PRESS RELEASE Dated 16.03.2012

  1. On 13.02.2012 an Israeli Embassy vehicle Toyota Innova, driven by an Indian driver and carrying an Israeli woman Diplomat was targeted at about 3.15 PM at Aurangzeb Road-Safdarjang Road crossing. A person on a motorcycle stuck a magnetic explosive device to the back of the car which caused an explosion. The Israeli Embassy vehicle was on its way from Aurangzeb Road to the American School in Chanakya Puri, New Delhi. The Israeli woman diplomat and the driver were injured in the incident. The front windscreen of another Tata Indica car standing immediately behind the Israeli vehicle was also damaged and its two occupants also received injuries. The injured persons after receiving medical treatment were subsequently discharged. A case under the appropriate Sections of the Law was registered.
  2. After conducting technical and field investigations Sayed Mohd. Ahmad Kazmi (aged-50 years) s/o Sayed Ali Najaf Kazmi r/o F-17-18, B.K. Dutt Colony, Jor Bagh, Delhi was arrested on 06.03.2012. His apprehension led to the unraveling the conspiracy behind the terror attack. He was instrumental in getting the Israeli Embassy and its surrounding areas receed by the suspected persons of Iranian origin. He has been arrested as a facilitator and for being a part of the conspiracy.
  3. Examination of Sayed Mohd. Ahmad Kazmi revealed that he has been in contact with persons of Iranian origin for some time.
  4. Sayed Mohd. Ahmad Kazmi disclosed that in 2011 he went to Iran, twice at the instance of Seyed Ali Sadr Mehdian, an associate of his based in Tehran, Iran. There he met Seyed Ali Sadr Mehdian and Mohammed Reza, both persons of Iranian origin. On both the occasions he was asked to provide assistance in India to their associates as and when required. He was paid a sum of $ 5500 Dollars.
  5. Sayed Mohd. Ahmad Kazmi further disclosed that at the instance of Seyed Ali Sadr Mehdian he met Houshang Afshar Irani, a person of Iranian origin during his visit to Delhi and alongwith him, recceed the Israeli Embassy and its surrounding areas. They used the Scooty procured by Houshang Afshar Irani for the purpose of conducting recee. The matter of targeting Israeli diplomats through explosive devices was also discussed.
  6. The examination of Sayed Mohd. Ahmad Kazmi further revealed that the scooty used by Houshang Afshar Irani was kept by him at his residence for safe keeping and for further use, if needed. The scooty has since been recovered from his residence.
  7. The scooty had been used for the recce of the Israeli Embassy and its surrounding areas. The scooty recovered from the residence of Sayed Mohd. Ahmad Kazmi had been purchased by Houshang Afshar Irani from a dealer of Karol Bagh and documents to that effect has also been recovered.
  8. It must be stated that technical investigation have also clearly established telephonic contact between Sayed Mohd. Ahmad Kazmi and Houshang Afshar Irani.
  9. Sayed Mohd. Ahmad Kazmi further stated that Seyed Ali Sadr Mehdian alongwith Abolghasemi Mohammad Reza and Seyed Abol Fazi Mehdians came to India. He alongwith Sayed Ali Sadr Mehdian and Abolghasemi Mohammad Reza receeed the Israeli Embassy and the surrounding areas by using Maruti Alto Car owned by Sayed Mohd. Ahmad Kazmi. His associates were specifically interested in the vehicles and the routes used by the Israeli diplomats.
  10. The linkage of Sayed Mohd. Ahmad Kazmi with Seyad Ali Sadr Mehdian has been clearly established. The return ticket of Seyad Ali Sadr Mehdian was booked by Sayed Mohd. Ahmad Kazmi. Documents to this effect has been seized from the concerned Travel Agency.
  11. The following recoveries have been made from Sayed Mohd. Ahmad Kazmi:

a)$1250 US Dollars recovered is the remaining part of the money given to Syed Mohd. Ahmad Kazmi by Sayed Ali Sadr Mehdian.

