17521. ADJOURNMENT OF MEETING FOR FIFTEEN MINUTES FOR PUBLIC PARTICIPATION.

It was proposed by Mr Sidorowicz, seconded by MrArcher and agreed that the meeting be adjourned for a maximum of fifteen minutes in order to facilitate public participation.

Mr Charlton of Greendale Roadwas interested in the work of the Parish Council with a view to the local elections.

Mrs Merrill reported on the planning appeal for the original proposed Cork Lane development for 165 dwellings. Mrs Merrill was thanked for her attendance and contribution to the meeting

It was proposed by Mr Methven, seconded by Mr Mather and agreed to reinstate the meeting.

17524. MATTERS ARISING OUT OF THE MINUTES. (For information only).

(i)Minute 17479. Surgery Rota.

The Parish Council Manager invited members to sign up for the surgery rota.

(ii) Minute 17498. Hall Advert.

The Parish Council Manager submitted an advert in The Journal publication for consideration, and it was agreed to amend the format and size of the text used for future adverts.

(iii) Minute 17502. Draft Revised Byelaws.

The Parish Council Manager advised that DCLG had recommended further amendments to the draft revised byelaws.

(iv) Minute 17507. Local Nature Reserve Publicity Leaflet.

It was noted that the new publicity was now published and available.

4. Consideration of Planning Applications:

(i) 15/0176//OUTLand Off Cork Lane - Proposed residential development (max 165

dwellings) associated landscaping and public open space with vehicular access from Cork

Lane (Outline) (Resubmission)

AGREED:

  • Resubmit original objections
  • Will there be any parking restrictions on Glenville Avenue and Westview Avenue
  • Vehicle Speed Measurement equipment recording instruments may have been improperly positioned therefore giving incorrect information

‘The site should not be near junctions (unless readings are being taken in connection with improvements to the junction) or bus stops. Situations where the radar beam may be obstructed by parked cars, or where vehicles are likely to be accelerating or braking, should also be avoided. Except at very light flows, it is not advisable to measure the speeds of vehicles on the far side of a single carriageway’ – taken from The Highways Agency document for Vehicle Speed Measurement on All Purpose Roads

  • Only having one entry/exit point to the site will cause traffic/safety problems
  • All downed war aircraft in Leicestershire was buried on this site
  • Radioactive chemicals would have been used in cockpit dials – how will this be dealt with
  • How will monitoring be conducted whilst removal and compacting of ground takes place

(ii) 15/0202/TPO 9 & 11, Woodbank – Removal of one oak tree and one cypress tree and

30% crown reduction of one oak tree.

5.Blaby District Council:

(i) Report of a Meeting Held on 26th February 2015 with Section 106 Officer

RECOMMENDATION:

  • The notes of the meeting were approved

(ii) Consideration of Electronic Planning Application Consultation Process

RECOMMENDATION:

  • It was agreed to apply for a grant towards the cost of digital equipment as soon as possible

6. Consideration of Community Safety Issues.

RECOMMENDATION:

Mr Archer was thanked for his contribution to the next newsletter which will be published in May

7CONSIDERATION OF ALL WEATHER SURFACE MAINTENANCE CONTRACT 2015/16

RECOMMENDATION

  • It was agreed to approve the cost of £820 for the 2015/2016 maintenance contract with an addition cost of £1750 for power washing

8. Consideration of LNR Directional Signs – Leicester Road.

RECOMMENDATION

  • It was agreed to have the sign replaced on Leicester Road with reduced size of letters to accommodate the ‘Local Nature Reserve’

5. Consideration of Council Events:

(i) Consideration of a Christmas Event – 13th December 2015.

RECOMMENDATION:

  • Mr Sutcliffe will set up a working party for this event after the end of March
  • It was agreed to order 3 publicity banners from One Stop Promotions

(ii) Summer Gala 8th August 2015.

RECOMMENDATION:

  • It was agreed to approve the booking of a steel band for this event at a cost of £600
  • Banner purchased for this event was agreed to be satisfactory

(iii) Teddy Bear’s Picnic & Treasure Hunt – 6th September 2015.

RECOMMENDATION:

  • It was agreed to purchase 3 publicity banners from One Stop Promotions
  • 100 Teddy Bears had been purchased

(iv) Remembrance Service 8th November 2015.

