1.The Govt. of India has received a loan from the International Bank for Reconstruction and Development (IBRD) towards the cost of Punjab Rural Water & Sanitation Sector Improvement Programme for financing in the amount of US$ 248 million equivalent to take forward the gains of PRWSS-I by implementing World Bank assisted Punjab Rural Water & Sanitation Sector Improvement Programme[April 2015- to March 2021] and it intends to apply part of the proceeds to cover eligible payments under the contracts for construction of works as detailed below. Bidding is open to all bidders from eligible source countries as defined in the Guidelines: Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers - January 2011, Revised July 2014.Bidders are advised to note the minimum qualification criteria specified in Clause 3 of the Instructions to Bidders to qualify for the award of the contract.In addition, please refer to paragraphs 1.6 and 1.7 of the World Bank’s Guidelines setting forth the World Bank’s policy on conflict of interest.
2.The ...... invites bids in electronic tendering system for the construction of works detailed in the table. The bidders may submit bids for any or all of the following works contained in the table at the end of this IFB.

3.The bid document is available online and can be downloaded free of cost by logging on to the link “ The bids are to be submitted online through the same e-procurement portal only. Bids submitted manually will not be accepted. The bidders would be required to register in the website which is free of cost. For submission of the bids, the bidders are required to have Digital Signature Certificate (DSC) from one of the authorized Certifying Authorities.
Aspiring bidders who have not obtained the User ID and Password for participating in e-procurement may obtain the same by registering in the e-procurement portal: prospective bidders once registered can participate in any of department tenders of Government of Punjab. The requirements to register with the e-procurement portal are available on the website indicated above.
4.The bidders are required to payonline bid security of the amount specified for the work in column 4and the bid processing fee specified in column-5of the Table below through e-payment in account of Executive Engineer, Water Supply & Sanitation, Division...... using any one of the following modes of payment:
i. Credit Card
ii. Direct Debit
iii. NEFT(National Electronic Fund Transfer)
Payment through other means will not be accepted.

7.Other details can be seen in the bidding documents. The Employer shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the bidders of any bid updates, the Employer shall not be liable for any information not received by the bidder. It is the bidder’s responsibility to verify the website for the latest information related to the tender.
8. Bidders should refer to the ‘Illustrative Check List’ provided at the end of the bidding documents for guidance in submission of documents with the bid. The bidder should record its compliance on the Check-List, sign it and upload the scanned copy along with the bid on e-Procurement Portal.

Instructions to Bidders
SECTION - A
1.Scope of Works
The Chairman GPWSC Village ...... Block ...... through the Executive Engineer, Water Supply & Sanitation Division No...... invites bids online through the e- procurement portal under 2 envelope system for the construction of schemeincluding its operation and maintenance for 4 monthsafter commissioning as detailed in the table given below:[The Project should ensure that the BOQ includes O&M as one of the items to be quoted by the bidder.]

The successful bidder will be expected to complete the works by the intended completion date specified above.
2.PART-I - Technical Qualification Part of Bid
2.1Qualification of the bidder: The bidder shall provide qualification information in Part-I, i.e. Technical Qualification Part ofBid, which shall include:-
a)total monetary value of construction works performed for each year of the last 3 years;i.e.2013-14 to 2015-16;
b)Copy of PAN card;
c)Audited financial reports .
3.To qualify for award of the contract:
(a) The bidder should have satisfactorily completed as a prime contractor similar work(s)in one or maximum three contracts (without break) totaling to value not less than Rs. ………….. If experience of a nominated sub-contractor is claimed by a bidder for any of the items listed above, the bidder shall submit the qualification information of such sub-contractor on the prescribed format.

(e)The bidder or the nominated sub-contractor(s) should not have been debarred (or dealings suspended) on the date of bid opening by the Central/State Governments/undertakings or by the World Bank.
3.1 To qualify for a package of contracts made up of this and other contracts for which bids are invited in the IFB, the bidder must demonstrate having experience and resources sufficient to meet the aggregate of the qualifying criteria for the individual contracts.
3.2Sub-contractor’s experience and resources shall not be taken into account in determining the bidder’s compliance with qualification criteria, except to the extent stated in clause 3 (b) and (d).
3.3 Bids from joint ventures are not acceptable.
3.3Eligibility - Conflict of Interest*
Any Bidder found to have a conflict of interest shall be disqualified. A Bidder may be considered to have a conflict of interest for the purpose of this bidding process, if the Bidder:
- directly or indirectly controls, is controlled by or is under common control with another Bidder; or
- receives or has received any direct or indirect subsidy from another Bidder; or
- has the same legal representative as another Bidder; or
- has a relationship with another Bidder, directly or through common third parties, that puts it in a position to influence the bid of another Bidder, or influence the decisions of the Employer regarding this bidding process; or
- any of its affiliates has been hired (or is proposed to be hired) by the Employer or Borrower as Engineer for the Contract implementation;
- has a close business or family relationship with the concerned professional staff of the project implementing agency

