Mayor Jackson called the meeting to order at 7:00 p.m. and welcomed everyone.

The roll call noted the following:

Present:Council Member Fuller, Council Member Trenery, Council MemberBloomerCouncil Member Justice , and Council Member Jensen.

Council Member Jensen led the pledge of allegiance.

CONSENT AGENDA

Council Member Justice moved to approve the consent agenda. The motion was seconded by Council Member Jensen. The motion carried with Council Member Fuller, Trenery, Bloomer, Justice and Jensen voting aye in a roll call vote.

At 7:02 p.m. Council Member Justice moved to open the public hearings to receive comment on the 2015-16 fiscal year budget and to receive comment on opening the 2014-15 fiscal year budget. Council Member Bloomer seconded the motion.The motion carried with Council Member Fuller, Trenery, Bloomer, Justice and Jensen voting aye in a roll call vote.

PUBLIC HEARING

  1. TO CONSIDER INPUT REGARDING THE ADOPTION OF THE FINAL BUDGET FOR THE 2015-16 FISCAL YEAR

Mayor Jackson explained the changes that were made due to the employee insurance portion of the budget. The City had a savings of about $21,000. The rest of the budget remained the same as the adoptedtentative budget. Mayor Jackson asked if there are any questions or any comments about the budget. There were none.

  1. TO CONSIDER INPUT REGARDING OPENING THE 2014-15 FISCAL YEAR BUDGET

Mayor Jackson stated there was about $45,000 we moved from general fund. We put $20,000 into capital projects, $10,000 into fairground improvements, $15,000 into the golf course and the remainder moved around to cover short falls in other areas. Mayor Jackson asked if there are any questions or comments concerning the 2014-15 budget. Council Member Fuller asked if she still has money for youth council to buy the items she was planning on. It was said that it was still there for her. Mayor Jackson asked if there were anymore questions or comments. There were none.

Council Member Trenery motioned to close the public hearing. The motion was seconded by Council Member Fuller. The motion carried with Council Member Fuller, Trenery, Bloomer, Justice and Jensen voting aye in a roll call vote.

GENERAL BUSINESS / DISCUSSION ITEMS

Randy Neilson addressed the city council and thanked them for letting them burn the house on State Street for training for the fire department. Randy asked if the city wanted the fire department to burn the shop down too. Mayor Jackson said he can if he would like to. Randy reported that he has ordered fireworks for peach days.He reported that the state has been enforcingthe storage of fireworks. They are no longer able to store them at the fire station. The regulations have changed requiring them to be stored in container that is approved to store explosives. He asked if anyone has one or knows of one where he can store the fireworks. Council Member Justice suggested the Jockey shed at the fairgrounds or maybe the concession stand at the fairgrounds.Randy Nelson will check the buildings to see if they would meet state regulations. Mayor Jackson thanked Randy and the fire department for their hard work.

Connie Nelsonaddresses the city council with comments on the condition of the cemetery and how hard the ground was.She wants to know what the plans are for maintenance. Mayor Jackson reported we have put it in the new budget for a contractor to come in and do the maintenance. Mayor Jackson responded that we have city employees to do the maintenancein the mean time. Connie Nelson noted that there was no thank you from the city thanking Jean Morlan for all the hard work she has done over the years. Mayor Jackson stated that the city didn’t fire Jean Morlan.She was offeredto work four hours a day five days a week and she turned it down. We have noted that the quality is down. Mayor Jackson has been in contact with the city employees and trying to get it under control. Council Member Fuller added that Jean Morlan did a wonderful job. Council Member Bloomer noted we are trying to stick to the budget and to justify the hire of the other full time city employee. We have had to cut back on the budget. Council Member Bloomer noted that it is unfortunate that we lost Jean.Mayor Jackson stated the city employees got a late start this year. The city employees couldn’t get into thecemetery to mow because people put flowers and decorations out forMemorial Dayearly and the city has to wait 10 days after Memorial Day before we can move them. Mayor Jackson noted that the city can change the ordnance to require people to wait longer before they put flowers out but that is not what we want to do. The city employees are trying to learn what it takes to get the cemetery to looklike it needs to.Mayor Jackson noted that Jean Morlan was offered the position with the new hours and she did not accept it.

