River Advocacy Manager

Tualatin Riverkeepers or ‘TRK’ ( is a non-profit organization dedicated to the protection and restoration of the Tualatin River and its watershed, located primarily in Washington County. TRK engages the public in this mission through four programs: recreation, education, advocacy and environmental restoration. Located in a bustling and growing part of the Portland Metropolitan area, TRK and its members care for waters and natural resources that feed industry, agriculture, and connect residents from rural to urban areas. TRK is part of a broader global ‘Waterkeeper’ movement ( that has a rich history of linking human health, justice and livelihoods to clean water and environmental protection.

Position Description

The River Advocacy Manager develops and implements the Tualatin Riverkeepers' Watershed Watch Program. This includes support of the Watershed Watch Committee and execution of TRK’s advocacy agenda. This is full-time, exempt position based in the Riverkeepers office and supervised by the Executive Director.

Duties

  • Research and develop recommendations of priority watershed policy and environmental justice issues that inform organizational advocacy goals, building strategic partnershipsas needed
  • Provide staff support and leadership for the Watershed Watch Committee, which ensures resident participation in TRK’s Watershed Watch Program
  • Develop and further TRK’s work on pesticide alternatives in the watershed, including strategy around ecological and social justice considerations
  • Organize occasional community fora that inform residents of the Tualatin basin on pertinent water and environmental issues; ensure media coverage and action alerts when necessary
  • Develop and coordinate volunteer monitoring strategies with an emphasis on documenting regulatory compliance and encouraging hotline reporting.
  • Track and comment on permits as needed, including 404, NPDES, water rights, land use, and watershed management plans, serve as liaison with regulatory agencies and public advisory committees.
  • Take a leadership role in fundraising for the program, including grant research, writing and reporting.

Required Qualifications

  • Bachelor’s Degree in environmental or water quality related field
  • Minimum of 2 years’ experience in public policy, community organizing, or communications
  • Ability to work with the public and citizens from diverse backgrounds
  • Understanding of key environmental regulatory processes
  • Excellent communication skills: speaking, writing, and diplomatic
  • Commitment to Tualatin Riverkeepers’ mission.

Preferred qualifications:

  • Master’s degree in water related field
  • Background in environmental justice
  • Spanish or other language ability
  • Grant writing experience
  • Understanding of Tualatin watershed
  • Website/social media interest

Salary range: lower $40’s + benefits
