Welcome to the Thrilla in Tooele 2009!

As one of the race chairs for this weekend I’d like to thank you for coming out to share our track, our hospitality, and our completion. This weekend marks only the second time there has been regional racing on the MMP West track, and last time is was snowing, so fasten your harnesses, put on your gloves, and get ready for a fun filled weekend of track records being broken right and left. Now unfasten your harness, because you forgot to grab something that is just out of reach on the passenger floor!

Below you’ll find a list of the event officials as well as a schedule of the weekend. Please read through the next pages carefully because all of the information is necessary and you need to know it all! I’d also like to thank the listed chiefs for their assistance in putting on this event. They all have years of experience within the club and this event would be impossible without them! I’d also like to thank the rest of the workers for volunteering to put on an exciting race weekend. This event would be impossible without their continued dedication to Sports car racing.

Please join us Saturday night for the party in the paddock, we’ll be grilling, sharing stories (both real and embellished), and mostly just enjoying the company of other drivers, volunteers, crew and family.

Important Registration Information

This event is being held at a pro facility with 24-hour access and onsite security restricting access through the gates. In order to gain access to the facility a competitor and crew as well as volunteers are strongly encouraged to register online at DLBracing.com in order to avoid hassles. There will be a registrar at the ticket window/registration headquarters during the posted registration hours issuing wristbands to event participants that sign the waivers. Registration headquarters will be in the Welcome Center at the front gate (follow the signs for SCCA Registration). If you show up either before or after posted registration hours you may be charged $10.00 to enter the facility. We as the SCCA have no control over the gate outside of the posted registration hours. However there will be a list of pre-registered drivers, crew, and workers left at the gate with security. Those that are showing up in the night or after hours may sign the Miller Motorsports Park waiver in order to gain access to the facility but will need to check in with SCCA registration to obtain proper credentials once registration is open. If you are not on the pre-registered list they may charge you a gate fee, so please pre-register!

Rules and Regulations for 2009 Club Racing events organized by the Utah Region Sports Car Club of America, Inc. Published by the Utah Region, Sports Car Club of America, Inc. A member of the Rocky Mountain Division.

1. GENERAL

A. The organizers reserve the right to refuse issuance of credentials to the premises or event for any reason except race, color, creed, sex, or national origin.

B. The organizers reserve the right to postpone, abandon or cancel the event, or any part of the event. Entry fees will be refunded to those offered no opportunity to compete.

C. Any test day or test session NOT on the official schedule is NOT sanctioned by SCCA and is NOT COVERED BY SCCA INSURANCE.

D. Every participant must display proper credentials at ALL times. Credential rules will be strictly enforced.

  1. Race Control uses radio frequencies 466.5875 MHz and 468.3125 MHz. Any participant, driver or team is expected to avoid these frequencies.
  1. Permanent numbers are assigned through the Division Numbering program. Temporary numbers are on a first-come, first-serve basis for each event and are subject to race group configuration.
  2. Track rides may be available at the discretion of the Chief Steward.
  3. Track entrance will be at the west end of the pit lane.
  4. Post session impound will be on the North side of the Hot pit lane barriers. Entrance to this will be at the top of pit lane and there will be a Scrutineer at the entrance directing cars in that they would like to look at.
  5. The Utah Region has added a Club Trials session to this weekends races. The club trials are carrying their own sanction but will be sharing the track with you the racers during their posted times. If you see some of them in the paddock share some stories or try to give them a hand with some lines!

1)REGISTRATION

A. Chief Registrar for this event is Cindee Beard. On-line registration will be available at DLBRACING.COM Telephone registration is NOT available for ANY Utah Region event.

B. Each Driver/Entrant will receive ONE driver and FOUR crew passes. Drivers/Entrants may purchase additional crew passes for $10 each, payable to Miller Motorsports Park. Only the driver, entrant, or crew chief may change the crew list.

C. An entry consists of the combination of one driver and one car within the same class. A change in any entry after the start of an event requires re-registering and may involve additional fees.

D. An entry form must be filled out COMPLETELY by every driver wishing entry to the weekend’s competition. Any blanks on the entry form could unnecessarily delay processing of the entry. All competitors are reminded to include their transponder number on the form or clearly indicate if a rental will be required.

E. All competitors are STRONGLY encouraged to pre-register through DLBracing.com and send prepayment in the form of Paypal (preferred), or check, along with their entry form. Credit Cards will not be accepted at the onsite registration, if you wish to pay with a credit card or debit card please do so through Paypal through the online registration. Only Checks or cash will be accepted at the event. A $30.00 fee will be assessed on ALL returned checks.

F. The ENTRY DEADLINE is midnight on the Sunday prior to each event. A $50.00 late fee will be assessed thereafter.

G. Refunds may be considered for cars that have not been on the racing surface as verified by the Chief of Timing and Scoring and Grid. Refunds will NOT be made at the track. Refund requests must be submitted in writing within ten days of the race date to the Chief Registrar. Refund forms will be available at Registration.

