MayorBruce Brown called the regular meeting of the City Council to order. Present were Councilmen Milford Ashworth, Tom Litherland, and City Clerk Margaret Hazlett. Councilman, Chris Hazlett and Steve Zoellner not present. Attorney Lee Phillips also not present. Minutes for the July 19, 2017, Regular meetingwere approved as written.
PUBLIC COMMENT:
Andrew Frost, 2505 Denver Blvd, Pueblo, CO. Owns T&A Concessions, Southern Butts B-B-Q is asking to bring his mobile food establishment to Cripple Creek and would like for approval on it to do business.
John Freeman, owner of CC Candy, spoke regarding the last meeting regarding the confusion during the last item on the agenda regarding the hotel tax. Does not agree upon the percentages that were voted on. Would like to see more put into marketing and economic development of the city. There was no public comment at last meeting and should have been set aside before just doing the vote for 1/3, 1/3 and 1/3.
CITY ADMINISTRATORREPORT:
City Administrator,Ray DuBois, stated Cripple Creek Parks & Recreation has new brochure out. Butte Theater: A Cripple Creek Ragtime Revue (Music Revue) wrapped up on the July 28th, After Dark (Classic Melodrama) showing through August 24th, Annie Get Your Gun (Musical) going through August 26th, (good show). Events: Teller County Fairis underway through this coming Sunday, August 6th. National Night Out was held yesterday evening in the City Park, well organized and attended; 3rd Annual Cripple Creek Tesla Rally scheduled Saturday, August 12th; Salute to American Veterans Rally set for August 18th – 20th. Projects:Teller County Road 1 Realignment/Upgrade and Sidewalk projectMoving forward, on schedule, although rain has been a factor. Traffic delays have been minimal. Project of sidewalk on Myers may not be done at this time due to cost. Highway 67 Paving Project got underway Monday the 31st. Mountain View Adventure Park is moving forward. Proposed Parkadjacent to City Hall: Follow-up public input meeting held on July 20th, in City Council Chambers. Sparse, but enthusiastic attendance. There will be a brief presentation this evening. Used Paint Drop-off Event: Coordinating with PaintCare, a non-profit organization, that is funded by a fee on the sale of pain is to be held in the City Parking Lot on Bennett Avenue on Wednesday, August 9th, from 2-6P. Notice went out with the water/sewer bills today. Drop-off sealed, labeled container.; No other issues.
FINANCE DIRECTOR REPORT:
Paul Harris, Finance Director, state they have added 2 new report to the City’s finance table to city’s website so not only is the budget, audits and monthly expense report there, but now gaming industry report and total device count reports. So everyone is informed and we are transparent.
PRESENTATION OF DESIGN OPTIONS FOR FUTURE PARK NEXT TO CITY HALL; STEVE KITZMAN;Several concepts were laid out in different areas of the council chambers. Part of grant with Department of Local Affairs (DOLA) with University of Denver students. There were five (5) different concepts. Discussion held regarding different concepts. City Administrator, Ray DuBois, stated that our HR Director, Carol Stotts, brought up the idea of a fire pit, rather than a water feature. Annie Durham with Cripple Creek School will be setting up a focus groupwith elementary and middle school children for final ideas. Final ideas need to be completed soon in order to apply for the design and engineering grant by this fall and next year apply for construction grant and perhaps start it late next year, but reality would be 2019. There are three grant cycles with DOLA along with GOCO grants that are notified in March and you have to be ready to go by then. Hope to have final design to present for application of grant by this month. Thanks to Ray for securing this property as a donation from the Owner, Arik Kislin, for the City by paying back taxes and back water bills with the stipulation to dedicate a plaque. No further action taken.
