The monthly meeting of Dunholme Parish Council took place on Wednesday 14th September 2016 in the Jubilee Room of Dunholme

16/09/01Chairman’s remarks

The Chairman welcomed everyone to the meeting.

16/09/02Apologies and reasons for absence

On a proposal from Cllr Gregson, seconded by Cllr Pache and following a vote it was unanimously RESOLVED to accept apologies and reasons for absence from Cllrs Sawhney and Mrs Fuller. Cllr Mrs Nicholls sent her apologies, but these were not received until after the meeting. Cllr Brumpton was also absent, but no apologies had been received. District Cllr Mrs D Rodgers and the Police also sent their apologies.

16/09/03Disclosure of pecuniary interests

Cllr Lewis declared an interest in agenda item 11 as a member of the Dunholme Indoor Bowls Club and Cllr Barrett declared an interest in agenda item 10 as the licensee of the Village Hall.

16/09/04Minutes

On a proposal from Cllr Barrett, seconded by Cllr Lewis, it was unanimously RESOLVED following a vote that the notes of the extraordinary meeting held on 11th August 2016 were approved and signed as the minutes.

16/09/05Reports from representatives on outside bodies (e.g. Police/LCC/WLDC)

LCC – County Councillor Rawlins reported that discussions regarding the Devolution scheme are at a crucial point and the Council has yet to what stance to take, the appointment of a Mayor seems to be the main sticking point. The East/West Link roadworks are causing severe traffic problems in the city centre, but everyone will benefit once they are complete. Bids for extra care housing developments are being submitted by developers. LCC's new IT/financial system still has a few issues to be sorted out.

.The report from KPMG for the evaluation of SERCO has been delayed and is expected by the end of November. LCC Highways has commented on planning application 134685.

The Police Report has been circulated.

16/09/06Clerk’s report

Royal Mail Post Box – Response from Royal Mail – they have confirmed that their engineers will relocate the box to a suitable location, but are unable to provide a timescale for this work to be completed - as part of the relocation process RM are required to liaise with the local council and Highway Authority to obtain clearance for the proposed new site, as well as contacting the utility companies to ensure that the proposed site does not interfere with existing pipes or cables, etc. This process can take a number of months to complete, but they confirm the box will be replaced in due course – Chased 7.9.16 for an update and to establish if they are in possession of the box.

16/07/11 - both parties concerned and Royal Mail have agreed that a new postcode will be applicable to the two relevant properties, it is hoped that this will help to identify them more accurately.

16/07/21 – a selective spray of the verges and play areas was carried out w/e 5.8.16

  • On a proposal from Cllr Lewis, seconded by Cllr Burre and following a vote it was unanimously RESOLVEDto delegate powers and a budget of £250.00 to the Clerk for carrying out work in respect of maintenance by the village handyman, any work requiring greater costs will be brought to the Council for a decision.
  • On a proposal from Cllr Gregson, seconded by Cllr Lewis and following a vote it was unanimously RESOLVEDtopurchase protective clothing and equipment for the Maintenance Facilitator to a maximum budget of £200.00 and send her on a Health & Safety Training Course at a cost of £35.00.
  • Cllr Burre has spoken with Pat Wright at Glendale Countryside Ltd regarding the withheld payment for grass cutting and when the Council sets its budget,it needs to be mindful that more cuts throughout the year are required together with fortnightly cuts in June, July and August. On a proposal from Cllr Lewis, seconded by Cllr Burre and following a vote it was unanimously RESOLVEDto release the withheld payment.

134780 – University of Lincoln Riseholme Park, Riseholme – Full Planning Permission for the demolition of a number of specified buildings together with Outline Planning Permission, access, scale and some landscaping to be considered, for a mixed-use development comprising the following: Sport and recreational facilities including a University Sports Pavilion with associated playing fields-Use Class D2; Up to 180 residential dwelling houses-Use Class C3; public realm and landscaping; replacement farm buildings to create the new Lincoln Institute for Agri-Food Technology-Use Class D1; Community Uses-Use Class D1,A1,A3,A4 and B1, other associated infrastructure-with all other matters reserved-at the University of Lincoln, Riseholme Campus.

Comments: Members are concerned that the proposed properties to be built in this application have no infrastructure to support them within the village of Riseholme and will therefore affect the surrounding villages including Dunholme, Welton and Nettleham. Local wildlife will be destroyed as this is old land with established trees and hedgerows and in effect is decimating the village’s heritage. It is believed that the parkland was gifted to the agricultural college and now the University appears to be trying to profit from it, which was not its original intention. The Riseholme Neighbourhood Plan accepts that some growth is inevitable and is supportive an increase of around 15% in the size of the village over the Neighbourhood Plan period allowing for approximately 24 new homes within the Parish and not the 180 in this proposal.

