Interior Upgrades

Nordstrom Contracting & Consulting Corp (NCC) is qualified Veterans and Disabled American Veteran Contractor (SDVOSB) currently soliciting subcontractor/supplier bids for the above Referenced Project. Without, in any way, limiting the requirement of the bidder to familiarize itself with the requirements of the bid documents, as they may pertain to its Work, the following information is provided to interested parties:

Project Location: VA HudsonValley Healthcare System, Castle Point Campus, Rt 9D, Castle Point NY 12511.

Time of Performance:TBD.

Bid Due Date: Tuesday, February 9, 2010

Bonding:If bid is $100k or more, bid & performance bonds will be required for the amount of the bid.

Synopsis:Provide all labor, tools, materials, equipment, supplies, and supervision according to specifications and any applicable codes as per requirements of all governing agencies to complete partial renovation of the first floor of the VA Castle Point CLC Interior Upgrade. Work includes; Selective demolition, general construction, limited mechanical, plumbing and electrical work. Scope varies by project area and includes mostly finishes repair / replacement. Special construction phasing will apply as shown on drawings.

***Due to the presence of asbestos debris in some crawl spaces, the mechanical contractors MUST be certified Asbestos Abatement Contractors (Note: there is no abatement on this project), their employees must be certified Asbestos Handlers who enter these crawl spaces. Please see drawings, and specifications for more information.

Bidder Qualifications: NCC requires that firms wishing to provide it with a bid must be Insured and licensed in the State of New York as required for the Work they are bidding. Bidders must have been in business in connection with the work it is bidding for a period of not less than three (3) years, have references, and be of good standing. Bidders who have been debarred from any public works projects will not be accepted.See FAR 52.209-6Liability Insurance shall be as set forth inFAR28.307 - 2

Site Access:Please contact Michael or Oscar Nordstrom for all site visit requests. Due to the limited availability of Veterans Administration representatives, a site visit must be requested at least three days in advance, it is not out of the ordinary to be denied site access. We STRONGLY RECOMMEND attending the walk thru,scheduled for January 27, 2010 @ 10:00am, VA Hudson Valley HCS Bldg 9 Route 9D, Castle Point, NY 12511-0100

Special Requirements of Subcontractors- (Government Standard): All subcontractors are required to be compliant with all FAR provisions relating to Subcontractors requirements. Of significance are the following:

Labor:Payment of prevailing wage rates applicable to DutchessCounty is required. SeeDavis Bacon Act FAR 52.222-6. The submission of weekly certified payroll submitted to Nordstrom Contracting is mandatory. Payroll and record keeping requirements shall be in accordance with FAR 52.222-8

Taxes:Bidders are advised that their pricing must include all applicable Federal, State and Local taxes of any kind, in connection with its work. See FAR 52.229-3

Affirmative Action:Bidders will be expected to demonstrate a good faith effort in regard to the employment goals of minority and female workers; refer to FAR 52-222-23VAAR 852.236 - 89

Hazardous Materials: Bidders whose Work will include the use of hazardous materials must identify same

at the time of its bid, pursuant toFAR 52.223- 3

Buy American Act: Only materials manufactured in America may be incorporated into the work. See FAR 52.225- 9 & 52.225 - 10

GENERAL REQUIREMENTS- Particular attention is called to the following:

Testing & Balancing: All testing and balancing required for the performance of the bidders Work is to be included in its bid price

OSHATraining: All on-site employees will be required to attend OSHA Certified Construction Safety course(s). 30 HR Certification for Manager/Supervisor level employees and 10 Hr Certification for all others.

Contractor Identification Badges: All on-site employees must have two forms of identification, including photo ID, and will be required to be fingerprinted to obtain a photo ID access badge.

Please make yourself conversant with the document “NCC- Specifications” and the Drawings for this project. NCC will not be supplying drawings or documents, bidders are responsible for obtaining and printing all documents on their own. *** Any request for clarifications must be submitted in writing to NCC PRIOR to the walk thru on January 26, 2010.

There are additional requirements that will pertain to conditions under which the work is to be

performed and, some bearing on the work of individual trades (such as welding notices); bidders

should make themselves conversant with all general conditions requirements and the requirements

of the technical specifications.
