CONSULTANCY - TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.

Project Coordinator (Gender and Gender-Based Violence),Amman

BACKGROUND

In recent years UNRWA has strengthened the implementation of its protection mandate and the Agency’s approach to protection has evolved accordingly. This has included the establishment of a Protection Division at the Agency’s headquarters in January 2016 which also comprises the Gender Section.

In 2007, UNRWA adopted its Gender Policy which defined various processes for gender mainstreaming in the Agency’s programmes and service delivery. UNRWA’s first Gender Mainstreaming Strategy (2008-2015) defined four levers for change: establishing a structure for change, building capacity, outreach and communication, and including gender analysis in planning and programming. Since December 2009, UNRWA has worked on addressing gender-based violence (GBV) in all UNRWA fields of operations through a multi-sectoral approach. UNRWA established referral systems for survivors of GBV while recent efforts since 2014 have been focused on systemizing GBV prevention and building capacity to respond, mitigate, and prevent GBV in emergencies.

In the framework of its efforts to mainstream gender and GBV in its service delivery, UNRWA is seeking a project coordinator consultant which, under the direct supervision of the Head of the Gender Section in the Protection Division at UNRWA headquarters in Amman, will be responsible for:

1-Coordinating the implementation, monitoring, and reporting related to the UNRWA “Building Safety: mainstreaming GBV in emergency” project’;

2-Providing technical support to all activities related to addressing (responding and preventing) GBV including in emergencies;

3-Supporting gender mainstreaming processes including implementation of Gender Equality Strategy;

4-Supporting the development of other interventions related to addressing GBV and gender in the Gender Section.

Description of Duties and Responsibilities

  • Ensure the finalization of the different products being developed under the “Building Safety” project including a GBV Prevention Framework, an SGBV Training Manual, Guidelines to mitigate GBV in Emergencies, and an e-learning course on GBV in emergencies;
  • Coordinate the capacity building component related to GBV and the roll out of the above mentioned products, ensuring systemic approach for better impact and results;
  • Provide technical support and guidance to field offices and headquarter programmes on implementing and mainstreaming GBV interventions, including on mobilizing community structures, giving voice to women and girls, and addressing gender-related vulnerabilities among the Palestine refugees;
  • Lead the reporting process and knowledge products related to addressing GBV, organizing learning opportunities, and designing M&E tools and frameworks;
  • Provide support to gender mainstreaming issues and the protection of the most vulnerable among women and girls in relation to UNRWA services and programmes;
  • Provide support to other gender and GBV related interventions, including project development.

minimum Qualifications and Experience

  • An advanced university degree in psychology, social sciences, international affairs, development studies, gender, women’s studies or any other related field;
  • At least 5 years previous work experience in project management in interventions, operations and programmes related to gender and GBV;
  • Previous work experience in emergency settings, preferably with international organizations or international non-governmental organizations;
  • Experience in the design, development, implementation, evaluation and monitoring of projects;
  • Fluency in spoken and written English.

COMPETENCIES

  • Knowledge of best practice approaches to address GBV and gender mainstreaming;
  • Planning and organization skills with initiative and an ability to work under pressure and to prioritize effectively;
  • Communication skills, inter-personal skills, and capacity to influence others;
  • Demonstrated proficiency in programme management.

dESIRABLE QUALIFICATIONS

  • Knowledge of activities of UNRWA operations and services;
  • Knowledge and understanding of the Palestine refugee situation and the political context of the Middle East;
  • Experience working in emergency situations;
  • Working knowledge of Arabic.

ADDITIONAL INFORMATION

The incumbent is required to reside at the duty station and may be required to travel to other fields in

the course of his/her duties.

CONDITIONS OF SERVICE

  • The duration of the assignment is for 11 months, starting 15 March 2017.
  • The incumbent will be based in Amman.
  • Remuneration for this consultancy will be based on the current UNRWA salary scale and will depend on the qualifications and experience of the candidate.
