Minutes of Meeting – 2 November 2005

The November 2005 meeting of the Old Car Council of Colorado was called to order by President William Rosenbach at 7:32 pm at the ForneyTransportationMuseum, 4303 Brighton Blvd., DenverColorado. 38 member clubs were represented.

Legislative matters: Leo Boyle introduced Terry Campbell, who retired after 30 years on the Colorado State Patrol and who is now a lobbyist for the CSP, to present the perspective of the Colorado Auto Theft Investigators (CATI) on the problems with establishing new titles for vehicles where the original title has been lost. CATI is partly funded by car insurance companies to interdict trade in stolen vehicles and to prevent loopholes that can be exploited by rebuilders of “totaled” wrecked vehicles. The “roadworthiness” inspection requirement is intended to spot components from “chop shops” that deal in stolen vehicles, and is not related to highway safety. County clerks are concerned about liability in case a stolen vehicle is cleared. A “Builder’s Title” for restorable vehicles has been proposed. This would include a title search and would avoid the “salvage” designation. The 45-day bill of sale requirement for vehicles more than 25 years old is generally waived by county clerks.

As reported earlier, the replica car designation is focusing on obtaining exemption from current emission standards for genuinely cloned vehicles. Such vehicles would obtain a title and new VIN as a current year replica to avoid misrepresentation in the future if sold.

SWAP MEET & CAR SHOW: Shirley Zaner reported that Dave of Cruisin’ Productions, Inc. has offered to promote the 2006 event, including calendar inclusion and hotline number, for a total cost of $700. Following discussion, it was moved (Hall) and seconded (Rynhard) that we contract with Cruisin’ Productions, Inc. Motion passed unanimously. It was recommended that the cost of this be considered part of the advertising budget and offset by reducing some non-Denver local newspaper ads. There was a rumor that the Good Guys organization has lost Pikes Peak International Raceways as a venue for their car show and swap meet and has reserved the Ranch at Larimer County Fairgrounds on June 3 for their 2006 event. (This has in fact been confirmed. See addendum to these Minutes for our proposed response.)

Old Business: Election of Officers for 2006: Nominations were reopened for the offices of president, first and second vice presidents, secretary, and treasurer.Dick Fritz nominated Keith Hall for secretary, and Joe Baker nominated Dick Thompson for one of the vice presidencies. Both accepted nomination. Current secretary Dick Fritz and vice president Jerry Staples are willing to step aside so that one candidate would be up for each office. Nominations were closed and the following slate for 2006 was elected by acclamation:

New Business: Colfax Avenue Cruise: Gary Canady (Pontiac Oakland Club Intl.) reported that there is to be a Denver Marathon (foot race) in the Spring of 2006 and suggested that OCCC could organize a Colfax Avenue Golden to Aurora Cruise to precede or follow that event, patterned on the Woodward Cruise in Michigan. Consensus was that it could be a good way to promote the OCCC and its clubs, and further investigation should be done.

Announcements: Dick Adams of the Rocky Mountain Thunderbird Club is coordinating a tour ship cruise to Alaska in September 2006. This is a non-driving event. Persons interested should contact him at 303-745-3636 or

Addendum and Special Announcement: Since the Good Guys events on the same date as the OCCC swap meet would be too much competition to deal with, the OCCC Board (2005 and 2006 officers) recommends:

[1]Change the dates for the OCCC Swap Meet to Aug.25 (move-in) and Aug 26 (swap meet itself). This is the only weekend still available at Adams County Fairgrounds, and

[2] Have the OCCC serve as “local host club” with the Good Guys event in June. We have been in communication with the national promoters of the Good Guys and they are agreeable with this arrangement. The OCCC would be paid for the help, volunteers from the clubs would get free admission to the show, and the OCCC would have an opportunity to promote our clubs and the August swap meet.
