Highway Chair H. Golat called the meeting to order at 8:30 a.m.

A DuSell/Costello motion to approve the agenda and move any agenda items as needed. Motion carried.

A Costello/DuSell motion to approve the minutes of the regular meeting from June 16, 2008 and special meeting from July 7, 2008. Motion carried.

APPROVE WB-13 VACANT LAND OFFER TO PURCHASE FROM HAAS SONS PROPERTIES, LLC, AND AUTHORIZE FORWARDING WB-13 CONTRACT TO RICH SUMMERFIELD, CORPORATION COUNSEL:

Haas Sons Properties, LLC submitted a WB-13 Vacant Land Offer to Purchase contract with an attached Addendum. R. Summerfield along with the Highway Commissioner and the Highway Committee reviewed the contract and addendum.

First item discussed was the zoning of the 20 acres. Currently, the 20 acres is zoned agriculture. The Highway Commissioner explained that P. Haas went to the Rusk County Zoning Department to request that the 20 acres be rezoned to commercial. Language in the contract states that the property is zoned commercial. This will need to be changed to agriculture. Also discussed was an item in the addendum that states that Haas may place a portable plant for use of limited duration. R. Summerfield explained that a temporary blacktop plant could not be put on this property or the adjoining property owned by Haas Sons Properties because of how the resolution reads. P. Haas explained that he will have the temporary blacktop plant language taken out of the addendum. Discussion followed regarding the contingency language in the contract. R. Summerfield will contact Haas Sons Properties, LLC.’s attorney.

REVIEW / DISCUSS BRIDGE INSPECTION DATA FROM ENGINEERING FIRM:

The Highway Commissioner along with the Highway Committee reviewed an overview from Ayres Associates showing the results of the Ayres Associates bridge inspections for Rusk County.

OPEN BIDS FOR SALE OF SALVAGE MATERIALS – USED STEEL I-BEAM, USED MANGANESE CRUSHER JAWS AND TWO USED CARGO TANKS:

The Committee received five bids to review.

A Costello/Svoma motion to postpone awarding the bids for salvage steel until later today after more information is obtained. Motion carried.

A Costello/Svoma motion that the Highway Committee award the bid for purchase of all salvage materials to Eric Edming contingent on Edming verifying his submitted bid prices with the Highway Commissioner and being able to show proof of insurance. If Edming is not able to meet these requirements then the bid will go to next highest bidder. Motion carried.

REVIEW / DISCUSS CORRESPONDENCE FROM MORGAN & PARMLEY REGARDING DESIGN ENGINEER COSTS FOR CTH “P”:

The Highway Commissioner received correspondence from Morgan & Parmley regarding the 2009 STP Project costs. Morgan & Parmley’s cost to engineer the 2009 STP “P” project is estimated between $10,500.00 and $12,500.00. Discussion followed.

A DuSell/Costello motion for the Highway Commissioner to request bids from other engineer firms for the STP “P” project. Motion carried.

REVIEW / DISCUSS PURCHASE OF A SECURITY SYSTEM FOR THE HIGHWAY DEPARTMENT:

CTC Telcom submitted a quote for a Closed Circuit Television (CCTV) System for the Highway Department.

  • Quote 1 – $15,877.11
  • Quote 2 – $ 6,729.95
  • Quote 2 with an additional camera $9,578.08

A Golat/Costello motion to request that a representative from CTC Telcom attend the next Highway Committee meeting to demonstrate the above closed circuit television camera options. If the CTC Telcom Salesperson is not available on that specific date then Highway Commissioner will schedule a different date for the demonstration to take place for the Highway Committee. Motion carried.

AUTHORIZATION TO HIRE A NICOLET EMPLOYEE FOR 16 HOURS PER WEEK TO WORK IN THE HIGHWAY OFFICE DURING THE CONSTRUCTION SEASON:

A DuSell/Costello motion to hire the Nicolet employee until end of September. Motion carried.

Consensus of the Committee is to request that R. Summerfield attend the next Highway Committee meeting to discuss the authority of the Highway Committee per Wisconsin State Statutes.

REVIEW / DISCUSS HIGHWAY DEPARTMENT 2009 RADIO UPGRADE TO NARROWBAND:

In 2009 the radios will upgrade to narrowband from broadband. Cost for upgrade is approximately $111,000.00.

A Costello/Svoma motion to investigate grant sources for funding the costs for the radio upgrade. Motion carried.

APPROVE ENGINEERING DESIGN PLANS FOR STAIR ACCESS TO HORSESHOE LAKE ON CTH “W”:

The Highway Commissioner and Highway Committee reviewed the required engineering plans for stair access to Horseshoe Lake on CTH “W”.

A Svoma/Costello motion to approve the submitted engineering plans. Motion carried.

HIGHWAY COMMISSIONER REPORT:

Discussion on status of current county highway projects.

APPROVAL FOR HIGHWAY OFFICE MANAGER AND HIGHWAY BOOKKEEPER TO ATTEND THE 2008 CHEMS ANNUAL TRAINING PROGRAM OCTOBER 16TH AND 17TH IN MISHICOT, WISCONSIN:

A Svoma/Costello motion to approve the Highway Office Manager and Highway Bookkeeper to attend the 2008 CHEMS Annual Training Program. Motion carried.

HIGHWAY FINANCIAL REPORT:

A Costello/DuSell motion to approve the Highway Financial Report. Motion carried.

HIGHWAY OFFICE REPORT:

No report presented.

ACTION ON MONTHLY VOUCHERS:

None submitted.

SIGN PRE-APPROVED VOUCHERS:

Pre-approved vouchers in the amount of $261,984.06 were presented to the Committee for signatures.