H. SCCA requires Photo I.D. for all licensed members. Photo I.D. availability will be announced over the P.A. system. The cost of a photo I.D. is $5.00.

  1. All persons arriving after Registration closes must sign both the club waiver and the track waiver. Members who hold a current SCCA license (Driver, Crew or Official) may be credentialed for the HOT areas. Members without a current SCCA license (Driver, Crew or Official) will NOT be given credentials for the HOT areas.
  2. Trial memberships can be purchased at Registration during scheduled hours ONLY at a cost of $15.

2)Medical Information
A. Due to federal privacy laws (HIPAA) SCCA cannot be in possession of private medical information. Such information may be critical if a participant requires medical treatment while unconscious. Drivers must therefore fill out a medical information helmet tag which is then folded and placed in a plastic stick-on holder which attaches to the driver’s helmet. Helmet tags and holders are available for $1.00 at Registration and Tech. INSTALLATION OF THE TAG HOLDER ON ALL HELMETS WILL BE CHECKED DURING GEAR INSPECTION.
B. Volunteers are encouraged to fill out and carry the medical tag and keep it with their credentials at all times during the event.

3)SOUND CONTROL

a)A. LOCATION: Sound control will be on the right side of the track at the exit of turn 1. See map.

b)B. LIMIT: Sound will be monitored according to GCR guidelines (103dB at 50 feet from track edge) and enforced per GCR Section 5.7.2

5)TECH / IMPOUND

A. Tech inspection hours are posted on the event’s schedule page.

B. There will be NO SMOKINGorALCOHOL allowed in the Impound area.

C. An event Tech sticker will be issued after a receipt has been presented, the vehicle logbook has been signed, and the driver’s gear or helmet sticker has been checked.

  1. The order of inspection at the track will be:
  1. Minimal inspection, logbook and helmet sticker (left side).
  2. Re-inspection, logbook notation.
  3. Annual inspection.
  4. Cars with no logbook, i.e. new cars or lost logbooks.

E. Driving onto or off of the scales is PROHIBITED. Motors must be turned off and competitors must push cars on and off scales. If you are found underweight during the first round of weigh t checks you will have the opportunity to reweigh prior to any action taken. However you will not be allowed to leave impound and will not be allowed to make any adjustments to your car.

F. Any car reported to have metal-to-metal contact may be called to report to Tech at the end of that session.

G. Fuel will be tested in accordance with the GCR. All competitors will be allowed two voluntary fuel tests.

  1. Compliance and/or safety inspections may be performed on the pre-grid.
  2. Tech will be located in the East Day Garages West end.

6)PADDOCK

A. Paddock maps will be provided indicating space availability and event organizers may assign paddock spaces and issue parking passes whenever necessary. All stationary awnings, trailers, cars and support vehicles MUST remain within the marked paddock space.

PLEASE REFER TO APPENDIX A FOR TRACK SPECIFIC RULES PERTAINING TO THE PADDOCK FOR THIS EVENT.

  1. Event organizers may exclude areas as off limits and designate them unavailable for ANY parking or paddock space. There will be NO encroachment into designated Emergency Vehicle or Emergency Access areas. Access ways for general paddock traffic AND Emergency Vehicles MUST be kept clear at all times or vehicles will be towed
  2. Paddock rules will be strictly enforced. Friendly and voluntary compliance with the paddock rules is always expected and gratefully appreciated.

7)PIT & GRID

A. Crew members must leave the grid at the two-minute warning.

  1. Drivers are prohibited from scrubbing tires in the paddock, grid and hot pit lanes.
  2. Pre-Grid will be located at the West end of the Paddock Grandstand.

5. TIMING AND SCORING

A. AMB TRANX260 System transponders are required for all cars in all classes for all races.

B. It is the driver’s responsibility to make sure their transponder is working properly. A vehicle without a working transponder may not be scored for the event. Any competitor needing a rental unit should alert the Chief Registrar at the time of entry submission to allow for the necessary arrangements.

C. NO personal timing beacons will be allowed within 20’ (20 feet) on either side of the T & S system. No personal timing beacons will be allowed across track from Start/Finish.

D. NO cars will be allowed to stop in the “Dead Zone” area of the Hot Pits so as not to interfere with the transponder system.

  1. FLAGGING

A. In a RED FLAG situation, drivers shall stop immediately at the nearest corner station that can be reached safely and await further instructions.

  1. In a FULL COURSE YELLOW situation, each vehicle must slow (preferably less than 50 mph) and prepare to form up behind a pace vehicle. If a pace car is not used Start/Finish will designate the car number of the race leader with a ‘PACE’ signboard. All competitors shall then form up behind the leader.

C. Black Flag and alternate Checker flag station will be at station 5 as well as Start/Finish.

  1. RESULTS & TROPHIES
  1. Results (when final) and trophies will be available in the Hospitality area. This area may not be staffed throughout the entire event. Unclaimed trophies at the end of the event will be considered forfeited. In the event Hospitality is not available, the Race Chair(s) will distribute Results and Trophies.
  2. Results will also be posted in the glass case at the base of the west timing tower. (For display only)
