hereinafter referred to as KP) and Regional RTV center Maribor (hereinafter referred to as MB).

1.1. One (1) Kp expansion ONLINE of video storage system Avid Unity ISIS

1.2. Six (6) Kp + five (5) Mb licenses (upgrade) for software package Avid NewsCutter

1.3. One (1) Kp software package Avid Media Composer

1.4. (OPTION – value of this item is not included in the anticipated value of this public tender)

Two (2) Kp + two (2) Mb HD input output units-servers for ingest and playback of V/A contents AVID Airspeed Multi Stream

1.5. One (1) Kp system for audio processing compatible with Avid Unity ISIS environment

1.6. Four( 4) Kp + four (4) Mb craft work stations (hardware with O/P system), suitable for Avid NewsCutter

1.7. Six (6) Kp + five (5) Mb work stations (hardware with O/P system), suitable for Avid NewsCutter

1.8. Five (5) Kp + five (5) Mb input output units with digital video inputs and outputs

1.9. Four (4) Mb input output units with analogue and digital video inputs and outputs

1.10. Two (2) Kp + two (2) Mb servers for Avid iNews

The bids must meet all the technical requirements from the below technical specification. The bids, not fulfilling this stipulation are going to be eliminated from the further process of public procurement.

3.2 TECHNICAL REQUIREMENTS

Introduction

The Contracting Authority (hereinafter referred to as buyer) - Radiotelevizija Slovenija, Javni zavod, is upgrading the System for computer based production of television program (hereinafter referred to as AVID Unity ISIS) for acquisition, pre-editing, editing and play out of Video, Audio and data material necessary for production of television program.

1.1. Technical documentation

1.1.1. The bidder must enclose all needed documentation from which is clearly seen the fulfilling of all technical demands from the bidding documentation.

1.2. Technical standards

1.2.1. Offered equipment must work according to next standards for PAL, SD (576i at 50 Hz) and HD (720p/1080i at 50 Hz):

- ITU-R BT.470-6

- ITU-R.BT 472

- ITU-R BT.601/65

- SMPTE 292M-1998

1.2.2. All equipment powered from 230V, 50 Hz mains voltage must fulfill standards SIST EN 50160 and SIST EN 60950.

1.2.3. Offered equipment must fulfill standards regarding EMC:

- SIST EN 50081-1:1995

- SIST EN 50082-2:1997

- SIST EN 55022-2000

- SIST EN 55024:2000

1.3. Description of Video server system- general demands and data

1.3.1. For all external software applications which act as gateways with Video production server system user interfaces, databases and other software applications, we require suppor or compatibility with Microsoft Windows environment.

1.3.2. The buyer has in the Regional RTV center Koper and in the Regional RTV center Maribor already installed a Avid iNews system and a video production server system AVID Unity ISIS in next configuration:

· Avid Unity ISIS Video disk array capacity 16TB(iSS1000)

· Avid Unity ISIS Video disk array capacity 32TB(iSS2000)

· Avid Inteplay, Sys ID:110000390313

· Avid Capture Manager

· Avid iNews Command (software package)

· Five(5) video input output units Avid Airspeed

· One (1) video input output unit Avid Airspeed Multi Stream SD

· Nine (9) editing work stations Avid NewsCutter

· Two (2) editing work stations Avid NewsCutter Adrenaline

· Six (6) stations for simple clip pre editing Avid Assist

· Eleven(11) stations for simple clip management Avid Instinct

1.3.3. The equipment must be integrated in the existing Video production server system AVID Unity ISIS. Details about demands will be mentioned later on in description of the elements for the system upgrade. All costs for equipment integration in Video production server system must be included in the offer.

1.3.4. The bidder must offer for all offered API software or control protocols belonging documentation or descriptions and assure software or control protocol functionality and suitably technical support in such a way that usage of mentioned features will not disturb or threat stability or expected functionality of the Video production server system.

3.3 DETAILED DESCRIPTION OF THE ELEMENTS OF THE SYSTEM

1.1. Expansion of ONLINE disk array Avid Unity Isis

1.1.1. Required capacity of ONLINE storage is at least 32TB, 1400 hr recorded input material in DV 25Mbp/s format together with four audio channels with audio sampling rate of 48 KHz and the at least 16 bit resolution.

1.1.2. The installed equipment must be compatible with existing video server system Avid Unity ISIS ISS1000 16TB, Avid Unity ISIS 32TB iSS2000 and other parts of the system.

1.1.3. The upgrade must allow the transfer of all files and metadata from existing disk arrays to expansion disk arrays with no data and video quality loss.

1.1.4. Hard disks and other elements of disk array must have the “hot-swap” possibility.

1.2. License for Avid News Cutter upgrade

1.2.1. License must assure the upgrade from Avid NewsCutter version 8.xx to version 10.00.

1.3. Software package Avid Media Composer

1.3.1. Must allow ingest, editing, storing of video and audio (A/V) takes on common disk array and metadata managing

1.3.2. Must be compatible with existing video server system Avid Unity ISIS

1.4. HD input output unit-server for V/A ingest and playback AVID Airspeed Multi Stream (OPTION)

1.4.1. Server must be compatible and integrated with existing video server system Avid Unity ISIS

1.4.2. Server must allow recording and reproduction of video signals in HD 1080i, 720p and signals in SD 576i

1.4.3. Must allow recording and reproduction of at least two separated HD video channels at the same time (2x record + 2x playback)

1.4.4. Must allow recording of minimum eight(8) embedded audio channels with one video channel

1.4.5. Audio sampling must be 48kHz

1.4.6. Must have the possibility of controlled ingesting from professional playback units-tapes with user interface Avid capture manager

1.4.7. Must allow record and file transfer with all metadata for next video standards: DV 25Mb/s, DV 50Mb/s, IMX 30Mb/s, IMX 50Mb/s, XDCAM HD 17,5Mb/s, XDCAM HD 35Mb/s, XDCAM HD 50Mb/s

1.4.8. Must have rack mount slides for rack mounting

1.5. System for audio processing , compatible with Avid Unity ISIS environment – sample model: Pro Tools HD (or equivalent)

1.5.1. System must allow multichannel audio recording, editing and playback of audio files

1.5.2. Must allow the use of audio and video files from existing Avid Unity ISIS system without conversion

1.5.3. Must have a control interface for online regulation with eight motorized audio regulators – sample model Artist Mix (or equivalent)