Velma Ward addressed the council stating that most people don’t know what it took to get the cemetery to look the way it did. Velma noted that Jean Morlan, trimmed bushes, cleared out debris, cleaned out weeds and took care of the equipment. Velma also noted that we have had a mild winter this year and there was no clean up done until now. She stated it was hard to look at how bad the cemetery looks. Velma Ward reported that she was at the cemetery on Sunday and the sprinklers were on and not adjusted correctly and were spraying everywhere. There was a leak and water was going everywhere in the new section. It was reported that the leak has been fixed. Velma Ward wanted to know whythe layout for the new section was changed. Council Member Fuller explained the fence and trees were put in prematurely. The city had to work around what was there to try to save the trees and the fence.The city didn’t have it in the budget to redo the work and move them. The fence was already there and it would cost too much to move it.Velma Ward asked who was in charge of the planning and did it that way. It was reported that Mayor Joann Behlingwas in charge of the planning and the work previous done. Mayor Jackson noted that the plotting has been done by Johansen Tuttle and the roads have been done by Nielson Construction.

Connie Nelson asked who is going to do the maintenance now. Mayor Jackson stated that we do have it in the upcoming budget to hire a contractor to do the work. The city employees are doing the maintenance at the cemetery in the meantime.

Eve Jackson addressed the city council stating that her family has been here for 35 years and wanted to say that she has heard all kinds of complaints from people but nobody comes to the council meeting to find out what is really going on. With the large pine trees it is hard to grow grassunder them and in the shade. Eve Jackson noted that we should give the city workers a chance to get the work done and learn how to do it.

Erick Stilson stated the he has trimmed around the headstones in the last couple of days.

Clifford snow noted that the cemetery looks bad and it is a disgrace. He said the city employees waited to long before they started cleaning up and mowing. He noted the city employees only started working on it the week before Memorial Day and it looks bad. Clifford Snow stated that it was a bad choice for the city to wait that long. Mayor Jackson responded that the city employees couldn’t get in to mow the grounds because the flowers and decorations were already there and in the way of the lawn mower.

  1. BUSINESS LICENCE FOR HK EQUINE & RANCH- WELDING SHOP-925 N 200 E HANK ALLRED

Hank Allred address the council with his business license. Council Member Bloomer noted that Hank Allred came to the Planning Commission meeting and had it approved pending the fire and building inspections. There were no problems noted in the meeting. Council Member Justice asked what kind of work will be performed. Hank Allred reported that he would be running a welding and fabrication shop. The City Council welcomed him and thanked him for bringing new business to FerronCity.

Council Member Bloomer moved to approve the business license for HK Equine & Ranch. The motion was seconded by Council Member Trenery. The motion carried with Council Member Fuller, Trenery, Bloomer, Justice and Jensen voting aye in a roll call vote

  1. DISCUSSION AND CONSIDERATION TO PURCHASE A NEW VACUMEFORCITY HALL JESSE JONES

The Recorder Jaime Andersonexplained that Jesse Jones reported the vacuum we have for city hall dose not work very well and the bottom plate has broke. He asked if the city could buy a new one.

Council Member Trenery moved to approve the purchaseof a new vacuum for city hall. The motion was seconded by Council Member Bloomer. The motion carried with Council Member Fuller, Trenery, Bloomer, Justice and Jensen voting aye in a roll call vote

  1. PEACHDAYS DISCUSSION

Council Member Bloomer reported there was $10,000 placed toward the fairground for a new sound system and improvements. He plans on meeting with NealBreinholt next week to get an estimate to get the sound system working at the fairground.Council Member Bloomeralso wants to get some trees trimmed. Council Member Bloomer noted he talked toDennisWorwood and the campground at Millsite is reserved for a family reunion and he is worried about not having any camp spots available for the stock show. He was thinking about cleaning up the land around the fire station so we can maybe get campers in there. He asked if there were any other ideas of we can put them. Allof the other RV parks in town are also full.

Council Member Fuller reported that she has been in contact with Shaun Hammer for the dance and she is just waiting to here back from him. Richard burry and the fire fighters have agreed to help Council Member Fuller with the demolition derby.

Council Member Jensen noted that she wants to start charging for the dinner and not have it free anymore. Last year people were taking advantage of it and trying to take all they could.

RESOLUTIONS

  1. RESOLUTION 2015-1 A RESOLUTION ADOPTING THE CERTIFIED TAX RATE FOR THE FISCAL YEAR 2015-16

Council Member Fuller moved to approve resolution 2015-1, adopting the certified tax rate for the fiscal year 2015-16. The motion was seconded by Council Member Trenery. The motion carried with Council Member Fuller, Trenery, Bloomer, Justice and Jensen voting aye in a roll call vote.