RECOMMENDATION:

  • Invitations to Reverend Green, 62nd Glen Hills Scouts and Mr Chinery to be sent in due course

(v) Family pantomime – 27th December 2015.

RECOMMENDATIONS:

  • This event is due to be held at 1.00pm

It was proposed by Mr Sidorowicz, seconded by Mr Methven and agreed to approve the recommendations.

17527. PLANNING APPLICATIONS:

(i) 15/0176//OUT Land Off Cork Lane -Proposed residential development (max 165 dwellings) associated landscaping and public open space with vehicular access from Cork Lane (Outline) (Resubmission)

It was agreed to approve the objection as follows:

REASONS FOR OBJECTION:

ENVIRONMENTAL ISSUES

  1. Potential contamination of the site as a former landfill site.
  2. Residents have personal recollections of types of waste tipped at the site. (Mrs W Kilner of 3, Cork Lane)
  3. There is insufficient evidence available to demonstrate that the site is safe enough for development.
  4. Clarity required about length of time required for site to remain dormant prior to any development.
  5. Extensive research required into bore holes and soil testing in order to ensure safety of the site.
  6. Proposed dwellings to be built upon rafts – concerns about this aspect.
  7. Other dwellings elsewhere in the parish were built adjacent to a landfill site, such as Woodbank and Sonning Way and residents still experience subsidence and other related problems after many years.
  8. Developments should not be allowed to be constructed ion flood plain land.
  9. Potential flooding of surrounding area from surface water “run-off”.
  10. Air pollution.
  11. Flooding – impact on River Sence
  12. Condition of ditches adjacent to PROW Z109 rear of Westdale Avenue
  13. Condition and status of area of land retained adjacent to existing houses on Navigation Drive development.
  14. Adoption of land once proposed development is completed. (Navigation Drive estate still unadopted 11/12 years after development completed).
  15. Concerns about raised level of land and visual impact on existing properties on Westdale Avenue.
  16. Need to protect existing open areas and Local Nature Reserve for the ecological value to the local community and environment.
  17. Full and detailed environmental impact assessment required.
  18. Proposed illustration of development by Framptons is misleading to members of the public in terms of layout and design of dwellings.
  19. All downed war aircraft in Leicestershire was buried on this site. Radioactive chemicals would have been used in the cockpit dials – how will this be dealt with?
  20. How will monitoring be conducted whilst removal and compacting of the ground takes place?

TRANSPORT & HIGHWAY ISSUES

  1. Impact on A426 Bus Corridor and Leicester Road into the city of Leicester
  2. Impact on existing side roads such as Glenville Avenue, Howard Road, Cork Lane and Westview Avenue, which were built many years ago to serve the immediate houses even prior to the construction of the Featherby Drive estate.
  3. Concerns about safety aspect of bus corridor lanes for vehicles, cyclists and risks to pedestrians.
  4. There should be an alternative access route provided by developer such as Newbridge Road, Brickyard Hill or Wharf Way.
  5. Loss of street scene along Glenville Avenue if this road is required to be widened.
  6. Clarity required on numbers of vehicle movements for the proposed development. Government policy encourages the need for more people to use public transport, hence the funding for the new bus corridor. However, this proposed development is not within a reasonable walking distance to a bus stop.
  7. Limited number of bus shelters on existing A426 route.
  8. Concerns about construction and maintenance vehicles during the site construction using existing side roads.
  9. New access road should be constructed prior to the commencement of any works on the site.
  10. A detailed traffic/highway impact assessment is required.
  11. The proposed development in Franklyn Fields in Aylestone Leicester will also heavily impact on to the A426 Leicester Road and Bus Corridor.
  12. Consideration should be given for the provision of the railway station at Blaby to be reinstated.
  13. The proposed development will impact on the SUSTRANS National Cycle route that runs between Glen Parva and a section of that travels through Needham Avenue onto Cork lane and down Brickyard Hill on to Newbridge Road. The increased traffic will be a safety hazard for cyclists, equestrians and pedestrians that use this facility.
  14. There is a home for the elderly on Cork Lane (Cork House) as well as bungalows for the elderly at the top of Cork Lane, adjacent to the top of Z109 PROW. Additional traffic will have an adverse impact on these vulnerable members of society.
  15. 165 dwellings will attract a high number of vehicles which will be travelling excessively at peak times. This will have an adverse impact on the safety of school children and other pedestrians and cyclists at peak school times.
  16. Will there be any parking restrictions on Glenville Avenue and Westview Avenue?

