Project Description
The overall objective of this project is to strengthen the capacity of public administration to deliver efficient, effective and accountable services to citizens through high level oversight and leadership, strategic management and support to all components of the national GPAR Programme in Lao PDR.
The National Governance and Public Administration Reform Programme (GPAR) of the Government of Lao PDR has been formulated for the period 2011-15. UNDP has formulated this Project to support the Government’s implementation and monitoring of the National GPAR Programme titled National GPAR Programme Secretariat Support Project (GPAR NGPS).
Three interrelated outputs have been conceived to achieve this outcome:
1. The creation of high level institutional mechanisms to provide oversight and coordination across the Governance sector.
2. Strengthening capacity in the Ministry of Home Affairs (MoHA) to effectively coordinate and monitor the implementation of the GPAR programme and related activities.
3. Coordination of development partner assistance through the Governance Sector Working Group, and resource mobilization to support programme implementation
Desired results by the end of this project: effective high level oversight of Strategic Plan on Governance will provide clear policy direction, with the National GPAR Programme well coordinated and monitored across all programme clusters; and development assistance to the National GPAR Programme will be well coordinated with sufficient resources committed to support implementation of the different programme components. / Duration

Main Objectives and Activities in 2012
Output 1
· Support launch of activities of the National Leading Committee on Governance
· Develop tools track the progress of implementation of the Strategic Plan on Governance, in order to assist the Leading Committee in overseeing the progress of the sector.
Output 2
· Support establishment of the National GPAR Programme Board. Develop the framework and tools for the Programme Board and the National GPAR Secretariat to manage activities and monitor the progress of project and the National GPAR Programme as a whole.
· Provide capacity building support to enable key MoHA personnel to take on programme management responsibilities.
· Carry out recruitment of staff for the National GPAR Secretariat Project and procurement of basic equipment.
Output 3
· Continue and mainstream on-going efforts related to the Governance Sector Working Group.
· Strengthen capacity of the Governance Sector Working Group Secretariat members, to take on greater operational role in the activities of the Sector Working Group.
· GPAR Programme Secretariat will support resource mobilization efforts to address the unfunded components of current projects, and mobilize development partner support to complete the formulation, funding and launch of the upcoming projects under the National GPAR Programme.

Governance and public administration is a cross-cutting theme that supports the provision of public goods and services to country citizens. If all citizens equally and transparently benefit from government services, their livelihood opportunities will improve.