  1. RESOLUTION 2015-2 A RESOLUTION ADOPTING THE 2015-16 FISCAL YEAR BUDGET

Council Member Fuller moved to approve resolution 2015-2, adopting the budget for the fiscal year 2015-16. The motion was seconded by Council Member Bloomer. The motion carried with Council Member Fuller, Trenery, Bloomer, Justice and Jensen voting aye in a roll call vote.

  1. RESOLUTION 2015-3 A RESOLUTION AMENDING THE FERRONCITY PERSONNEL POLICY

Council Member Trenery moved to approve resolution 2015-3, amending the personnel policy subject: group insurance. The motion was seconded by Council Member Fuller. The motion carried with Council Member Fuller, Trenery, Bloomer, Justice and Jensen voting aye in a roll call vote.

  1. RESOLUTION 2015-4 A RESOLUTION ADJUSTING THE BUDGETS FOR THE FISCAL YEAR 2014-15

Council Member Justice moved to approve resolution 2015-4 and that we also give the city recorder authority to balance the budget for the end of the year. The motion was seconded by Council Member Trenery. The motion carried with Council Member Fuller, Trenery, Bloomer, Justice and Jensen voting aye in a roll call vote.

REPORTS

  1. MAYOR AND COUNCIL REPORTS

Mayor Jackson reported the bid on 8th West for the drainage project was given to Nielsons Construction. At the COG meeting they discussed the HB-362 that the senate passed up at the state that is a gas tax that helps with the B&C roads funds. Along with that bill was a local option that is a general sales tax of 4% that can beused for sidewalks, trail, or any pedestrian transportation. We might see it on the ballot next year. Price city has already accepted it. The county has discussed the ZAP tax and that it is another tax that the city gets a percentage of. The county doesn’t think they will add both of them this year.There will be more information on that later. Kris Abeeglan will be starting on Tuesday. He was hired as the new Golf Pro. He is starting to get things ready up at the golf course.

Council Member Fuller stated that movie in the park will start in July. It should be held every Monday in the MayorsPark at dusk. The movie screen was damaged last year so she would like to order a new one.

Council Member Trenery talked to the city to get a roll off dumpstersordered to start cleaning up the property on State Street. He reported that the clean up day for the stock show is going to be on the 27th at 9:00 a.m. with a lunch provided. The Stock show will start on July 8, 2015 and run through July 11, 2015. Council Member Trenery noted that the new street signs have been delivered and are going up today. Walt McGill needs a tree cut down that is on city property. Council Member Trenery arranged to have it cut downand the city will be responsible for the clean up.

Council Member Bloomer is concerned about the overhead power lines on the lot before they get it cleaned up and before they burn the old shop down

Council Member Justice reported there will be a branding meeting Tuesday at 7:00 p.m.at City Hall.

Council Member Jensen reported the hydro seed will be going in at the ball field soon. It was reported that the sprinkler line has been broken and has been repaired.

Mayor Jackson noted the roof on the City Hall is getting repaired and should stop leaking.

The Recorder Jaime Anderson and Council Member Justicehave been working on the budgets. Mayor Jackson thanked them for their work.

Sid Swasey has been working at the cemetery and trying to get the watering system working correctly. The water pressure is anissue and to fix it will cost about $1,700.00.He reported that on Sunday night a gasket blew flooding the new part of the cemetery. It has been hydro seeded and made a mess. Sid Swasey also reported that someone has been dumping limbs ontop of the mulch pile at the fairgrounds so he has been cleaning up the limbs. Mayor Jackson stated the wood chip pile is not for dumping, the city is using the mulch around trees to keep the weeds down. It was suggested to make a sign so nobody dumps limbs on it or move it away from the dumpsters. Sid Swasey noted that garbage is being dumped on property located on State Street.

Council Member Jensen reported that Troy Winters wanted to let every one know that the county is doing soccer in the fall and spring. The county is doing it now so it won’t be just Ferron anymore. Troy Winters also wants to know if FerronCity would be okaywith him switching to the local representative on the Recreation board and having the at large position left open to be filled. The change won’t happen until the end of the year.

Erick Stilson reported he has been fixingleaks and broken pipe at the cemetery and at the ball field. He has also been trimming around the headstones at the cemetery.