4.Part-II – Financial Part of Bid
Bid Price(Part-II – Financial Part of Bid)
a)The contract shall be for the whole works as described in drawings and technical specifications including its operation and maintenance for 4 monthsafter commissioning.
b)All duties, taxes and other levies payable by the contractor under the contract shall be included in the total price.
c)The rates quoted by the bidder shall be fixed for the duration of the contract and shall not be subject to adjustment on any account.
d)The bidders shall make online entries to fill in rates in bill of quantities. Upon numerical entry, the amount in words would automatically appear and upon entry of rates in all the items of work, total bid price would automatically be calculated by the system and would be displayed.
Items for which no rate or price is entered by the Bidder will not be paid for by the Employer when executed and shall be deemed covered by the other rates and prices in the Bill of Quantities.
5.ElectronicSubmission of Bids
5.1The bidder is advised to visit the site of works at his own expense and obtain all information that may be necessary for preparing the bid. Each bidder shall submit only one bid. Bidders should not contact other competing bidders in matters relating to this bid.
5.2The bidding under this contract is electronic bid submission through website etender.punjabgov.gov.in. Detailed guidelines for viewing bids and submission of online bids are given on the website. The Invitation for bids under PRWSSIP is published on website. Any citizen or prospective bidder can logon to this website and view the Invitation for bids and can view the details of works for which bids are invited. The prospective bidder can submit bids online; however, the bidder is required to have enrollment/ registration in the website and should have valid Digital Signature Certificate (DSC). The DSC (for signing and encryption, issued by the same Certifying Authority) can be obtained from any authorized certifying agencies. The bidder should register in the website etender.punjabgov.gov.in. After this, the bidder can login through the secured login.

5.3The bid documents comprise the following
i.Layout Drawings of the works;
ii.Structural Details;
iii.Detailed Bill of Quantities;
iv. Technical Specifications;
v.Instructions to Bidders; and
vi.Draft Contract Agreement format which will be used for finalizing the agreementfor this Contract.
5.4Bid Security and Bid Processing Fee
The bidder shall ensure that as stipulated in the IFB, Bid Security amountand the Bid Processing fee specified in the IFB are paid online in theaccount of Executive Engineer, Water Supply & Sanitation, Division...... For this purpose the bidder shall use any one of the specified modes - namely Credit Card, Direct Debit or NEFT(National Electronic Fund Transfer).
5.5The bidder shall submit bid in two separate online folders/envelopes, i.e. Part I, for the Technical Qualification Part of Bid and Part II for the Financial Part of Bid.
The contents of the Technical Bid and Financial Bid are mentioned below. All the documents are required to be signed digitally by the bidder.
5.5.1Part I Bid named ‘Technical Qualification Partof Bid’ submitted online by the bidder at website comprisethe following:
(i) Bid Form Part I as per format given in Section B – to be filled in online and digitally signed
(Please upload scanned copies of following documents with the bid)
(ii) Copy of PAN Card issued by Income Tax Authorities
(iii) Qualification information and supporting documents (including similar nature of works executed and works in hand) as specified in ITB 3 and Qualification Information Form
(iv) Chartered Accountant’s Certificate showing Annual Turnover in civil engineering construction works of similar nature in the last threefinancial years
(v) Authorized address and contact details of the Bidder having the following information:

NOTE: In case any of the above attachments are not received by us as an attachment to the bid, we shall not be liable to ask for it again (even if historical in nature) and the bid shall be termed as non-responsive.
5.5.2Part II Bid named Financial Part of Bidsubmitted online by the bidder at website comprise the following:
(i) Bid Form Part II as per format in Section B–which shallbefilled in onlineand digitally signed
(ii) Priced bill of quantities, as per BOQ uploaded with the bidding documents –which shall befilled in online and digitally signed
5.6After electronic online bid submission, the system generates a unique bid identification number which is time stamped. This shall be treated as acknowledgment of bid submission.
5.7The bid must be received by the Employer online not later than 14.00 .hours on ...... If the specified date is declared a holiday, bids shall be received upto the appointed time on the next working day.
5.8Electronic bidding system would not allow any late submission of bids after due date and time as per server time.
5.9Modification and Withdrawal of Bids
5.9.1Bidders may modify their bids online before the deadline prescribed in Clause 5.7.
5.9.2In case a bidder intends to modify his bid online before the deadline for submission of bids, the bidder need not make any additional payment towards the cost of bid processing. For bid modification and consequent re-submission, the bidder is not required to withdraw his bid submitted earlier. Modification and consequent re-submission of bids is allowed any number of times. The last modified bid submitted by the bidder within the bid submission time shall be considered as the bid. For this purpose, modification/withdrawal by other means will not be accepted. The bidders may withdraw his bid by uploading their request before the deadline for submission of bids. However, if the bid is withdrawn, re-submission of the bid is not allowed.
6.Validity ofBid
Bid shall remain valid for a period not less than 90days after the deadline date specified for submission.The bids valid for a shorter period shall be rejected by the Employer as non-responsive.If a Bidder withdraws/modifies/substitutes its bid during the period of bid validity specified by the Bidder on the Letter of Bid, the Bid Security may be forfeited.
7.Opening of Bids
7.1The Employer will open the Bids online and this could be viewed by bidders online at 15.00 hrs. on the date…………. . In the event of the specified date of bid opening being declared a holiday for the Employer, the Bids will be opened at the appointed time and location on the next working day.
7.2 The file containing Part I of the bid will be opened first.
7.3In all cases, validity of the bid shall be scrutinized. The bidders’ names, the payment of Bid Security and Bid Processing Fee, and such other details as the Employer may consider appropriate, will be recorded as bid opening summary and the same will be uploaded on the e-procurement portal.No bid shall be rejected at bid opening.
7.4The Employer shall prepare minutes of the Bid opening, including the information disclosed to those present in accordance with Sub-Clause 7.3 of ITB and upload the same for viewing online.
8.Evaluation of Part I bids and Opening of Part II Bids
8.1Evaluation of Part I bids (‘Technical Qualification Part of Bid’) with respect to bid security, qualification information and other information furnished in the bid in pursuant to ITB Clause 5.5.1, shall be taken up.The Employer will determine whether each Bid (a) meets the eligibility criteria defined in ITB Clause 3; (b) has been properly signed and (c) is substantially responsive to the requirements of the bidding documents.
