Property Manager – Philadelphia PA / Bordentown NJ

Columbus Property Management, a member of Mission First Housing Group is seeking a full time Property Manager for its Philadelphia, PA/ Bordentown, NJ location.The Property Manager has the responsibility of complying with all phases of operations that affect the tenancy of the individuals within his/her assigned portfolio.

Essential Duties and Responsibilities

Property Management

  • Recruits, intakes, and leases market tenants in accordance with all phases of operations that effect the tenancy of the individuals within his/her assigned portfolio.
  • Ensures prior to leasing that applicants fit the funder requirements of the units being leased.
  • Assists applicants in understanding his/her responsibilities and obligations when signing leases and moving into units. Assists tenants in complying with the terms of the lease.
  • Provides, when applicable, counseling and assistance in the rental subsidy process, i.e. Section 8 voucher application and certifications/recertifications.
  • Completes all phases of the Recertification Process according to requirements.
  • Notifies tenants of rent increases and lease addendum changes and/or updates advising tenants of any changes in the terms of the lease agreement.
  • Ensures rents are collected, negotiates collections of arrearages, and manages all evictions from beginning to resolution.
  • Performs market comparisons for determining rent reasonableness.
  • Promotes and encourages tenants in acquiring skills for coexisting with other tenants in a building. Communicates tenant concerns with applicable Property Managers and Resident Service Coordinators.
  • Maintains tenant files and records according to CPM and funding specifications. Maintains up-to-date knowledge of regulations applicable to tenants based on funding source.
  • Implements periodic scheduled inspection of units. Informs the Maintenance Unit of work needed.
  • Provides information to the reporting group for updating the property management system. Monthly reviews tenants rent payment status and works with the accounting and reporting departments to ensure accurate record keeping.
  • Prepares annual budgets for portfolio and analyzes budget to actual information throughout the year.
  • Ensures that all tenants in his/her portfolio are in the best living environment possible.
  • Works closely with the Resident Service Coordinator to ensure tenants are receiving targeted services

Marketing

  • Participates in the creation of and implements CPM’s Marketing Plan.
  • Establishes marketing strategies to meet objectives of the marketing plan.
  • Performs and evaluates customer research, market conditions, and competitor data; Implements marketing plan changes as needed.
  • Oversees all marketing, advertising, and promotional activities.
  • Manages the MTMP Budget. Implements all MTMP activities within approved budget.
  • Manages all aspects of print production, receipt, and distribution of marketing materials.
  • Coordinates with other departments while implementing the MTMP.
  • Manages project wait list (where applicable).

Others

  • Complies with PA Real Estate, LIHTC and AHM certification requirements.
  • Understands, promotes, and projects the corporate mission while performing the above mentioned tasks and responsibilities.
  • Participates in additional and/or special projects as required from time to time by management.

Requirements and Qualifications:

  • High school diploma and at least five (5) years experience in property management or real estate sales or other applicable field. Has basic knowledge of PA Real Estate Fundaments and Practices and has a valid Real Estate salesperson license in the State of Pennsylvania or will obtain one within the first year of employment. LIHTC and AHM certified or will become certified with 12 months or employment date. HQS certified a plus.
  • Excellent written and verbal communication skills, Good interpersonal skills and strong organizational, analytical and problem resolution skills. Ability to work independently.
  • Experience with Microsoft Word and Excel.
  • Licensed to drive a motor vehicle; access to an insured motor vehicle in good working condition that will be driven daily for the job. Be available to work evenings and/or weekends to recruit tenants, show and/or lease units, or complete special projects.