COMMUNITY INFRASTRUCTURE ISSUES

  1. Impact on existing school and education provision and parking
  2. Impact on GP and Dentist surgeries
  3. Need for affordable housing as part of the proposed development
  4. Housing figures for the next 5 years have already been met within Blaby District.
  5. Housing figures for the Principal Urban Area (PUA) in Blaby District has already been met by the New Lubbesthorpe development and other large developments within Blaby District.

SECTION 106 MONIES

  1. Impact on Glen Hills Primary School and South Wigston High School.
  2. Impact on community facilities at Glen Parva War Memorial Hall
  3. Impact of library services at Glen Hills Library
  4. Impact on play area and equipment at Dorothy Avenue Playing Field
  5. Impact on Local Nature Reserve Site and local network of footpaths
  6. Impact on medical services i.e. GP, Dentist etc.

(ii) 15/0202/TPO 9 & 11, Woodbank– Removal of one oak tree and one cypress tree and 30% crown reduction of one oak tree.

The Parish Council Manager submitted a consultation from Leicestershire County Council about this application. The Parish Council’s original response of “No Observations” to Blaby District Council was noted.

Mrs Dunn advised that the 30%reduction of the crown would make the tee more vulnerable to “oak die back” disease and also referred to the foundations of the dwellings and potential root damage.

After further discussion, it was proposed by Mr Methven, seconded by Mr Goode and agreed by eight votes for and one vote against to adhere to the original response of “no observations”.

17528. A426 LEICESTER ROAD BUS CORRIDOR – CONSIDERATION OF A PETITION BY LEICESTER CITY COUNCIL TO REQUEST REMOVAL OF 24/7 RESTRICTION.

The Parish Council Manager referred to a recent petition set up by City Councillor, Mr Nigel Porter to request the removal of the 24/7 bus lane restriction on the section on Aylestone Road and Lutterworth Road in Leicester City.

After discussion, it was proposed by Mr Sutcliffe, seconded by Mrs O’Connell and unanimously agreed to support this petition

17529. GLEN HILLS LIBRARY.

(i) Report of a Library Working Party Meeting Held on 2ndMarch 2015.

  • Refund of cost of leaflet/delivery can be applied for through transition funding from the County Council

(ii) Business Plan

RECOMMENDATION:

  • Mr Sidorowicz and Mr Prideaux to meet on 3 March 2015 to make final alterations
  • Mr Sidorowicz and Mr Prideaux have to send completed play to Mr Hayes for any further advice and then submit when finalised.

(iii) Volunteer Recruitment

RECOMMENDATION:

  • Replies from leaflet are to be held until after 31 March 2015 and then passed to Mr Sidorowicz for collation

(iv) Consideration of staffing and other resources

RECOMMENDATION:

  • This is an ongoing matter and will be reviewed at the next meeting

(v) Building Modifications

RECOMMENDATIONS:

  • A quote from the prospective builders to be forwarded to all councillors when received

  • Legal advice is being sought and when received will be passed on to relevant councillors

(ii) Report of Business Plan Meeting Held on 24th February 2015.

It was noted that Mr Sidorowicz and Mr Prideaux had met on 24th February in order to finalise the draft business plan.

(iii) Approval of Draft Business Plan.

It was proposed by Mrs Dunn, seconded by Mr Rushton and agreed to approve the draft business plan which had been submitted to the County Council by 13th March 2015.

(iv) Approval of Publicity Leaflet & Transitional Funding Bid.

It was proposed by Mr Mather, seconded by Mrs Dunn and agreed to approve the publicity leaflet and the application for transitional funding to meet the costs.

(v) Approval of Draft Building Modification Quote/Specification.

Members considered a specification and quotation of approximately £19,000 for the proposed building modifications. It was agreed to seek two alternative quotes for consideration once the business plan was approved by the County Council.

(vi) Approval of Change of Use Planning Application.

It was agreed to seek planning permission for change of use once the business plan and building modifications were approved.

(vii) Leicestershire County Council – Cabinet Report 16th March 2015.

This information was received and noted.

(viii) Approval of Action.