b)One Maruti Car Alto used for recceing the Israeli Embassy

c)One Scooty of Houshang Afshar Irani used for recceing the Israeli Embassy.

d)One passport.

e)One mobile with Iranian SIM.

f)One mobile with Indian SIM.They are being examined.

g)Two CPU’s

h)One Laptop

  1. During investigation, it was also revealed that accused Sayed Mohammad Ahmad Kazmi and his wife have been receiving foreign remittances regularly. Till date his wife has received Rs. 18,78,500/- and Sayed Mohd Ahmad Kazmi has received Rs. 3,80,000/- as foreign remittances regarding which there is no satisfactory explanation.

We have written to Director of Enforcement, Lok Nayak Bhawan, Khan Market, New Delhi and Financial Investigation Unit, Hotel Samrat, Chankya Puri, New Delhi for probing the source of foreign remittances.

  1. Investigations have further revealed that incidents of terror had also taken place in Bangkok on 14.02.2012. In these terror incidents two persons of Iranian origin Moradi Saeid and Mohd. Khazaei were arrested in Bangkok. Another person of Iranian origin of same module Sedaghatzadeh Masoud was arrested in Malaysia on 15.02.2012, who was reportedly operational head of the module.
  2. Technical and field investigations conducted at Delhi revealed that Houshang Afshar Irani, who had come twice to Delhi, was in touch with Sedaghatzadeh Masoud, thus establishing his links with the terror module that executed the terror acts in Bangkok.
  3. Open warrants under Section VII A of Cr.P.C. have been obtained against the following persons of Iranian origin suspected to be involved in the terror attack on the Israeli diplomat.

a)Houshang Afshar Irani s/o Ataollah r/o Iran.

b)Seyed Ali Mahdiansadr s/o Seyed Ebrahim r/o Iran.

c)Mohammadreza Abolghasemi s/o Mohammadjavad r/o Iran.

  1. Process of issue of Red Corner Notices have also been initiated in respect of the above three persons of Iranian origin.

Further investigation is in progress.

THREE AUTO LIFTERS TURNED SNATHERS ARRESTED.

The staff of Police Station Tilak Nagar, West District has arrested three autolifters-cum snatchers namely Manohar @ Golu, Harmeet Singh @ Hunny and Sukhvinder Singh @ Sukhi. With their arrest three cases of M/V thefts and snatching have been worked out and one mobile phone, one SIM Card, a lady's hand bag, one M/Cycle Apache and a Scorpio car have been recovered.

(3). Sukhvinder Singh @ Sukhi, S/o- Kulwant Singh,R/o- A-14C, Tilak Vihar, Tilak Nagar, Delhi. Age-21 years.

INFORMATION AND OPERATION

On 01/03/2012 a lady's hand bag containing a mobile phone and Rs.200/- was snatched by 03 persons from 15- Block, Old Market, Tilak Nagar, Delhi. On the basis of statement of complainant Smt. Dipender Kaur, W/o- Sh. Harbhajan Singh, R/o- 15/31, Tilak Nagar, Delhi case FIR No.97/12, U/S- 356/379/34 IPC was registered at P.S. Tilak Nagar, Delhi. Immediately, a team comprising of SI Jassa Singh, PSI Ajit Singh, HC Bijender Singh, HC Devender, Ct. Chander Shekhar was constituted to trace the accused persons and to solve the case. On the basis of technical inputs and records of previous involvements of notorious snatchers, the team zeroed down on one notorious snatcher Manohar@ Golu. In the intervening night of 14/15/03/2012, police team intercepted Manohar @ Golu from Tilak Vihar. On sustained interrogation, Manohar @ Golu confessed his involvement in the crime. He disclosed that he alongwith 02 accomplices had snatched the hand bag of the lady on 01/03/2012 from 15-Block Tilak Nagar, Delhi. On the basis of his interrogation the other 02 accused persons namely Harmeet Singh @ Hunny and Sukhvinder Singh @ Sukhi were arrested from Tilak Vihar. During interrogation the accused have confessed that they used to steal vehicle to commit snatching and to abandon them after one or two incidents. They have been found to be involved in other 02 cases of M/V Theft also including a TVS Apache M/Cycle and a Scorpio Car. Both TVS Apache M/Cycle No.DL 4S BB 9037 and Scorpio Car No.- DL 4 CR 3270 have also been recovered. Further interrogation is going on.

