1.aim of the assessment and Moderation panel

The Assessment and Moderation Panelwill have thelead role in managing the decision-making and moderation process for Enhanced Provision Applicationsfrom September 2017.

2.principal responsibilities OF THE Assessment and ModerationPANEL:

2.1: To provide the forum for consideration, decision-making and moderation of applications for Enhanced Provision funding

2.2: To promote integration, Assessment, Moderation and consistency acrossall Educational settings

2.3: To ensure that in the consideration of application evidence is provided of use of the graduated approach

2.4: To ensure that there is parental /carer engagement within the process

2.5: To ensure that the voice of the child/young person is included in all aspects of the process

The Chair of the Assessment and ModerationPanelwill be a Headteacher advised by the Divisional Manager for Inclusion.The Chair should accept the role for one year.

4.MEETINGS

Meetings of the Assessment and ModerationPanel will take place once per half term.

All members are asked to prepare for meetings by reading through the agenda, papers and reports,as appropriate. Electronic paperwork will be distributed in a timely manner, to arrive at leastone week before the panel meeting.

Only information provided in the paperwork is to be considered by the Panel.

Panel members should declare an interest in applications for which they have a shared interest.

All members should endeavour to attend all meetings. A delegate should attend meetings,in the absence of the main representative.

Where neither the member nor delegate member is able to attend, then apologies are to be sent to the Chair in advance of the meeting.

5.agendas and minutes

The agenda will be approved by theLead for Assessment and Provision. All meetings shall be in private,unless the group decides otherwise.

Applications will be sent by the settings to arrive on the last Friday of half term before the Assessment and Moderation Panel meets. Admin will process the applications on arrival before sharing with panel members.

The minutes of the Panel will record decisions made and responsibilities for undertaking agreed tasks. Minutes of the previous meeting will be distributed with the electronic paperwork for consideration and agreement.

Where a decision is required, this will be made by Assessment and ModerationPanel members advising the Chair, who will take the final decision.

6.administration responsibilities

Administrative support will be provided by Halton Borough Council administration officers including the circulation of all associated papers and maintenance of the SEND database.

7.REVIEW

The membership and terms of reference of this group will be reviewed regularly (normally annually), to ensure that they remain relevant and up-to-date. The process will be subject to scrutiny be Auditors.

8.Key Milestones

Milestones will be:

(a)Timely processing of applications

(b)Fair and consistent allocation of additional support to schools and settings

(c)Reduction in requests

(d)Through monitoring and review identification of best practice
