§  Nature of SHEPHERD, NGO: non-government, not-for-profit organizations, not working for the benefit of particular religious community or caste, non political and secular voluntary organization, registered under Tamil Nadu, State Government and with the Central Government of India. The SHEPHERD, NGO maintains regular accounts of its receipts & expenditures.

·  Introduction about the Project:

There are currently more than 66 disable persons in our service areas. Rural disable is born with or due to some unfortunate circumstances acquires a disability, they face life with struggle. Although shepherd is working with the Tamil Nadu State Government, to provide rehabilitation the environment in and around them are hunger, poor place to live, uneducated, helpless, more disease; the disabled person is considered a burden on the family. Employment opportunities and Rehabilitation is rare. They often comprise the most neglected, marginalized and they are not guaranteed basic rights in their community. This Project is a community based Rehabilitation for the disabled. It is a system of enabling the rural disabled in their community and through their community. The people who have been often neglected in the past, women, disabled, the very poor, those who have no voice in the way things are decided in the community are involved, because it’s their project, for their benefit.

·  How and when the project will end, or become self supporting?

Once the Requested funding has been spent for their (Disabled) income generation activities then the project will become self-supporting.

How long will support be needed?

All the disabled beneficiaries or their parents/guardians would like to do Goat rearing, cow milching, petty shop, canteen, tea shop, provisions stores, wire chair making, mat making , appalam production etc., we all had a meetings and shared ideas and came into conclusion to have budget limit US $ 1500 PER Beneficiary. Once this money achieved the support will be stopped. It’s a onetime grant this will provide livelihood up to rest of their whole life

Beneficiaries (Target Group): the beneficiaries have participated in the choice and design of the project, the people who have been often neglected in the past,

·  women, (Parents/Guardians)

·  disabled, (Children, youth, students, and Women)

·  the very poor, uneducated members of the community

·  those who have no voice in the way things are decided in the community

Background (Causes of the Problem):

We are going to implement this project in 3 blocks, the name of the blocks are; 1.Thirupparankundram 2. Madurai East 3.T.Kallupatti in Madurai District. Tamil Nadu , India. In all these areas all the 66 disabled are facing the following Problems:

90% of the disabled are uneducated, 10% are little educated, all are living below poverty line; they all are struggling to meet their basic necessaries of Housing, nutritious food, and dressing. Poor/no mobility appliances, they are using their other parts of their body due to this they are having more health problems,wounds, infections and many of them are worrying lot…. thinking about their disability this leads to more illness. Going to the urban areas for referral unit/therapy consumes more transport cost and taking Medical treatment is also not possible due to loss of daily wage for that particular day to their parents/guardians.

The Parents/Guardians are working hard to find money and taking care of the disabled. they are also having mental stress because of the disabled due to this reason the disabled are feeling burden in the family. Sometimes the disable start to commit suicide/ the parents/guardians are taking the disabled to some common festivals in the temple and leaving them alone and they are coming back to their village this leads to increasing number of orphan disabled. Lack of awareness/training, uneducation, poor hygiene, poor environment, and poor family income leads to the disabled most neglected.

Early Marriage, Marrying close relatives, poor/no medication followed during the pregnancy, lack of awareness on immunization, all leads to increasing number of disability in the rural areas. Apart from this due to accident many of them are loosing their body parts these are all the causes prevailing in our service areas.

·  Reasons for making this proposal/ the need and prove that the project is worthy of funding.

This project is designed and formulated only with the support of our Target Groups along with their community, they all requested us income generation activity is the permanent solution to take care of the disabled and to meet the basic necessaries for the rest of their whole life. The entire beneficiary with disability and their parents/guardians are saying income generation activity will increase their livelihood.

·  Goals & Objectives (Solution = Output): it is designed to overcome identified problems. Involving the community and the beneficiaries.

