Motion No 1 To Replace Temporary Registrants with “NOP”.

Night Owls Administration Fee player, NOP.
Rule 10 .1 Remove Temporary Registrant & replace with “NOP”.
Rule 11 .4 Remove Temporary Registrant (Twice), replace with “NOP”.
Rule 13 Remove heading Temporary Registrant,
Replace with Night Owls Administration Fee Player, “NOP”.
Rule 13. 1
In a Member Club’s lowest side, where there are insufficient Full or Junior/ Student registered bowlers available to field a side, that Member Club may play as a Night Owls Administration Fee Player a Bowls SA registered Associate Member, a casual or night owl bowler, or a member of an interstate or overseas bowling club that is under the jurisdiction of the World Bowls Board or Bowls Australia, with the proviso that:
.allows a Night Owl player or Casual Bowler who has paid the “Administration Fee” to Bowls SA to be eligible to play three pennant games as a temporary registrant.
Rule 13. 1a The bowler must be recorded as “NOP” on the score sheet, and
Rule 13. 1b the player must be registered as “NOP” with Bowls SA prior to the match or within two days of playing.
Rule 13. 1c Change 14 days to 2 days.
The player must be registered with the HBA within two days of playing.
Rule 13. 2 Replace Temporary Registrant with “NOP”.
Rule 13. 3 Replace Temporary Registrants with “NOP”.
Rule 13. 4 Replace Temporary Registrants with “NOP”.
The Rule 13.1 has been taken directly from the Metropolitan Pennant and Match rules.
Motion No 2 The HBA Executive to even the Competitions.
Law 1 COMPETITIONS
Law 1(vi) Should be Law (v) Number of divisions.
Law 1 (vi) New:-
Where necessary, the Executive may recommend adjustments to final side entries with the intention of making a viable and equitable competition across all Divisions in each competition, subject to a majority approval at a delegates meeting.
The Executive have added the shaded words to what was presented at the May AGM.
Motion No 3 Law 10 Registered Players.
Law 10.3 Delete within the brackets (and all lower sides playing in the same round)
Any side playing unregistered players shall loose the points for the match in which they played (---) and the points shall be awarded to their opponents.
Explanation:-
In the “Definitions” of Laws of Bowls, C2 & C10, Refer only to the side at fault.
Motion No 4 Re Greens rotation.
Law 1 COMPETITIONS
2. With the exception of all finals, the Harrison Shield and Patrons shield, all association events shall be assigned to each club consecutively, in alphabetical order provided that, the venue is acceptable for approval by the HBA independent subcommittee.
The subcommittee is to be chaired by a member of the HBA Executive committee.
