DRAFT WORK PROGRAM 2001-2002

(Adopted on May 18, 2001)

During the second regular meeting of the Consultative Committee, held at the headquarters of the Organization of American States (OAS) on May 17 and 18, 2001, the States Parties to the Inter-American Convention against the Illicit Manufacturing of and Trafficking in Firearms, Ammunition, Explosives, and Other Related Materials agreed to adopt the following Work Program:

i.Request the Secretariat pro tempore to draft a proposed plan of action or cooperation program to encourage states that have not yet done so to sign and/or ratify the Convention, as applicable, and to promote the implementation of the Convention before the Conference of States Parties that is to be held five years after the entry into force of the Convention, as provided in Article XXVII of the Convention.

ii.Encourage all states in the region to participate by replying to the questionnaire adopted at the first regular meeting.

iii.Request the states parties and signatories to identify and inform the OAS General Secretariat of the national agency or single point of contact for the purposes of cooperation and information exchange mentioned in Article XIV of the Convention, and of the central authority to facilitate the mutual legal assistance provided for in Aritcle XVII of the Convention.

iv.Instruct the General Secretariat to issue a note to the states parties and signatories for the purpose of keeping the corresponding directories up to date, no later than during the thirty-first regular session of the OAS General Assembly.

v.Continually update the inventory of measures taken by states parties to implement the Convention, based on a questionnaire prepared by the OAS General Secretariat.

vi.Implement the measures identified by states parties to facilitate information exchange and to promote training and the exchange of knowledge and experience among the states parties.

vii.Consider new areas in which progress could be made toward strengthening international cooperation in implementing the Convention, such as the establishment of private networks for the exchange of information among national bodies or single points of contact and among central authorities, and the establishment of registries of weapons suppliers.

viii.Request the Secretariat pro tempore to represent the Consultative Committee at pertinent international meetings on the subject, in particular at the United Nations Conference on the Illicit Trade in Small Arms and Light Weapons in All Its Aspects[ejy1].

ix.Formalize the Consultative Committee’s contacts with the United Nations, the European Union, and other interested international organizations in order to explore possible areas of cooperation related to:

  • Secure information exchange,
  • Training,
  • Preparation of materials, including legislation,
  • Seminars, and
  • Dissemination of regional and U.N. conventions.

x.Request the Secretariat pro tempore to establish an Internet web page providing both public and restricted access to information on developments concerning the Convention and on the national law of the states relating to the Convention.

xi.Proceed with drafting model legislation on those subjects that are mentioned in the Convention but not addressed by CICAD’s model regulations, so as to facilitate the full implementation of the Convention.

xii.Invite the states parties to conduct national diagnostic studies on the situation of illicit trafficking in firearms, ammunition, explosives, and other related materials and on the implementation of the Convention.

xiii.Maintain ongoing contact, in an appropriate manner, with interested nongovernmental organizations, the private sector, and other interested groups.

xiv.Conduct a seminar on the Convention during the second half of 2001.

xv.Hold an informal private meeting of the states parties in the context of the United Nations Conference on the Illicit Trade in Small Arms and Light Weapons in All Its Aspects[ejy2], to be held in New York from July 9 to 20, 2001.

In order to carry out these activities, the Secretariat pro tempore should have the support of the General Secretariat and the states parties, as applicable.
