CONSOLIDATED ANNUAL PERFORMANCE EVALUATION REPORT

As a recipient of Community Development Block Grant (CDBG) funding, the Town of Normal is required to complete a Consolidated Annual Performance and Evaluation Report (CAPER) for the U.S. Department of Housing and Urban Development (HUD). This report reviews CDBG expenditures from April 1, 2015 to March 31, 2016.

The proposed Town of Normal CAPER for fiscal year 2015-2016 is available for public review and comment at the Town of Normal Clerk’s office at Uptown Station, 2nd Floor, 11 Uptown Circle, Normal. The office is open 8:30 AM to 5:00 PM, Monday through Friday. The CAPER is available for a minimum period of 15 days beginning on Friday, June 3, 2016. Public notice will also be published in the Normalite on June 3, 2016. The CAPER is also available online at

Strong for Life is a strengthening exercise program designed by a physical therapist for home use by older adults, to improve strength, balance and overall health. This program targets specific muscles that are important in every day movement, such as getting out of a chair and walking. The Strong for Life program uses a 35 minute video consisting of a warm-up, 11 strengthening exercises using Thera-bands, and a cool down.

There will be a coaches training for anybody that is interested in starting this program in your organization. This training is only 2 hours long and free of charge.

Beyond the Rainbow: Supporting LGBTQ Youth hosted by Project Oz

WHAT: Project Oz is partnering with field expert Bonn Wade, co-trainer Monica James and Bloomington-Normal Pride to present a five hour training focusing on building strength as an ally for LGBTQ youth. Participants will learn about current research and trends, terminology and definitions associated with LGBTQ youth, and discuss ways to create a culture of inclusion in the workplace and community. This training is relevant for anyone who wants to support LGBTQ youth including school personnel, human service agencies, university staff, health care providers, and corporate employees.

Darkness to Light Training is a child sexual abuse prevention and response program for adults offered through the Children’s Advocacy Centers and the CASA (Court Appointed Special Advocates) program. Darkness to Light is a national program proven to increase knowledge of child sexual abuse and change the way adults protect children. The program is designed to train professionals and volunteers who work with children in a variety of settings. Participants will learn to recognize the warning signs of child abuse and learn to react responsibly.
