PRIORITY MODEL SLICP 2000/2001

This priority model was developed by WALIS Council to prioritise digital data and aerial photography requests within the State Land Information Capture Program (SLICP). By allocating points on the basis of the categories outlined below, areas of greatest whole of government need can be identified and given priority.

As a result of Council decision, documentation must be provided with any requests claiming Cabinet Decision or Ministerial Directive points.

1.Multiple Agency Requirements. The most important criteria. Points to be allocated by the custodian based on formal requests being submitted by more than one agency for the same data. If two agencies request the data ten points will be allocated. If three agencies request the data thirteen points will be allocated. If four or more agencies request the data, fifteen points will be allocated.

2.Internally Dependent Outcome/Output Requirements. The authorised outcome/output must be identified, and must appear in the 2000/2001 Budget Statements. Activity must be related to major initiatives for 2000/2001. Five points to be allocated for single output requirement. Eight points to be allocated for requests for two outputs. Ten points to be allocated to requests for three or more outputs.

3.Cabinet Decision. Either/or with internally dependent programmes. Documentation of the Cabinet decision must be provided with the request. If the documentation is not provided with the request, no points for this category will be allocated.

4.Ministerial Directive. Either/or with internally dependent outcomes/outputs and Cabinet Decision. Directive must be specific and identify the outcome/outputs. Documentation must be provided with the request. If documentation is not provided with the request, no points will be allocated for category.

Note: Points can only be recorded for one of; Internally Dependent, Cabinet decision, or Ministerial directive.

Funded Agreement with the Commonwealth. Details of the agreement must be provided.

Multiple Year Projects

Requests for projects which have a duration of greater than one year are to include details of requirements for each year. Approval will be given for the duration of the project providing there is no change to the requirements, objectives or outcomes. Ongoing projects will receive a general review by Council at the commencement of the SLIC process for each year. Agencies with ongoing projects must provide a status report to Council each year.
