Welcome/Opening Comments:
John welcomed everyone for coming. He expressed that he hoped that the outgoing board served the association well and that fresh leadership will be voted in today. He introduced our guest, Ms. Ruth White, the Mid West Zone Rep., whom observed the meeting.
The positions that will be voted on are president, vice president, secretary, and treasurer. Each candidate would be given 3 minutes to give a speech and time would be allotted for questions.
2 candidates sent in the profile for the seat of and president and other nominations would be taken from the floor.
Ben Whisenton made a motion that the agenda be suspended until after the elections. Robert Smith seconded. Tania Pacev expressed that the reports should be given first so that the incoming offers would be informed. Motion did not pass. The meeting proceeded with the committee reports.

John thanked everyone that participated with the warrior games. Many clinics were held out state, and he is hoping to move a lot of clinics back to the state of Colorado.

REVIEW
The committee had another successful year providing training and competitive opportunities for youth, open and masters athletes throughout Colorado and the Rocky Mountain Region. The indoor season featured four meets at Colorado’s Balch Field House and the 30th Annual Martin Luther King Jr. Mile High Classic at USAFA. The average number of participants at the venues 500+ remains consistent with previous years and the transition to online registration remains on pace with over 95% compliance. Colorado University, its facility personnel and Coach Wetmore continue to be the foundation of the indoor season and our largest source of annual operating income. Go Buff’s!
The outdoor season included five invitationalshosted by USATF Colorado, Fort Collins TC, Zoom TC, Colorado Speed and the Rocky Mountain State Games as well as the Colorado Junior Olympic Championship. Participation at the Association JO remained on par with past years despite the economic downturn. Over 150 qualifiers represented Colorado in the Region X Championship at UTEP, with approximately 100 advancing to the National in Baltimore. This year our regional numbers were again down across the board due in large part to the AAU National Championship. The Colorado JO XC Championship will be held November 3 in DeKoevend Park with qualifiers advancing to the Region X on November 17 in Albuquerque.
OUTLOOK
The program continues to sustain itself and the number individuals progressing through the system is encouraging. One continuing area of concern is the level of support from association officials outside our own certified coaches and parents. Rich Schornstein and Ed Halik our elected official representatives are well aware of the problem and are making every effort to bring certified people on board. Going forward the committee plans on working with the leadership in creating a system and incentives to encourage officials involvement in USATF Colorado competitions. A very ambitious six meet indoor schedule is on tap for 2013 starting tentatively on January 5 with the first CU All Comer.
Looking forward to the outdoor season we are planning on five or six invitationals in addition to the Colorado Junior Olympic Championship. Every effort will be made this year to include additional earlier all comer competitions in May.
We will continue to pursue and support additional competition opportunities and options at the grass roots level including week night all comer competitions and JO preliminary meets throughout the State to further our sport . In closing my thanks to all the clubs, coaches, parents, volunteers and athletes who contribute their time and effort to make this program one of the strongest and most successful in USATF.

Masters- Jerry Donley
The Masters Committee had a successful year, promoting and sponsoring two Championships - The Indoor Championship at the USAFA Indoor facility - The Outdoor Championship in Fort Collins at the CSU facility. At both meets we had over 125 competitors. For an Association Championship this represents good participation considering the distance participants have to come to compete. Competitors came from all parts of the United States. We combined the Association Championship and the Mid America Region championships and with the help of the National USATF Office we were able to hold clinics for throwers, sprinters and jumpers. Though the Colorado Association did not have a large number attend the National Indoor and Outdoor meets, those that did attend did very well. Out of the close to 100 clubs participating, the Colorado Masters Track and Field Club was in the top twenty in scoring. As neither meet can stand on its own financially, the Association Masters Committee does provide financial help to ensure the success of these meets. Both meets are successful to a large extent because of the help of Association Registered Officials, so records can be properly certified and the events run according to USATF rules, and to the numbers of volunteers that do much of the physical work.