Staff involved in good work is being rewarded suitably.

A CASE OF EXTORTION AND THREAT TO LIFE CRACKED BY SOUTH EAST DISTRICT, NEW DELHI.

With the arrest of Masood Jamal Khan R/o Sh. Qamar Jamal Khan R/o H. No. 26, Shyam Nagar, Okhla, New Delhi in FIR No. 28/12 U/s 387/506 IPC, PS Greater Kailash – I, New Delhi, who gave threat to life of son of a jeweler in M-Block, G.K.-I for extortion, case of extortion and threat to life has been solved by South-East District police.

Brief Facts :-

On 14.03.2012 Mrs. Shyamali Anand w/o Sh. Anoop Anand R/o H No. E-152, G.K.-I, New Delhi, who is owner of a jewellery showroom, in the name and style of ‘Kavya’ at M – 73 in M-Block Market, G.K.-I, New Delhi lodged a complaint in Police Station GK – I alleging therein that she has been receiving threatening callsabouther son on her mobile phone since 8th Feb. 2012. In the beginning, she did not take it seriously but now she has been receivingthreatening calls since yesterday from various land line phone numbers that her son would be finished if ransom of Rupees Five Lacs is not paid. Thereby, a case vide FIR No. 28/12 U/s 387/506 IPC was registered in PS Greater Kailash-I, New Delhi and Police swung into action to solve the case.A police team comprising of SI Anish Sharma, SI Sandeep Panwar, SI Manjeet Singh and HC Kanwar Singh was formed under the supervision of SHO/Greater Kailash Inspector Rajeev Kumar and overall supervision of Sh. Harcharan Verma ACP/Lajpat Nagar to unearth the truth and to apprehend the culprit.

During the course of investigation,surveillance was done and CCTV footage of one of the PCO booths cum cybercafes, used by the suspected accused

to call the complainant, were obtained. Police teams were spread in the area, and trap was laid to catch the accusedaround his house.It was learnt that mother of the suspected accused Mrs. Zeenat is an employee of the complainant, in her jewellery showroom. Mother of accused Mrs. Zeenat was called back at home and she was made to call her son at home on some pretext. The accused Masood Zamal Khan reached his home and was caught.

Property Recovered:-

Mobile Phone used by the accused to make the threatening/extortion calls.

Interrogation :-

The accused was put to sustained interrogation during which he confessed to the crime. He disclosed that he had obtained the phone number of the complainant from his mother’s mobile phone. He has lost his job recently and wanted to go to Australia for better avenues and therefore he was in dire need of money. He got the idea of getting easy money by making ransom calls for extortion from TV serials. The accused has now been arrested and sent to judicial custody.

Whereas for halting and parking of taxis, a General Taxi Stand was notified, vide order no. 6563-6663/Admn. Branch (DA-III) dated 07.04.97 for the convenience of general public at “Abdul Gaffar Khan Marg, New Delhi”. And whereas the notifying authority had reserved the right to cancel the notification subsequently in public interest for reason of traffic regulation, requirement of security, local complaints, refusal, misbehavior, overcharging, etc. and whereas no permanent/temporary structure and private telephone connection was allowed on the subject GTS.

