Primary Objective

The Deputy Chief Executive Officer (DCEO) position is established under section 28 of the Batchelor Institute of Indigenous Tertiary Education (BIITE) Act 2012 under the designation “Deputy Director”.

The DCEO of the Institute is responsible to the Chief executive Officer (CEO) for the day-to-day operations of the Further Education (VET), direct oversight of the strategic services areas as well as deputizing for the CEO and broad oversight of Institute management. As a member of the Executive Management Group, the DCEO participates in the implementation of Council policy and providing advice to the CEO.

Key Responsibilities

  1. Oversee the day to day operations of the Institute’s Strategic and VET services.
  2. Support the CEO in the development, implementation and review of the strategic plan to secure the Institute’s future, which is focused, responsive and relevant to the communities and clients it serves.
  3. As a member of the Institute Executive, provide high level strategic leadership.
  4. Deputise for the CEO as required under Sect. 28 of the BIITE Act 2012, or as delegated by the CEO.
  5. Support the CEO in the development and overseeing of budgetary and financial operations of the Institute and its internal and external audit functions.
  6. Directly supervise the Senior Management members in Further Education (VET services) including negotiating and implementing appropriate performance management agreements.
  7. Support the CEO and Executive in representing the interests of the Institute externally in community and industry, at various levels of government and in partnerships between the Institute and external organisations and stakeholders.
  8. Oversee the development of commercial VET and other collaborative arrangements with industry, commercial agencies and other institutions and organisations.
  9. Directly supervise staff associated with the Office of the Chief Executive Officer.
  10. Be responsible for the ongoing development of VET and Strategic Services.
  11. Undertake other duties as appropriate to a position at this level.

Essential selection criteria

  1. Proven capacity to work effectively and cooperatively in culturally diverse teams and within the social, political and cultural environments of Australian Indigenous communities and organisations.
  2. A demonstrated track record at senior levels in the education and or post-secondary sector or in a related field with a record of innovation and success in complex environments.
  3. Proven business, commercial and financial acumen and a successful track record in commercial ventures including making effective and timely commercial and financial decisions.
  4. Demonstrated record of strategic planning, leadership and management ability in driving performance and delivering timely business outcomes within a large, multi-site and complex organisation.
  5. Demonstrated experience and effectiveness working with a senior management team to achieve results and an ability to lead diverse teams in an ethical and professional environment.
  6. Capacity to engage effectively at all levels of the Northern Territory community to advance the objectives of the Batchelor Institute.
  7. Experience in building effective relationships and collaborative partnerships with external stakeholders such as Government, institutions, community groups and industry.
  8. Relevant post graduate qualifications and/or demonstrated significant experience relevant to the position.
  9. Ability to undertake travel throughout the NT and Interstate (sometimes as a light aircraft passenger) and possess a C class Driver’s Licence.
