Sessional Kindergarten
Kindergarten is an educational, play-based learning program for four-year-old children to develop their independence, confidence, social and emotional skills and an opportunity to develop friendships with other children and learn from a degree qualified Kindergarten teacher.
Sessional Kindergarten provides a 15 hour per week program throughout the school terms. All children have the opportunity to attend one year of funded Kindergarten before beginning primary school. Children must turn 4 years old by 30 April to attend Kindergarten in the year before they start primary school.
Kindergarten fees are set by each Kindergarten and the cost may vary. Families are advised to contact their preferred Kindergarten to discuss their fee policy. If you or your child holdsafee subsidy card, your child can attend four-year-old Kindergarten for free or at a lower cost. A list of the subsidy cards that the State Government supports can be found inthis application form.
Early Start Kindergarten
If your child is of Aboriginal and/or Torres Strait Islander descent, or your family has had contact with Child Protection or Child FIRST, your child is eligible to attend 2 years of funded Four-Year-Old Kindergarten. If your child is aged three by 30 April 2018, please contact the Central Enrolment Officer for more information on Early Start Kindergarten.
Can I complete this Enrolment Application form?
You can complete this application form if:
-Your child was born between 1 January 2014 to 30 April 2015.
-Your child is not already attending four-year-old Kindergarten program at a Kindergarten or child care centre.
Do NOT complete this application form if:
-Your child is not born betweenthe above dates. Contact the Central Enrolment Officer for more information.
-If your child is already attending a four-year-old Kindergarten program at a Kindergarten or child care centre that is Government funded by the Department of Educational and Training. Children are only funded to attend one year of funded four-year-old Kindergarten.
-Following approval bythe Department of Educational and Training your child is having a funded second year of four-year-old Kindergarten. Please contact the Central Enrolment Officer for further information.
Application Process
-Applications received between 1 March and31 May will be prioritised. You will be more likely to receive your first preference and will be notified by end of August. During this time the date you submit your application does not affect your priority.
-If you apply from 1 June, you will be notified from September onwards, according to available positions.
-There is a non-refundable application fee of $21 per child payable to MORELAND CITY COUNCIL. This is an administration fee and does not contribute to your Kindergarten fees.
-Please complete one form for each child.
-This application form for the Moreland Central Enrolment Scheme does not guarantee your child a place.

In person: You can submit this application form and payment in person at one of Council’s Citizen Services Centres and make the payment

Priority of Access
The Victorian Government has Priority of Access guidelines to allocate Four-Year-Old Kindergarten places which all Kindergartens must follow. Kindergarten places prioritise the following children:
-Children of Aboriginal and/or Torres Strait Islander origin
-Children with additional needs
-Children atrisk or known to Child Protection or Child FIRST or in anOut of Home Care arrangement
-Children attending a second year of funded Kindergarten approved by the Department of Education and Training
-Children of refugee or asylum seeker status
-Children who were offered a place in 2018 and deferred until 2019

After you submit your Enrolment Application
-We will process your application within 4 weeks of receipt. You will receive an acknowledgement email or letter confirming we have received your application form.
-If there are errors in your letter, or you have not received any communication from Moreland City Council within five weeks of applying, please contact the Central Enrolment Officer.
When will your child be offered a place?
-Kindergarten offers will be made by email or mail and sent to parent/legal guardian 1.
-During the months of June and July we will be processing waiting lists for 23Kindergartens.
Receiving an offer will depend on when you submitted your enrolment application form:

Between 1 March and 31 May 2018 / By the end of August. An email or letter will be sent to you offering your child a place or informing you that your child is on the waiting list.
From 1 June 2018 / From September onwards. An email or letter will be sent to you offering your child a place or informing you that your child is on the waiting list.
-If you are offered a place, you will have two weeks to accept and respond.
-If there are no places available at your first preference, you will be notified that your child is on the waiting list and be informed of places available at other Kindergartens. You may choose to accept one of them or remain on the waiting list for your first preference.
What happens when you accept a place?
-Within four weeks of accepting a place, you will be sent a confirmation email or letter, confirming your child’s place at your selected kindergarten.
-In September we will notify the kindergarten ofyour child’s attendance in 2019.
-The Kindergarten will contact you before the end of December with information on fees and the session times.
-If you decide your child is not ready to attend four-year-old Kindergarten in 2019, you can defer their enrolment until 2020 by contacting our Central Enrolment Officer before December 2018. Deferring your place means a place will be reserved for your child to attend a Four-Year-Old Kindergarten in 2020.

Under the ‘No Jab, No Play’ Victorian Government Legislation you will need to provide the Kindergarten with evidence that your child is:
-fully immunised for their age by providing a copy of your child’s Immunisation History Statementor
-on a vaccination catch-up program or
