HAWII WING Strategic Plan, 2014 – 2015

PURPOSE: The proposed Strategic Plan identifies priorities, objectives, and measures for the next two years. This plan is based upon the operational and organization needs of the Hawaii Wing. Its implementation is based upon the unique needs, population and land distribution of the Hawaiian Islands.

Hawaii CAP Vision: The Hawaii Wing as part of the Civil Air Patrol, America’s Air Force Auxiliary, and when called upon by other Emergency Management Agencies provides exemplary services to the Hawaii Community.

PRIORITY 1. Obtain and sustain required CAP Funding.

Objective 1.1: Support National CAP efforts to increase funding for aircraft and Operation and Maintenance from AF and other Federal Agencies.

Measure: Commander and cadets attend Legislative Day in Washington D.C.

Objective 1.2. Network with Hawaii State and County legislators to assure they are aware of the services HI CAP provides to their communities and CAP’s need for continuous training and equipment to support the Tsunami Warning Mission (TWM) and disaster assessment.

Measure: (a) Government Relations Liaison, Board and others meet at least twice with members of the legislature to share what HI CAP has done for their community or discuss experience during volunteer activity where HI CAP Senior member or Cadet performed community service. Solicit continued funding for TWM and or increased funding for HI CAP operational expenditures that are not reimbursed.

Measure: (b) Submit testimony is support of HI CAP bills.

Objective 1.3 Continue to allow fundraise activities, IAW CAPR 173-4.

Measure: 5 % Increase in FY 2016 above the amount of funds raised during the period from 1 October 2015 to 30 September 2015.

PRIORITY 2. Ensure success of the cadet Program.

Objective 2.1: Assure that all cadets and their parents are provided with a thorough and systematic orientation to CAP.

Measure: 100% of cadets and their parents attend CAP orientation meeting.

Objective 2.2 Assure all cadets have an opportunity to participate in the cadet O-ride program.

Measure: 75% of cadets eligible for first O-ride will complete first ride within six months of becoming a member of the CAP.

Objective 2.3 Provide all cadets who are eligible to attend an encampment, the opportunity to attend an encampment.

Measure: 85% of cadets in wing will have attended an encampment by September 30, 2016.

Objective 2.4: Wing provides training to Senior Members in the Cadet Programs Specialty Track to assure that there is a sufficient and diverse pool of individuals eligible to be Deputy Commanders of Cadets and Squadron commanders.

Measure: 60% of individuals with the Cadet Program specialty track have attended TLC and 75% achieved a technician rating in Cadet Programs.

Objective 2.5: Enhance relationships between CAP and school programs with natural partners, such as the JRROTC, and other civic minded organizations (Boy and Girl Scouts).

Measure: Provide 25 schools and NGO with information about programs that Hawaii CAP provides and encourage students to attend Squadron meetings.

Objective 2.6: Participate in Cyber activities that are sponsored by NHQ CAP.

Measure: 1 Squadron will participate in cyber event annually.

Objective 2.7: Establish an annual glider encampment program.

Measure: By September 2016, the HI Wing will have completed all preliminary planning for a glider encampment program, to include, glider pilots, tow plane pilots, encampment command staff, and projected cost of one day event.

PRIORITY 3. Expand Aerospace Education/Science, Technology, Engineering and Math (STEM) education to meet America’s future needs for a highly skilled workforce.

Objective 3.1: Offer CAP cadets an opportunity to attend STEM related workshops; computer based training courses and classes.

Measure: Correspondence announcing events are provided to all CAP cadets announcing dates and type of training available and if there is a cost.

PRIORITY 4. Achieve institutional excellence within the Hawaii Wing.

Objective 4.1: Increase the number of mission pilots by 10 pilots.

Measure: At the end of FY 2016 the number of mission pilots will be 10 more than the close of FY 2015.

Objective 4.2: Provide training opportunities for Tsunami Warning Missions (TWM) to all mission pilots.

Measure: 90% of mission pilots will have flown TWM for their island. 30% will have flown secondary TWM for another location.

Objective 4.3: Pilots will have successfully completed “over-water” course by end of FY 2016.

Measure: 85% of pilots will have received over water certification.

Objective 4.4: Pilots will be available to provide cadet O-rides for any Squadron.

Measure: 85% of O-ride pilots will be able to provide flights, after receiving advance notification of request to do so by Squadron Commander, or their representative.

Objective 4.5: Train pilots in technique of tow plane operator so that cadets can utilize the glider.

Measure: Train 4 pilots so that they can tow glider with cadet and instructor.

Objective 4.6: Provide CAP training to senior members to assure that all members are appropriately trained in their various specialty tracks.

Measure: 50% of senior members should hold a technician or higher rating in a specialty track by the end of FY2016.

Objective 4.7: Increase the number of Incident Commanders in the HI Wing.

Measure: By the end of FY2016 the number of Incident Commanders will have increased by 3 more than at the start of FY2016.

Objective 4.8: Commanders and Deputy Commanders identify and mentor individuals who seek to advance within the CAP to senior leadership positions.

Measure: Senior leadership provides information about advancement within the CAP to all individuals seeking such guidance.

PRIORITY 5. Value the Service of CAP members.

Objective 5.1: Recognize CAP members who preform outstanding service.

Measure: Present Awards and certificates to members who have perform above average.

Objective 5.2: Write articles for publication in the Volunteer or other news outlets about activities performed by CAP members at events and gatherings.

Measure: Quarterly publication to Hi CAP members announcing that member has received recognition for achievement.

Objective 5.3: Promote CAP members who have completed all requirements in a timely manner.

Measure: 70% of Senior Members and 85% of cadets will receive promotions within 30 days of their eligibility.