·  to create confident among the disabled and to their parents/guardians

·  to reduce illiteracy,

·  to reduce poverty,

·  to provide Nutritious food and safe drinking water,

·  to improve the level of health,

·  to provide training/awareness/therapy to the disabled persons and to the Parents/guardians/community.

·  Costs & Benefits (Analysis):

Total cost divided by the number of beneficiaries will be the per unit cost of income generation activity. Total Cost: US$99,000/ 66 beneficiaries = US$1500.will be the per unit cost.

Who benefits?

66 Rural Disabled directly and their Parents/Guardians and the rest of the whole family members.

How do they benefit?

All the disabled and their parents/guardians will run/establish small business like a petty shop, tea shop,provision stores, can teen, goat rearing and cow milching etc…… through this income generating activity they will get regular income , through the income they will treat the disabled and meet their basic necessaries. SHEPHERD along with the state government project provides entrepreneurship training/skill upgrading training and referral services to them.

§  Justifications for the project?

This project is a community based rehabilitation project to the disabled, at the end of this project the whole community will respect the disabled and their parents/guardians because through the permanent income the standard of living of the disabled will be improved automatically their quality of education, nutrition food, health condition, dressing and housing facility will be improved. The disabled and their parents/guardians will share their experience/knowledge to their neighbor village.

Number of Times nutritious food taken in a day.

Number of disabled learned literacy

Quality of treatment taken/ Number of visit to the Referral/therapy clinical unit

Standard of housing facility, Number of dress bought.

Mobility appliances constructed/repaired/ bought.

Amount of Insurance covered for their life and to their small business.

Number of parents/guardians/ disabled trained to become entrepreneur.

Number of disabled using mobility appliances

Number of mobile toilet user.

Number of disabled person’s participation in the community level function/programs.

Reduced Mental stress/ reduced number of orphan disabled automatically reduce the thinking of suicide among the disabled persons/parents/guardians.

Increased level of confidence among the disabled.

Increasing number of employment opportunity among the disabled and their family members.

§  What is the average total cost per beneficiary?

The average total cost per beneficiary is US$1500

§  Will value of benefits exceed costs of inputs (or vice versa)? By how much?

Yes the value of the benefits surely exceeds costs of inputs; the disable invests US$1500 to their income generation activity one time. But the benefit goes up to the rest of their whole life. Not only benefiting the disabled but it gives employment opportunity, economic development, health care knowledge to the rest of the family members and the whole family standard of living increase. Automatically the community respects them. These beneficiaries will become role model to the neighbor village. At present per day they are earning below US$1 after implementation of this project per day they will earn us$11 so per month their earning will be us$330 after deducting all expenses if they save few dollars that may be invested for further expansion of their business.

·  Plan of implementation;

Orientation/Training/ business plan/ sanction of US$1500/book-keeping/finding out the correct net profit/ fulfilling the basic necessaries/ savings/insurance/reinvestment from the savings/business expansion/additional income/building confidence/social revolution.

·  Monitoring (Observing):

At present we are doing women development project along with the state government for the economic development of the poor people. We will provide needed entrepreneurship/skill upgrading /marketing/capacity building training to the disabled. In addition with the support of educated disable we will provide training on how to open bank accounts, savings and Account book-keeping, maintenance of records to find out correct profit. So SHEPHERD,NGO and the staff team will do the monitoring/follow up activity.

·  Budget:

At present we have selected 66 disabled from our service areas; per head need is US$1500.

The beneficiary will select their own business, and submit application to SHEPHERD, NGO depends upon the business selection the break up will differ from beneficiary to beneficiary.

For example our beneficiary will be selecting any one of the following small business:

Goat rearing, cow milching, petty shop, provision stores/Fruit selling/vegetables selling/ Tea shop/canteen/mat making/wire chair making/appalam production/pickle making/small toy making/bakery /mushroom production /broom making /selling books etc………

Reporting:

We will update our Narrative and Financial report along with photo’s about the beneficiary progress from the field every month.
