The geographic scope of this contract is the 48 contiguous states, the District of Columbia, Alaska, Hawaii, the Commonwealth of Puerto Rico, and all U.S. Government installations and/or agencies abroad.

The point of production for items under this contract will be determined by individual task orders.

6.Discount from list prices or statements of net price

Discounts are offered for each labor category of at least 6.0% of the total list price, with the exception of “Support Specialist”, which is discounted 28%.

Further discounts are offered for services provided at government locations for extended (greater than 1 year) periods.

All payments for services and products are NET 30.

PROSOFT accepts the Government purchase card for payments equal to or less than the micro-purchase threshold ($2,500.00) for oral or written delivery orders.

11d.Urgent Requirements

When the Federal Supply Schedule contract delivery period does not meet the bona fide urgent delivery requirements of an ordering agency, agencies are encouraged, if time permits, to contact the Contractor for the purpose of obtaining accelerated delivery. The Contractor shall reply to the inquiry within 3 workdays after receipt. (Telephonic replies shall be confirmed by the Contractor in writing.) If the Contractor offers an accelerated delivery time acceptable to the ordering agency, any order(s) placed pursuant to the agreed upon accelerated delivery time frame shall be delivered within this shorter delivery time and in accordance with all other terms and conditions of the contract.

PROSOFT warrants all final deliverables free of defects in workmanship for a

period of 90 days after delivery.

Export packing charges will be negotiated as other direct charges within each task or delivery order under this contract.

Orders should be placed with the Schedule Contractor that can provide the supply or service that represents the best value. Before placing an order, ordering offices should consider reasonably available information about the service offered under MAS contracts by using the GSA Advantage! on-line shopping service, or by reviewing the catalogs/pricelists of at least three schedule contractors and selecting the delivery and other options available under the schedule that meet the agency’s needs. In selecting the service representing the best value, the ordering office may consider:

Labor Categories

Each labor category specified below is defined with regard to education, general experience and specific experience requirements. Training and certification requirements are identified in the specific experience description. The duties normally performed by a person filling a specific labor category position are also defined.

PROSOFT recognizes that successful performance depends on having the right skills and experience. These skills and experience, in turn, are acquired through the proper mix of education and professional experience. In the event that skills needed to support training efforts do not require traditional undergraduate or advanced degrees, a substitution of varying combinations of certifications and;/or years of experience will be offered. Therefore, PROSOFT may substitute experience for education, when appropriate, in order to provide the necessary quality of services required by the client. Unless otherwise stated, the substitution for a masters degree is 5 additional years of general experience, the substitution for a bachelors degree is 4 additional years of general experience, and the substitution for an associates degree is 2 additional years of general experience.

PROGRAM MANAGER

Education:B.S.

General Experience:Typically has ten (10) or more years experience in managing complex projects involving multiple facets of design, development and delivery of technical training and training products.

Specialized Experience:At least eight (8) years of experience in the direct supervision of technical personnel involved in the life cycle management support of complex systems. Must be capable of leading projects that involve the successful management of teams composed of trainers, developers, functional analysts, subject matter experts, and computer specialists. Demonstrates excellent written and oral communication skills.

Duties:Performs day-to-day management of overall contract support operations, possibly involving multiple projects and groups of personnel at multiple locations. Organizes, directs and coordinates planning and production of all contract support activities. Establishes and alters (as necessary) corporate management structure to direct effective contract support activities.

PRINCIPLE TRAINING ANALYST

Education:B.S. in Training, Education, or a related field

General Experience: Eight or more years experience in analyzing and developing training requirements and designing training programs. Four or more years of experience in the specified functional area.

Specialized Experience:Five or more years experience in education research, identifying scope and outline of various projects, and supervision of other analysts.

Duties: Subject Matter Expert who analyzes user needs to determine training requirements as they apply to the systems in question. Has knowledge of research methods and sources of educational and training data. Works with technical experts and instructional technologists to incorporate the training solution into new or existing training programs. May provide life-cycle support for resulting training systems or programs.

SENIOR TRAINING ANALYST

Education:B.S. in Training, Education, or a related field

General Experience: Five or more years experience in analyzing and developing training requirements and designing training programs. Two or more years of experience in the specified functional area.

Specialized Experience:Two or more years experience in education research, planning curriculum, evaluating instructional material and teaching aids, and writing reports, manuals, and training courses.

Develop and staff white papers, and perform technical analysis and assessment of special projects. FUNCTIONAL AREA EXPERT

SUPPORT SPECIALIST

Education:Associates Degree or High School Diploma and four (4) years relevant work experience

General Experience:Typically has three (3) to four (4) years of experience in providing support to technical programs.

Specialized Experience:At least two (2) years of experience in such technical support areas as writing and editing documents, graphics, document preparation and drafting.

Duties:Depending upon the functional specialty, supports the program management staff in the preparation of deliverables, proposals, internal reports, briefings, and drawings associated with the project being supported. Supervises other support specialists performing on the project. Must demonstrate the ability to work independently or under only general direction.

TECHNICAL ILLUSTRATOR

Education:A.A.S.

General Experience:Typically has two (2) to four (4) years of experience in graphic arts and technical drawing programs.

Specialized Experience:General experience in graphic arts and technical drawing, including experience with AutoCAD and other computer graphics packages.

Duties:Creates overall graphic design, artwork, technical drawings and layout for all types of documentation, including on-line help and other interactive documentation for Internet and World Wide Web applications. Must demonstrate creativity and resourcefulness and the regular use of independent judgment when interfacing with customers and members of the technical staff. Use analytic skills and automated tools to resolve complex design problems.

Contractor and Government-Site Labor Rates

PROSOFT, Inc., offers the following labor categories and labor rates for the Special Item Number 874 – Instructor Led Training, Web Based Training and Education Courses, Course Development and Test Administration.

Pricing Notes:

(a)Escalation will be priced at 3.0% annually.

(b)A basic discount of 6% is reflected for all categories except Support Specialist, which is discounted at 28.7%.

(c)Discount for Government Site rates will be no less than 7% from Contractor Site Rates.

(d)Government Site Rates are offered for quantities exceeding 1,920 hours at customer provided facilities.
