MINUTES OF THE MEETING OF BARLESTONE PARISH COUNCIL HELD ON TUESDAY 11th August 2014 AT THE PAVILION BARLESTONE.

1Minutes of the Previous Meeting
The minutes of the meeting held in July, having been circulated were proposed as a true record by
Mrs. Smith, seconded D.Crane
2Matters Arising
- Jitty to Smithy Close from Newbold Road very over grown and unusable – reported to council by the Clerk and also Cllr.Crooks
- D.Reid to put the Union Jack on the flag pole –Maintenance Officer has done this..
- Rats – this was reported to the Borough but the Clerk was told the information should be given by the resident directly as permission was needed to use substances. The owner of the site was also informed.
- Chain of Office – names & dates of past Chairman of Barlestone – 1 quote received, others to be obtained.
3Planning
Ref.14/00596/OUT – Demolition of farmhouse & buildings and erection of up to 64 dwellings
Garden Farm, Bagworth Rd.
The councilors object to the above on the following points–
- Access is dangerous, blind corners
- Main Street in Barlestone is already a problem for traffic and an increase would make things considerably worse
- Capability of the sewers
- School accommodation concerns – possibility of 2 children per property
- The Councillors were concerned at the loss of yet another historic building in the village
Ref.14/00638/FUL -Former Femtex Hosiery Factory – development of 8 dwellings
The Councillors object to the above on the following points
- Bin emptying – bins will need to be left on Barton Road, 16 bins – unsuitable
- Changed layout, 2 car parking spaces next to Mr. Marriot. These cars will need to reverse out blind onto a private drive which is only lit occasionally
- This is an unadopted road
- There has been no approach re services for this site
- The plot of land next to this site is owned privately and the owner understands that if any development went ahead then the developers need to make arrangements for the upkeep of the drive.
- The football club are not obliged to maintain the drive
- The football club is much busier now with more cars using this drive than before
- There is also a public playground at the club for children – they will be using the drive to access the play ground
All members present agreed to object to both the above applications on the grounds shown above stating that safety should be looked at carefully

4Finance –
a) Accounts for payment
Proposed P.Enston, seconded D.Crane and all in agreement that the invoices (£6,678.27) are paid.
b)Quotations/Requests
D.Burchell declared an interest and took no part in the discussion
St.Giles Football Club have to have a defibrillator on the premises as the Club is in the National League System 7. The amount required for this is £218 and asked the members if the Parish Council could help. Proposed D.Reid, seconded P.Enston that this grant is made.
c) Barlestone Community Development Trust
The majority of the PC members having met with the Architect re the extension to the Pavilion agreed that he should put the plans forward to the Borough and a cheque made out for the amount. This will be repaid to the PC from the money available.
d) Grass Cutting
Letters have been sent both to the County Council and Newbold Verdon Parish Council that we do not wish to take on the maintenance of the grass verges etc in Barlestone that are already under the
County Council Highways.
5Allotments
Mrs Rahaman and Mrs Smith have filed a report regarding the allotments and more letters are to be sent out.
6Playing Fields
There had been an incident of used toilet paper being found on the playing field.
Football Club contracts for the use of the playing field have now been signed.
7Cemetery
Request for purchase of a Sanctum II for Arthur Barber of Chapel St. - All in agreement.
Headstone request for Sheila Pratt – no objection to the headstone but needs provision for a vase on the base.
War Memorial Plaque – wording agreed
Request for seat outside Cemetery – unfortunately the members felt this was not appropriate as the previous one had been used by youths to climb the cemetery wall.
8Report on Remembrance Day organisation
All poppies have been delivered to Mrs. Rahaman.
A new flag is to be ordered for the flag pole.
9Any Other Business
- CPRE AGM invitation – no one available
- Defib. Training is in the process of being organised.
- The large notice on the Wheel was discussed as it was felt it could set a precedent so no further notices will be allowed on the Wheel.
- D.Reid informed the members that the repairs were going well at the Old School Hall but there could be a shortfall of £2-3000.
- D.Burchell to attend a course on funding
- D.Burchell & D. Crane to attend a meeting at the Police Station.
- Little Mill Close, the fencing has again been cut through to the football club’s land.
There being no further business the meeting closed at 9.45 pm

2 x Criminal Damage – scratch to bonnet and damage to electric fence at farm.
