Purpose

The Project Manager supports all aspects of project design and implementation under the Director of Program Development, Division for Enterprise Development. The unit provides organized opportunity searches and proposal responses that directly support Division strategic planning and ensuring compliance with all sponsor
Essential Functions
Function 1:
Provide technical pre- and post-award project support to Division programs in the development, review and submission of all routine to complex grant and contract proposals by providing management and guidance as to the content of Division responses and compliance with grantor/contractor technical, budgetary, and assurance requirements.

Function 2:
Review completed proposal applications and agreements for accuracy, completeness, and compliance with the requirements, policies, and procedures of the Division, University, the University of Texas System, and the prospective funding agency.

Function 3:
Project management of special projects within Division i.e. curriculum development, international programs, workforce development, training delivery.

Function 4:
Quality control of the work output of the unit by establishing and implementing standard operating procedures.

Function 5:
Supporting growth initiatives of the Division's internal clients (centers, academic departments, other administrative offices, etc.).

Function 6:
Managing and supporting expectations and requirements of the Division's external clients such as federal, state, and local agencies, private sector entities, and not-for-profit organizations.

Interacting with representatives from external and internal sponsors, clients and stakeholders.

Qualifications
Required Qualifications:
Bachelor's degree and 3 years experience in Project Management. Preferred Qualifications:
Preferred Master's degree and Project Management Professional (PMP) certification. Minimum of 5 years experience in higher education and state agency project management and/or grants and contracts administration. Thorough understanding of OMB Circulars A-21, A-110, and A-133, and related CFRs, FFATA, and federal/state agency regulations regarding grant and contract administration.