16/09/10Village Hall Lease

The Clerk had requested quotes from three valuers and only one has been received. It was felt that this matter has been outstanding for long enough and on a proposal from Cllr Burre, seconded by Cllr Lewis following a unanimous vote, it was RESOLVEDto accept the quote from Mundys of £500.00 to carry out a valuation on the Village Hall and DDIBC for insurance/rental purposes which should be received in time for the next meeting.

16/09/11DDIBC Building

  • Cllr Barrett has contacted McConnell’s who carried out the maintenance on the DDIBC roof nearly 10 years ago and he has requested further information from the DDIBC in order to clarify the situation.

8.50pm suspend the meeting in order to allow a member of the public to speak on this issue

Youths have been climbing on the roof of the club and anti-vandal paint has now been applied to some areas in order to prevent it happening again.

8.55pm the meeting resumed

The problem does not seem to be the issue it was deemed to be originally and there are no current problems. Cllr Barrett has been to have a look at the roof when it has been raining heavily and there have been no leaks to report, he will keep an eye on the situation and if any more information becomes known will be in touch with McConnell’s again, although the guarantee is almost at its end. It may be that the situation is left for the time being and if there are any problems in the future with the roof leaking, a professional may need to be called upon at that time.

  • As a result of ASB two security lights on the building have been damaged. The Clerk called an electrician who made them safe and will send a quote for replacements/repairs andhas also reported the incident to the Police. Future agenda item – to discuss CCTV coverage and responsibilities.

16/09/12Neighbourhood Plan

The final draft is with WLDC for consultation, it will then go for examination; the Council will be able to choose which examiner it wishes to use from a list provided by WLDC who will cover the cost of this stage. The document with then come back to the PC with comments from the examiner and following amendments etc., will be recommended for referendum. If a YES vote is achieved, it will then be adopted by WLDC and be used when they make decisions on planning applications.

16/09/13Emergency Plan

The Clerk reported that Welton Parish Council has formed a Working Group who will work in partnership with Cllr Barrett on the production of a joint Plan for Dunholme and Welton.

16/09/14Members attending events on behalf of the Parish Council

LALC AGM on 18th October at Waddington - on a proposal from Cllr Lewis, seconded by Cllr Pache and following a vote, it was unanimously RESOLVED that Cllrs Sawhney and Gregson will attend.

Community Lincs AGM on 21st September at Washingborough - on a proposal from Cllr Lewis, seconded by Cllr Pache and following a vote, it was unanimously RESOLVEDthat Cllr Gregson will attend if he is available.

16/09/15Tennis Buddies

  • The information requested has not been forthcoming due to their Solicitor being on holiday – defer to the next meeting.
  • They have requested use of the tennis courts to run coaching sessions from 4.30-6.30pm on Tuesday evenings while the light nights allowand on a proposal from Cllr Gregson, seconded by Cllr Lewis and following a vote, it was unanimously RESOLVEDto allow them to run these sessions.

16/09/16William Farr Woods

  • Cllr Pache had met with John Smallwood and discussed various issues regarding the woods, the fence and registering them as a Community Asset. John and his group would like to continue carrying out work in the woods as they had done before the fence was erected; it was pointed out that this is a matter for them to take up with the school and not the Parish Council.
  • On a proposal from Cllr Pache, seconded by Cllr Burre and following a majority vote (4 for, 1 abstention), it was RESOLVED that the Clerk will complete the registration forms.

16/09/17Village Maintenance

Jobs for the village handyman were discussed and the following will be requested:

  • Weekly play equipment checks to be carried out
  • Portable Speed Indicators – to be checked and charged fortnightly
  • Oak Wood – ivy growing up trees needs removing
  • Railings over the beck on Market Rasen Road need re-painting
  • List of jobs from the Maintenance Facilitator to be carried out

16/09/18Village Spring

In accordance with Financial Regulations the Clerk had endeavoured to obtain three quotes for work to enable the Spring to be running again, but has only received one. It was felt that as this is such specialist work that obtaining more quotes could prove to be difficult and on a proposal from Cllr Barrett, seconded by Cllr Pache and following a unanimous vote, it was RESOLVED to accept the quote for £1,200 from Site Investigations Ltd.
