Provision of advice and drafting assistance to the Latvian Public Procurement Agency in preparation for enforcement of the new Public Procurement Law, in effect as from 1 May 2006, in compliance with Directives 2004/17/EC and 2004/18/EC of the European Parliament and of the Council of 31 March 2004 on the co-ordination of procedures for the award of contracts within the water- and energy sectors, transportation and postal services and public works contracts, public supply contracts and public service contracts. Also substantial work related to the two Remedies Directives, 89/665/EEC and 92/13/EEC. Responsibilities included: (i) Analysis of existing contract award regulations and identification of gaps on compliance with the relevant EC Directives; (ii) Compilation of a legal database on case law. (iii) Compilation of a best practise reference book on public procurement. (iv) Provision of 3 training sessions on public works contract award and remedies provisions.

2005 / Bulgaria / European Commission / Senior Short-term Expert, Public Procurement / Twining project between the Bulgarian Public Procurement Agency and Local government Denmark aimed at providing assistance in further development of secondary legislation under the new Law on Public Procurement, preparation of standard tender documents and model contract forms and provision of training. Responsibilities included: (i) Preparation and presentation of a 5 3-day workshops and seminar for civil servants on EC Public Procurement Directives including the RemediesDirective. (ii) Extensive work on comparing new local procurement laws and secondary legislation to the EC Directives, identification of compliance gaps and provision of advice and drafting assistance on aligning the legislation to the EC rules. (iii) Preparation of guidelines and instructions on the application of the Public Procurement Law and. (iv) Compilation of a best practise reference manual for civil servants.
