Job Responsibilities for Technical Officer - Knowledge & Documentation:
I.Job Summary:
The Technical Officer is responsibility for the knowledge and documentation of the “Digital Early Warning Systems to Save the lives and Livelihoods of Fishing Communities in Bangladesh” and ensuring that it is effective in meeting objectives as set out in project proposals and that program quality and CARE standards are met.
S/he will also be responsible to provide technical assistance for capacity building for staff, fishermen communities, disaster management committees, boats owner associations and fishing associations. The TO will also support to develop implementation strategy for this project and documented its leaning throughout the project life.
The TO will also support to Program Manager to maintain coordination with different forums and network on disaster management including DMB, BMD, Districts Administration, Bangladesh coast guard/Navy and other organizations who are involved in fishing community at local level.
S/ he will also support to PM to work directly with Telecom Service Provider Airtel Bangladesh Ltd, City Cell Ltd, Systems Solutions & Development Technologies Ltd (private sector partners); Technical and Implementation Partners Campaign for Sustainable Rural Livelihood/Oxfam (CSRL/OXFAM; Centre for Global Change (CGC).
II.Responsibilities and Tasks:
Responsibility # 1: Staff Management (if applicable) / % of Time
Staff Development, Performance Management, coaching and HR related issues / 15%
Responsibility # 2: Assist PM to develop project planning and implementation of projects
To assist PM: i) to draw a plan of action ensuring participation with all major stakeholders;
ii) to facilitate the review and analysis of information collected both internally and externally;
iii) Monitor and update information and ensure project is in right track / 15%
Responsibility # 3: To ensure project activities are delivered timely and efficiently to alleviate suffering of the fisheries communities.
  • To draw tools and technique to select targeted beneficiaries, analysis vulnerability and establishing EWS
  • Provide technical supports to develop a contingency planning;
  • Any new innovative learning during project life to be commented and shared with all stakeholders on time ( new innovative ideas for EWS);
  • Assist PM to build the capacities of targeted fisheries communities, key institutions and local authorities especially development of tools and techniques;
  • Ensuring establishment of EWS
  • Assist PM to draw high qualitative reports and submitted to CI and Donor before deadline
  • Preparing revise budget and financial analysis regularly (explain under over/overspent issue)
  • Develop tools and technique for participatory monitoring and evaluation

Responsibility # 4: To ensure that quality disaster risk reduction activities and establish the rights of the poorest fishing communities through advocacy
  • To indentify advocacy issues and strategy development;
  • To assist boats owners by which they installed devices in the boat and functional (ensuring replacement if required) and also ensure educate the system for the new fishermen;
  • Assist PM for ensuring assistance from government if any boats fall in danger situation (ensure rescuing)

Responsibility # 5: Establish and maintain contacts with GOB agencies, NGOs, emergency networks internal and external of CARE Bangladesh
  • Ensure proper documentation of the district level meetings;
  • In absence of PM, ensure CARE representations in the meetings especially at Upazilla and district level;
  • Ensuring proper documentation of the different networking bodies such as AIrtel, CTC, CGC, DMB,BMD and DMC etc
  • Maintain network with other disaster networks, forum, local agencies and individuals working in project’s particular interests especially establishing EWS
  • As and when required, liaison with the counterparts, collaborating agencies, government officials and NGOs.

Based in CARE-Bangladesh's COX’s Bazar Office with approximately 60% time to travel in field.
  1. Qualification:
Education and aptitude:
•Masters degree in relevant field
(Special desirable requirement is Familiar in Ctg and Cox’s Bazar’s local Languages)
Job related experience and knowledge:
•At least 2 years progressively responsible professional work experience in DRR including EWS, participatory planning, monitoring, and evaluation, within a development organization/NGO;
•Good theoretical knowledge of the principles and practices of emergency preparedness, disaster risk reduction and emergency response, including SPHERE standards and HAF
•Experiences on knowledge and documentation

  • Technical staff of SHOUHARDO program especially in COX’s Bazars’ program, Program Support officers, Finance Officer, Finance Officers, Administrative Officers, Coordinator GED and Partnership Coordinator.

The TO position is very critical as it is very new position in the areas of EWS. The TO is needed to provide support to different stakeholders especially fishing associations, fishermen as well as GOB’s different departments.

Monthly gross salary is TK.31,300.00 plus other admissible benefits as are per policy. Salary is negotiable for highly deserving candidates.
