MINUTES OF GEDNEY PARISH COUNCIL MEETING HELD AT GEDNEY DYKE VILLAGE HALL ON TUESDAY 9th September

Presiding over the meeting, Cllr Hutchison

In Attendance:

Cllr Cain, Cllr Hallam, , Cllr W Webb,Cllr Hargreaves, Cllr Chapman, Cllr I Field, 3 members of the Public and Mrs J Ripley Parish Clerk.

There followed a 15 minute Public Form, during which the council meeting was filmed and recorded by a member of the public. Topics under discussion were:

  • New Youth Club provision for Gedney Drove End

1)114.14 Apologies for absence

Cllr Wilkinsongave her apologies and Council RESOLVED to accept them.

2)115.14 Declarations of Interest

Cllr Hallam and Hargreaves declared a personal interest in items 10 as have an interest in the Allotments. Cllr Chapman declared a personal interest in item 8b as she is on the Gedney Dyke Hall committee.

3)116.14 Signing of the Minutes

Notes from the last meeting held on 8th July 2014 were taken as read & council RESOLVED to accept them as minutes.

4)117.14 Police Matters

Cllr Hutchison reported that WPCSO Bennett had been unable to attend recent meetings as they did not fall in line with her duty roster; however it was hoped that WPC Griggs would be able to attend.

There has been some speed camera work in Gedney Dyke.

If incidents are reported to 101, councillors are requested to make a note of the incident number and report this along with the incident to the council meeting.

Cllr Webb reported that the Police would be taking no further action over the lead stolen from Gedney Church roof in July due to lack of evidence.

5)118.14 To Discuss Applications for Co-option to Council

Council read Mr Wells application and following a discussion it was proposed that he be co-opted to council, this was seconded and RESOLVED. (this took place in closed session)

7)120.14 Clerks Report

All correspondence from the July meeting has been dealt with.

Costing’s for new street lights in Gedney Dyke (as per public forum at last meeting) have been applied for and council is still awaiting the outcome.

10) 123.14 Allotments

  1. Update on Bellamys land

It was proposed to follow LCCs guidance on this matter and follow their set procedure; this was proposed, seconded and RESOLVED.

  1. Allotment inspection report (Cllr Webb)

The report was discussed.

  1. To discuss rent increase and new tenancy agreements

It was proposed to give tenants notice in October 2014 that there will be no increase in rent for 2015 but that the Allotment Agreements that are due for renewal in 2015 will be for two years as opposed to three.

11) 124.14 To Discuss Play and Open Areas

  1. To discuss Play area inspection report and maintenance needed.

Following a discussion it was proposed for the clerk to contact FLP to discuss the maintenance proposals and costs they had provided. Should they make the alterations to this that council require then the clerk has delegated power to authorise the maintenance work to start as soon as possible. This was seconded and RESOLVED.

  1. To Resolve on removal of Deadly Nightshade in play area

Cllrs Hallam & Cain have removed this year’s growth. The area will be sprayed next year.

The continued bad management of the grass cutting was discussed at length, it was RESOLVED that the Clerk to write to the contractors voicing councils concerns.

12)125.14 To Discuss Cemetery matters

a)Grass cutting around graves

It was reported that the grass cutting is becoming a big issue, the cemetery looks a mess.

Council proposed for the clerk to write to the contractors and voice their concerns.

Council RESOLVED to charge normal fees for this application

13) 126.14 To Discuss Outcome of Areas for Inspection in Parish

The Bus Stop on Main Rd Gedney

This has been cut back and looks very nice; it will be added to the annual maintenance budget

The public phone box in Gedney Dyke

Reported to BT

The public phone box on the east bound carriageway of the A17

The hedge on the corner of Kingsgate Gedney Dyke

Reported to Highways and has been cut back.

The footway from Engine Dyke east bound along Roman Bank outside The Mill House

The trees all around Walker Memorial Park GDE need cutting back (It was suggested this may be a job for the Community Pay back team)

The steps from the road to the car park at Walker Memorial Park GDE

Cllr Hallam reported this is cracked and needs attention. It was proposed to get a quotation from James Chadwick, this was seconded and RESOLVED.

Marsh Road pot holes have been filled in places but there are still a lot and very unlevel ground.

B1359 Hallgate to Gedney Dyke from Gedney . The dip in the road is getting worse.

Both the above to be reported by Clerk and Cllr Webb.

  1. New Matters to report:

The foot path GDE from Main Road to Dawsmere Rd is overgrown by the hedge from the Housing Association House again. Clerk to write ti SHDC.

The clerk read out e mail (a) to the council.

The clerk read out letter (b) to the council, following a discussion it was proposed for the clerk to reply as instructed, this was seconded and RESOLVED.

The clerk informed the council of the Data Information request that had been received and that it was being dealt with as per their policy.