Racewalking- Dan Pierce
We had meetings on January 11th, April 4th and July 11th. Our last meeting for the year will be October 3rd. We continue to have the usual crowd of Jan Hallez, Shirley Clemons, Mary Gilbert, Marianne Martino, Michael Blanchard, Darla Graff, Ed Guiff, Barb Amador and Dan Pierce at most meetings. There are others that occasionally attend.
At the meetings we cover current topics in race walking, review recent accomplishments of Colorado athletes, review recent local events and learn ways to improve our officiating/judging. The last topic at the meetings is usually dealing with the race schedule so we can get an appropriate number of Judges to the appropriate races.
The past couple decades participation in race walking has declined in Colorado. In the past year we may have begun to recover. There are some new people getting involved. Attendance at some races is improving. It’s too early to be sure, but I think we may have renewed core group willing help with the program.
Top athletes in our Association include Masters National Champion and 2011 National Masters Race Walker of the year, Marianne Martino. Rita Sinkovec and Michael Blanchard continue to compete locally and win National medals. We also have, Trevor Barron, going to school at Colorado College. At 19 years of age Trevor has been dominating men’s race walking in the US. Trevor began his year at the Rocky Mountain Masters Indoor Championship at the Air Force Academy and finished the year at the Olympics with the fastest time ever by an American.

A race series has been established by LDR for the past 2 years that has given more visibility to the athletes and raised the level of competition. Through the establishment of this is race, elite Colorado athletes now compete in Colorado. Colorado athletes that have success the past 2 years, Jenny Simpson,winning the World Championships, Jason Hartman 4th place finisher in the Boston Marathon, top American finisher, the Mountain Team:out of 5 athletes, 3 people were from Colorado for each gender, with the women winning and the men placing 4th. Of the 85 men in the Olympic Marathon trials, 10 were from Colorado. And with the women, 15 out of 152 were from Colorado. In 2 weeks Augustus Mayo, from Colorado Springs, will represent the US in the World ½ Marathon Championships. Competition has been elevated in the state of Colorado for athletes.

On behalf of all LDR USATF CO members I would like to thank our President John Smith for his support and today we are grateful to be an active & successful part of Colorado Association.
This is the 2nd year since I took over LDR Colorado division. The road racing, cross-country and MUT (mountain, ultra & trail) were dormant for several years and the process had to start from ground zero.
The main focus is:
1. To make USATF Colorado a part of the community and bring awareness to the athletes of our presence
2. Reach out to connect with the Colorado runners and support them
3. Create new avenues, programs and reasons for adults to become members and to be competitive within the running community.
In 2012 USATF Colorado partnered with seven great events to bring state championships back to Colorado. Race distances range from 5 to 25km and from flat and fast to mountainous. In 2012 a Cross- Country race and a Men Championships were included. Prize money totaling over $20,000 was awarded to 1st-5thW/M top open and first masters OVERALL W/M finishers*. USATF State Championship Medals to the top finishers and a special award to each State Champion.
In 2012 our Championships were hosted in Pueblo, Ouray, Marble, Colorado Springs, Evergreen and Boulder to expand USATF CO visibility around the state.
March 4, 2012 - USATF Colorado State 10 Mile Championships at the Pueblo Spring Runoff. $2,500 prize purse.
April 1, 2012 - USATF Colorado State 5 Mile Championships at the Boulder Spring 5 Miler. $2,500 prize purse.
August 5, 2012 - USATF Colorado State 10K Championships at the Evergreen Town Race 10K. $2,500 prize purse.
August 12, 2012 - USATF Colorado State Men's Half Marathon Championships at the Mt. Sneffels Half Marathon. $2,000 prize purse ($2,000 for the men's championships).
September 16, 2012 - USATF Colorado State 25K Championships at the Lead King Loop 25K. $1,300 prize purse.
October 20, 2012 - USATF Colorado State Cross Country Championships at the RMAC Conference Meet Open Race (Colorado Springs). $1,500 prize purse.
October 21, 2012 - USATF Colorado State Open Half Marathon Championships at the Boulder Half Marathon. $5,000 prize purse
Each race hosting a USATF CO Championship pays a Rights fee to USATF CO Association and the Prize purse.
A sum of $1000 was donated in 2012 to sponsor the LDR Championships from “Honey Milk”.
LDR provides avenues for LDR Colorado USATF members and USATF CO to receive financial benefits and promote the sport and our Association within the state.
Prize money awards winners had to be USATF CO members, Colorado residents and U.S. citizens – rule #1 from the National competition book applies in addition to rule #3.
Our Championships in 2012 were successful and set new course records and raised the standards. Evergreen’s 10k was the fastest race in the state in 2012, leading Boulder Bolder, followed by Pueblo’s 10 Miler.
We were proud to have 44 Runners - Men (21) and Women (23) from Colorado running the Olympic Trials in Houston. Jason Harmon was 4th at Boston Marathon and 1st American. In addition our runners placed in National and International events in road, trail and mountain, ultra and cross-country races from 5k to 100k
Thru the last 21 months USATF Colorado’s name and Logo was present all over the media around Colorado & US.
We would like to thank USATF CO for all the support and we wish to do our best moving forward to 2013.

