June 12th, 2017 BOARD OF DIRECTORS MEETING MINUTES

Call Meeting to Order: Peggy Riccio

On June 12th, 2017 at 7:00 pm

Proof of Notice of Meeting: Terry Owens

Proof of notice of this meeting was established with agendas posted prior to48 hours of the meeting on the bulletin boards in the clubhouse, mailroom and at the entrance to the elevators. The agenda was also emailed to the owners that have supplied their email address to the office.

Present: Peggy Riccio, Bill Sullivan Steve Wilson and Sheila Momeni.

Linda Mattison, Anne Heinen & Pat Vasquez were absent, a quorum was established.

Approval of Minutes Steve Wilson

I would like to make a motion to approve the minutes of the May 8th, 2017 regular meeting as posted.

The motion was made by Steve Wilson and seconded by Sheila Momeni.

Officer’s Reports

a) President’s Remarks Peggy Riccio

Welcome everyone. Summer is here and we have lots of projects underway. We will have some updates later in the meeting. We will also be revisiting the situation with vacant unit #430.

b) Treasurer’s Report Bill Sullivan

Promenades East Condominium Association continues to be financially sound.

Un-Audited Bank Balances as of May 31st, 2017:

Committee Updates

a) Architectural Sheila Momeni

There have been no architectural requests since the May 2017 meeting.

b) Water Leaks Committee Ron Daneski

The committee is still actively pursuing leaks as they occur. On Friday, we removed a section of drywall from four units to try to pinpoint where the leaks are coming from. A general contractor that has had experience with leaks such as ours is getting a recommendation together for the committee. The committee will review the contractor’s recommendation and will present the committee’s recommendation to the board as soon as available.

Old Business

a)  Unit #430 Foreclosure Peggy Riccio

Pat Vasquez, Bill Sullivan and myself had a phone conversation with Michael E. Schuchat, Esq., an attorney out of Sarasota. We obtained further information concerning an entity that was interested in purchasing our foreclosure on unit #430. I will now read the attorney’s response. The board has already chosen not to accept the offer for the foreclosure so this was just brought up for further information. I would like to propose that the board approve the manager to contact John Charles Heekin, Esq., the attorney that started the probate for unit #430. If possible, to set up a meeting with him, Terry Owens and Pat Vasquez to see what information we can obtain. I further propose that after meeting with Mr. Heekin, that we set a consultation meeting with attorney Glenn N Siegel to evaluate our options for this foreclosure. Would anyone like to make a motion to proceed to have a consultation with John Charles Heekin Esq. and then consult with attorney Glenn N Siegel concerning unit #430’s foreclosure?

b)  Storage Shed Ron Daneski

The committee discussed the need for a storage shed and decided that because of the bicycle storage situation and the lack of supply storage that a 10 X 20 storage shed is the best solution. Three quotes were received for a 10 X 20 storage shed and the costs were; Pope’s Utility Buildings $3630.00, Robin Builders, Inc. $4049.95 and Sheds Now $4280.00. All sheds would be a comparable color to the building with a red roof to match the mansards color. These prices include delivery and setup and we would need to acquire the permit at a cost of $125.00. Because of the big differences in the quality of the sheds, the committee is recommending Sheds Now at a cost of $4280.00 plus $125.00 permit fee. The proposed location for the shed is by the bulk dumpster beside the light pole.

Would anyone like to make a motion to obtain a storage shed from Sheds Now as proposed, not to exceed $5000.00 total?

A MOTION was made by: Bill Sullivan and seconded by: Steve Wilson to obtain a 10 X 20 shed from Sheds Now as proposed, not to exceed $5000.00.

Bill Sullivan stated that Sheds Now was by far the better-quality shed.

There was no further discussion, the motion was voted on and passed unanimously.

c)  Mansards & Roof Cleaning Peggy Riccio

This issue was recently addressed and we chose a vendor to complete the roof and mansard cleaning. This vendor is uncomfortable doing the project, so it is being brought back up at this meeting. The suggested vendor is now Hoover Pressure Cleaning at a cost of $5,095.00. Would anyone like to make a motion to use Hoover Pressure Cleaning to clean the clubhouse roof and all mansard roofs at a cost of $5,095.00?

A MOTION was made by: Steve Wilson and seconded by: Bill Sullivan to have Hoover Pressure Cleaning, clean the clubhouse roof and all mansard roofs at a cost of $5,095.00.

There was no further discussion, the motion was voted on and passed unanimously.

d)  Hiring Second Janitor Peggy Riccio

It has been discussed that we need more man-hours of cleaning to keep the building up to the standard desired. We had many discussions on how is the best way to accomplish the extra cleaning. Our manager has suggested that we hire another part-time Janitor to work from 10:00 am – 4:00 pm in conjunction with our current janitor’s hours of 8:00 am – 2:00 pm. We would discontinue the Maintenance Technician’s position and the Janitors can do small maintenance projects and any large maintenance projects would be contracted out. We need to decide on this so it can be budgeted for in the upcoming annual budget. This is projected to occur January 1, 2018 or sooner if possible. Would anyone like to make a motion to proceed with the new staffing suggestion of two part-time Janitors and no Maintenance Technician?

A MOTION was made by: Sheila Momeni and seconded by: Bill Sullivan to budget for and proceed with two, 30 hours per week Janitors and no Maintenance Technician.

New Business

a)  Parking Lot Coating Peggy Riccio

Our parking lot needs a re-coating and re-striping and painting and stenciling of the parking blocks. Three quotes were obtained for the project; Bonness, Inc. $13,294.30, Sunland Paving Company $10,249.50 and Asphalt Sealers, Inc. $9,171.25. Would anyone like to make a motion to have Asphalt Sealers, Inc. re-coat and re-paint the parking lot at a cost of $9,171.25?

A MOTION was made by: Sheila Momeni and seconded by: Steve Wilson to have Asphalt Sealers Inc., re-coat and re-paint the parking lot at a cost of $9,171.25.

Steve Wilson- Questioned the tracking of the coating on the new carpet. Was told that once it dried, it didn’t track.

There was no further discussion, the motion was voted on and passed unanimously.

b) Outside Window Cleaning Peggy Riccio

Outside window cleaning has always been an issue as a lift is needed and very costly. Our manager has found a company, Dutchman Window Cleaning that will clean all the outside windows at a cost of $2,875.00. This is a very reasonable cost compared to obtaining a lift and having the windows done. They use a boatswain’s chair to clean the windows so there’s no reason to bring a lift into the courtyard. It is suggested that the windows be cleaned once a year at the end of the rainy season. Would anyone like to make a motion to have the windows cleaned once a year by Dutchman Window Cleaning at a cost of $2,875.00?

c) Palm Trimming Peggy Riccio

Trimming the palm trees has been an ongoing battle here. Since we now have the canal bank cleaned out, it is suggested that Frank’s Lawn Care be given the responsibility of keeping the canal bank cleared and continue with the courtyard and pool palm tree trimming. We would have an outside company trim the remaining 140 palm trees in the fall each year at a cost of $25.00/palm which would be $3500.00 total per year. Would anyone like to make a motion to have the140 perimeter palms trimmed at a cost of $3500.00 per year?

Peggy asked board members for any additional comments.

Bill Sullivan- Commented that we are getting a lot done this summer.

Steve Wilson- Stated that the appearance of the building is being addressed.

Peggy asked the audience if any owner would like to make any other comments.

Terri Greve #506- Commented about some units with blinds open and boxes showing through window.
