An ASUCD Senate Bill to change the responsibilities of the Sexual Assault Awareness Advocacy Committee (SAAAC) to encompass a more accurate description of their work.

BACKGROUND: In order to assure the longevity of this committee and allow the ASUCD Senate to hold SAAAC chairs accountable, the Bylaws need to be amended to more specifically detail the duties and jobs of this committee. Currently the Bylaws contain very little information about the topics this committee should be advocating for and the types of events they are responsible for organize. The proposed amendments directly lay out the months that SAAAC should be planning advocacy or educational events/programs during as well as the general topics this committee needs to make the study body aware of.

Section 1. The ASUCD Senate hereby amends Section 205(N) of the ASUCD Bylaws as follows:

H. Sexual Assault Awareness Advocacy Committee (SAAAC)

(1) The purpose of the SAAAC shall be to bring students together to provide intersectional, trauma informed advocacy for improving campus climate, and to facilitate the expansion of accessibility to educational resources about sexual violence, sexual harassment, and sexual assault. It is additionally the purpose of this committee to ensure that all students are made aware of the reporting process both through the university and law enforcement, victim advocacy resources, confidential support services, information about sexual violence in UC policies as well as student’s rights under Title IX.

(2) The voting members of SAAAC shall include the following be composed of seven (7) voting members who shall be current undergraduate students at UC Davis. The following shall serve as ex-officio, non-voting members of the committee: a designated representative from the Gender and Sexuality Commission, a designated representative from the Ethnic and Cultural Affairs Commission, a designated representative from the External Affairs Commission, the Chairperson of the Student-Police Relations Committee, a designated representative from the Women’s Resource & Research Center (WRRC), a designated representative from the Center for Advocacy for Resources and Education (CARE), a designated representative from the LGBTQIA Resource Center, a Student Assistant to the Chancellor (SAC), the Campus Safety Coordinator of the ASUCD Vice President’s office and two (2) ASUCD Senators. The ASUCD Senate must elect two (2) SAAAC representatives from amongst themselves at the first meeting of every quarter by a majority vote of the entire ASUCD Senate.

(3) All SAAAC meetings will be open to the public and will meet on a regular basis at the discretion of the SAAAC Chairperson.

(4) The responsibilities of this committee primarily are to plan events for the month of April, April being Sexual Assault Awareness Month. It is the expectation that SAAAC hosts at least one (1) event each week during the month of April, as well as collaborates with groups on campus doing similar sexual assault related advocacy to co-sponsor events including but not limited to high risk groups like Greek Life and the Athletics department as well as campus departments including but not limited to the Center for Advocacy Resources and Education (CARE), the Women’s Resource and Research Center (WRRC), Office of Advocacy and Student Representation (OASR) and the LGBTQIA Resource Center. Additionally, SAAAC is responsible for education and advocacy surrounding topics including but not limited to sex positivity, healthy relationships, domestic violence and consent education. The related awareness months that SAAAC should be planning events during in relation to these topics are:

o  January: stalking awareness month

o  February: teen dating violence awareness month

o  October: Domestic Violence Month

(5) It is the duty of this chair to serve as a student representative on the Campus Climate Review Team (CCRT).
