Process for responding to Regulation 14 Consultation on Frisby on the Wreake Neighbourhood Plan

Introduction

The formal public consultation period under Regulation 14 for our neighbourhood plan (NP) commenced on Tuesday 7th February 2017 and endedwill end on Tuesday 21st March 2017.The PC clerk hasis collating responses from consultees and members of the public over this six weeks long period.

Individual replies will need to be considered, agreed and a written response given by the PC. These replies will need to be collated into a structured document to be made available to consultees via the PC website, along with other NP documentation once the Submission version of the NP has been approved.

Once the feedback and agreed replies are documented, they will then be submitted, along with the approved NP and other supporting information, to MBC who will send the information to statutory stakeholders and to those who have commented at the pre-submission stage and seek further comment. This is known as Regulation 16 consultation.

All of this information, including the further comments from Regulation 16 goes forward as additional evidence to the examiner..

This document has been approved by the legal advisor to the PC.

Process

The following stages are required to ensure that the responses generated by the PC are evidence based, transparent and legally compliant.

1)As public comments are received by the PC clerk, these will becollated against NP policy and shared with the PC and NPAC on a weekly basis or more frequently if required.

2)Responses from the community members will be acknowledged by the PC clerk and the respondent informed that a formal response will be available to view once the NP has been amended, approved and submitted.

3)A PC working group will be convened at week 4 and again as soon as possible at the end of the consultation period in week 6, to review and agree the wording of written responses. This working group will include NPAC members and representatives of Your Locale, as required.Members will draft responses using their knowledge of: the village;local and neighbourhood plans;planning policy; and supporting evidence. These draft responses will be compiled into a working document.

4)Your Locale will review the draft responses in detail and advise on necessary changes to ensure legal compliance and acceptability to the examiner. These changes will be incorporated into the working document.

5)This now compliant draft document will then be circulated to the PC and NPAC for final comments and individual agreement, the latter to be confirmed by e-mail.

6)The document will be formally approved at a PC meeting A joint public meeting of the PC and NPAC will be held to approve formally the responses, the document latter being made available to the public via the PC website at least 3 days before the date of the meeting.

7)Once approved by the PC:

  1. Required changes will be made to the NP which will then be formally submitted to MBC and the amended version placed on the PC website;
  2. The PC responses document will be sent to MBC as part of the NP supporting information for Regulation 16 consultation.

8)The Regulation 14 consultation process then ends.
