Program Director Job Description

Location:

Buchanan, Delaware, and Fayette Counties. The office is located in Independence, Iowa.

Reports to:

BDF Board, Central Iowa Juvenile Detention Center (employer of record)

Type of position:

Full-time, salaried

Purpose:

BDF coordinates the local Early Childhood Iowa Area (ECI), Community Partnership for Protecting Children (CPPC), and the Decategorization (Decat) initiatives in Buchanan, Delaware and Fayette Counties. These initiatives engage local community members and stakeholders in early care, health, and education in collaborative efforts to improve the lives of children and their families.

Overall Function:

The primary function of the Program Director is to provide strong leadership, managerial and administrative skills to ensure quality functioning of the BDF Board and its partners according to Iowa Code. Administrative Rule and the policies and procedures of its funders, including ECI, CPPC and Decat.

  • Knowledge and experience in basic accounting principles and generally accepted rules.
  • Knowledge and basic understanding of Iowa code—current legislation related to funding initiatives.
  • Knowledge and ability to manage and monitor programs and services.
  • Knowledge of the education, health and human services, and their functions related to funding initiatives.
  • Ability to provide leadership to the Board to conduct community and strategic planning.
  • Ability to demonstrate strong marketing and public relations skills.
  • Demonstrated skill in effective collaborations including: communication, facilitation, networking and advocacy.
  • Ability to use basic computer literacy skills: Microsoft Word, Excel, Publisher, Google Docs, Drive, Sheets, Sites, and various social networking and website maintenance.

Outline of Major Responsibilities:

  • Demonstrate knowledge and understanding of basic accounting and managerial skills including fiscal management, fiscal accountability and compliance.
  • Develop and monitor annual budget
  • Monitor and assist with the fiscal accountability for services provided by contractors.
  • Manage contract with local fiscal agent to ensure accurate and timely budget and expense reports.
  • Manage the essential functions of the BDF Board which as defined by law, has decision making authority. The Director shall:
  • Facilitate collaboration between local providers, citizens, numerous county-wide human service planning efforts and state/local agencies.
  • Assist the board with the development, implementation and updating of community and strategic plan.
  • Facilitate board functioning per Iowa code (i.e. develop agendas, use parliamentary procedures, orientation, training, etc.).
  • Develop and submit annual reports per state requirements.
  • Support Board activities to reach and maintain a high level of excellence.
  • In cooperation with the board, be responsible for performance measures and accountability.
  • Develop and maintain local collaborations and working relationship with local community leaders both in the public and private sectors from various groups, organizations, and agencies that are in alignment of funding initiatives.

Education and Experience:

  • Bachelor’s degree is required, Master’s degree is exceptional, with coursework in accounting and business.
  • Three to five years management experience required.
  • Experience with community planning, community organization and working in a team planning process to bring a group to consensus.
  • Strong proficiency in Microsoft Office applications, including Word, Excel, Power Point and Publisher, as well as proficiency in Google applications, including Docs, Sheets, Drive and Sites.
  • Proficiency with social media marketing including website maintenance.
  • Ability to speak and write clearly and concisely for a broad audience.
  • Ability to analyze, think critically, exercise sound judgement, and balance a variety of perspectives within a politically sensitive environment.
  • Experience working with people with diverse visions and bringing them to common work.
  • Knowledge of the early childhood and early child welfare systems in Iowa.
