SEWER COMMISSION

SEPTEMBER 12, 2016

The regular meeting of the Sewer Commission was called to order at 5:55 p.m. by Chairman Moore on Monday, September 12, 2016 in the Conference Room of the Department of Public Works located at 63 Canal Street in Holyoke.

Present were: David Moore, Chairman

Kathleen Anderson, Commissioner

Debra A. Reardon, Acting General Superintendent

Yem Lip, City Engineer

#1. Minutes of the previous meeting (08.15.16) were approved and accepted as submitted by

Chairman Moore, seconded by Commissioner Anderson. 2-0

#2. TABLED

(a)  Master Plan – City Engineer Lip reported a request to have Chicopee Mayor add to his letter our Jackson CSO Design and Construction to be complete in two years has been done.

(b)  Collections of Past Due Sewer – Needed approval and signatures on monthly auditor’s report.

Motion to approve and sign made by Chairman Moore, seconded by Commissioner Anderson. 2-0

Discussed with Board the letter from Laurel Pure Water and their yearly abatement letter

for sewer in the amount of $3,878.69. It is for 75% of their sewer bill. They have their

own meter. Chairman Moore would like to talk more about this before issuing credit.

Informed Commission she received letter from Haberman Realty for property at 179

Sargeant Street. Attached to letter is copy of an invoice from Fletcher Sewer and Drain

for snaking out their line. Suez will not go to this property anymore due to this

customer being told several times he has a broken line that needs to be fixed. Suez is

afraid to stick their equipment in line for fear it is going to snap it off. Haberman has

replaced part of their line but not the part that is broken. They claim it is due to a city

tree. Haberman has been told they are responsible from the main to the house and the

pipe would have had to be broken for the tree roots to get in the pipe. They want the

city to reimburse them for the invoice. Office Manager recommends denying their

request.

Motion to deny made by Chairman Moore, seconded by Commissioner Anderson. 2-0