And whereas area traffic police had conducted a survey on the subject GTS and found that a temporary structure had been erected on the subject GTS and private telephone connection is installed and whereas the subject GTS had allowed parking of private vehicles and whereas these vehicles were prosecuted in the following manner:-

And whereas the operators at the said GTS were called upon to show cause in this regard vide No.5128/Admn. Branch/Traffic (DA-III) dated 28.02.11 (through area traffic police) and whereas GTS operators had submitted the reply to the show cause which was not found tenable. And whereas at the time of personal hearing the GTS operators had assured that they would remove such temporary structure and telephone connection. And whereas on survey the GTS by area traffic police, it was found that the temporary structure was erected at the subject GTS and telephone connection was installed. And whereas, as per instructions contained in the notification order of the subject GTS, the temporary structure and telephone connection were not allowed but GTS operators erected the same and even after their own assurance, they still have not removed the temporary structure, and thus, not complied with the directions meticulously, as such, the subject GTS is required to be de-notified in public interest.

Now, therefore, I, Sharat Kumar Sinha, Dy. Commissioner of Police/Traffic (HQ), Delhi in exercise of powers conferred upon me u/s 3 of the Delhi control of Vehicular and Other Traffic on Road and Street Regulation, 1980 do hereby de-notify the taxi parking site notified at “Abdul Gaffur Khan Marg, New Delhi”.

This order shall come into force with immediate effect.

1.Whereas a large number of complaints are being received that people purchasing liquor from liquor vends often start consuming the same in front of the liquor vend itself or at other public places. Vendors selling eatables and juices, at times, also station themselves unauthorizedly outside liquor vends which further facilitates this undesirable activity. Sometimes, `Baratis` of marriage processions also openly drink liquor etc. on the roads while the Barats are moving. Drinking in public is a nuisance with a serious potential to result in brawls and quarrels causing serious injuries/deaths and damage to public and private property. This affects the peace and tranquillity of the area and creates problems in maintaining law and order. It is also a punishable offence under section 40 of the Delhi Excise Act, 2009 (Delhi Act of 2010)

2.And whereas it is necessary to take speedy measures in this regard to prevent danger to human life or safely and to thwart/prevent un-toward incidents which may affect the peace and tranquillity of the area.

3.Now, therefore, in exercise of the powers conferred upon me by section 144 Criminal Procedure code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi`s Notification No. U-11036/1/2008 UTL dated 26.11.2008, I Parkash Chander Mann, ACP, Sub-Division, Vikas Puri, West Distt., New Delhi do hereby make this written order to do the following , for strict compliance by the owners of such liquor vends in the area of Sub-Division Vikas Puri:-

a)Install CCTV with sufficient number of cameras and recording system with play back facility, to cover upto 50 meters area in front of the shop. The CCTV should monitor anyone consuming liquor or facilitating consumption of liquor or any unauthorized vendor stationed in the coverage area.

b)The recording system shall preserve a digital record of CCTV coverage for not less than 10 days.

c)The vend owner or his agent shall cause to copy the CCTV coverage on a CD and hand over to the police whenever demanded.

d)Before starting sales for the day, the Manager of the liquor vend should ensure that the CCTV system is in proper working order and in case any defect is noticed, immediate action to get it rectified should be taken. An entry should be made in the register and intimation in writing should be sent to the Police Station mentioning Daily Diary Number on the intimation.

e)During the course of monitoring of the CCTV System, the Manager or anyone specifically designated by the Manager for real time monitoring of the CCTV shall immediately inform the Police Control Room at telephone No. 100 and also the nearest Police Station in case any illegal drinking in public or unauthorized vendor is noticed in the CCTV coverage area.

f)The vend owner shall display prominently at least two bilingual sign boards mentioning that drinking in public places is an offence and standing of unauthorized vendors outside the liquor shop is strictly prohibited.

4.This order shall come into force with effect from 14.03.2012 and shall remain in force for a period of 60 days i.e. upto 12.05.2012(both days inclusive) Unless withdrawn earlier.

5.Any person contravening this order shall be punishable under section 188 of the Indian Penal Code.

6.As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the notice boards of all District DCsP, Addl. DCsP/ACsP, Tehsil offices of the Districts, all Police Stations concerned and the offices of the NDMC and MCD.
