Promoting participation - Pan‐London 16‐19 Leaver Notifications

As the end of the first term approaches, we would like to remind all educational institutions (maintained schools, academies, colleges, and education and training providers) of their statutory duty to notify the Local Authority of any young person aged 16 or 17 years’ old who is no longer participating (Section 13 of the Education Skills Act 2008).

This duty applies if a young person leaves their post-16 study programme before completion (i.e. ‘early leavers’ or ‘drops out’). Early notification enables local authorities to take swift action to encourage and support the young person to re-engage with education and training.

The London Councils have developed a data portal to make it easy for providers to send leaver information to their home borough. The portal makes the transfer of information simple and secure, with minimum bureaucracy for providers.

The process is simple and secure:

  • Each month all education and training providers are asked to complete a ‘leavers and joiners’ (LALJR) form.
  • Providers use the secure data portal, hosted on the London Councils website, to send the spreadsheet to their home local authority
  • The names of Leavers and Joiners submitted are uploaded by the local authority tracking services
  • The local authority uses the data received from providers to provide support to young people who have been identified as NEET to reengage

Returns should be submitted each calendar month including details of students who have left during that period. Where no students have left providers are asked to confirm this by submitting a nil return.

If your school has not yet made a return this academic year your first return should include all students who have left since your enrolment period closed and information on their destination (if known). Providers are also encouraged to include details of any students who have joined after the enrolment period closed.