CLUB MEMBERSHIPS
As of today, there have been 378 Clubsthat have had membershipwith the Colorado Association. The total active clubsfor2012 is 83. The breakdown of age groups and event organizations of these active clubs are as follows:

The cost of Club Membership for one calendar year is $50. The Colorado Association splits that fee with the National office and keeps $25. There is an additional $15 fee that goes to the National office for 3rd party insurance if a club needs to have a facility or practice area added to their insurance.
INDIVIDUAL MEMBERSHIPS
There are 2,944 Individual Membersfor the Colorado Association. Youth make up 1,650 and the Adults make up 1,294 of the total members. At the current rate, we should exceed the total number of memberships from last year. Here are the total numbers of Colorado Association members from 2008-2011:

The fee for the youth memberships is $20.00 per calendar year and the adult fee is $30.00 for the same length of time. The National office receives $10.00 out of the $20.00 for the youth membership and receives approximately $13.00 out of the $30.00 for the adult membership.
Sanction Report
As of today, there have been 132 sanctions granted by the Colorado Association. At the current rate, there should be approximately 150 sanctions by the end of the year. In 2011 there were 140 sanctions and in 2010 there were 137.
The total number of fees collected for sanctions in 2012 is approximately $7,215 for the Colorado Association and $25,100 for the National office.

Non-member sanction fees were raised in 2010 by $5. Our fees are similar to the majority of USATF Associations, so I recommend keeping them the same for 2013.

Officials- Rich Schornstein
- Certified officials. To date, we have certified a total of 150 officials as we conclude the 2009-2012 Olympiad – 17 Apprentice; 90 Association level; 21 National level; 19 Master level; and 3 Emeritus.
- Certification training clinics. Two full clinics for new officials were conducted in 2012, with 24 attendees. The clinics involved both presentation & discussion of materials for all track & field events, plus practical sessions on the track for specific skills. We also conducted three refresher clinics for currently certified officials, to review rules changes for 2012 and other points of emphasis.
- Officials’ web pages. The Officials’ committee continues to place a great amount of information on the Officials pages of the Association website, including details on prospective officials, clinics, certification information, Rules Reviews, upcoming meets, event tip sheets, links to other sites of interest to officials, and other documents.
- Officials’ newsletter. The Officials Committee continues its practice of communicating with its members, through periodic e-mails (seven per year). These “Colorado Track Notes” mails to all certified officials contain information on meets, training, rules, uniforms, etc. on topics of interest to officials in the association.
- Officials Committee Chair.The Officials Committee conducted an election for the committee chair, and elected Rich Schornstein as the chair for the next four years.
- Officials recruiting. The Committee prepared created a small brochure explaining USATF officials’ certification, to help recruit new officials. It was distributed to officials in attendance and will be made available electronically to all officials.
- Awards. Three Colorado officials were the recipients of this year’s Outstanding Service Award from the USATF National Officials Committee: Shirley Clemons, Lee Richards, and Wendy Richards. We’re proud of the hard work they have done this past year to help conduct safe, fair competitions for the athletes of Colorado.
Financial Report- Eric Bindner
1. The audit report for the fiscal year 2011 is attached. It includes audited financial statements for 2011 and an outline of recommendations. The recommendations are for the protection of the organization and for the officers and chair people. I strongly advise that the Colorado Association follow every one of the recommendations as soon as possible, but no later than the end of the 2012 calendar year.
2. My term is finished at the end of September, and I would like to thank all of you for your patience while we tried to get the books on track. I also want to thank you for your patience in some of my slow reimbursements and payments. I was not on top of things as well as I would have preferred.
3. With this being the end of my term, I am prepared to transition the position over to the new Treasurer. With a new President being elected also, this means we will need to transition the bank accounts over to both the Treasurer and President, and once that happens, one of those people will need to renew the “view only” access to the bank accounts to the bookkeeper. I will provide the new Treasurer all of the physical and electronic records that I have, and I will be available to that person for what is needed for him/her to get settled into the role.
4. I would like to recommend that an audit be done with every term period for the Treasure position (every 3 years I think). This is good protection for the Association.
