1. CALL TO ORDER AND PLEDGE:
At 3:00pm Chair Joe Melroy called the Port of Ridgefield Commission meeting to order. Mayor Ron Onslowled the Pledge of Allegiance.
2. APPROVAL OF THE MINUTES AND ADDITIONS TO THE AGENDA:
June 28, 2017: Commissioner Scott Hughes madea motion to approve themeeting minutes as presented.
Commissioner Joe Melroy seconded the motion. The motion was carried.

3.CALENDAR AND CORRESPONDENCE:
WPPA Director’s Seminar: The seminar is July 13 – 14 and will be held at the Adrift Hotel in Long Beach Washington. Brent Grening will attend.
Friends of the Refuge Fundraiser Event: The event will be held on Wednesday, July 19 at 6:00pm at the Windy Hills Winery.
WPPA Commissioner’s Seminar: The seminar is July 23 – 25 at the Alderbrook Resort in Union Washington. Commissioners Melroy and Hughes will attend.
Legislative Review Luncheon: The luncheon is Wednesday, July 19 at 11:30am at the Royal Oaks Country Club. Commissioners Melroy and Hughes, Brent Grening and Nelson Holmberg will attend.
July 26 Port Commission Meeting: In lieu of the Wednesday, July 26 regular Port meeting, all are invited to join the Port Commission at the WDFW Grand Opening at 1:00pm.
WDFW Grand Opening: The Grand Opening for the new Washington State Department of Fish and Wildlife Regional Headquarters is Wednesday, July 26 at 1:00pm. The address is 5525 S. 11th Street in Ridgefield.
Washington Ports Broadband Summit II: The summit is Monday, July 31 and will be held at the SeaTac Airport Conference Center in Seattle. Commissioners Melroy and Hughes, Nelson Holmberg and Brent Grening will attend.
Ridgefield National Night Out Celebration: The celebration is Tuesday, August 1 at 6:00pm and will be held at Abrams Park. The Port will handout ice cream sandwiches again at the event.
4. PUBLIC COMMENT
Allene Wodaege thanked the Port for the article in the Port Summer Newsletter honoring her many contributions to the community with a commemorative bench.
Councilwoman Sandra Day thanked the Port for the use of Port property to have the City of Ridgefield conduct a safe and enjoyable July 4 Fireworks event for the public.
5.FINANCE:
Payment of the Bills: Commissioner Melroy made a motion to pay the bills for the month. Commissioner Hughes seconded the motion. The motion was carried. The bills totaled $477,537.50.
Cash Graph:Jeanette Ludka stated the weekly cash graph is in the Commissioner’s dropbox.
6. REPORTS AND BUSINESS
Executive
Bozeman Tour Report: Last weekBrent Grening toured properties and developments in Bozeman Montana. He stated Bozeman is successful and vibrant, the pattern is similar to what the Port is doing and wanting for Ridgefield.The Port wants to continue to attract more business developers and business ownersto Ridgefield.
Operations
WDFW Project Update: Laurie Olin stated the agency has moved in and is operating. The contractor has 4-5 items on the punchlist to complete. The project finished on schedule and under budget. All is going well. The open housefor the agency is Wednesday, July 26 at 1:00pm. All are invited.
Off-Property Phase 2 Project:Laurie Olin stated the yard on Main and Division Street is in the process of being cleaned.Laurie stated that Clark Public Utilities are helping the contractor by removingsome of the tree branches from the yard as a protection from the power lines. The project should be completed by mid-August. Everything is looking very good and clean.
Innovation
Dark Fiber Optics Needs Assessment Final Report: Nelson Holmberg distributed handouts of the final needs assessment report for the project. He stated the study validates that the Ridgefield area needs dark fiber.He acknowledged and thanked stakeholders, business owners, and community for their support of the Port’s Dark Fiber Project.
He thanked Nicole McDermottand the team from BergerABAM as partners of the project. He also thanked CERB for the grant that paid $53,000 for the needs assessment.
Commission
Commissioner Scott Hughes asked for an update on the Ridgefield Railroad Overpass Project. Laurie Olin stated the bid for the project will go out early August. Laurie Olin stated the Port has confirmation from the (FRA) Federal Rail Authority of $900,000 for the project.
Commissioner Melroy thanked the volunteers that helped with the annual Ridgefield Big Paddle event.
7. PUBLIC AGENCY COMMENT:
Councilwoman Sandra Day mentioned several topics that will be discussed on the agenda at their council meeting tomorrow.
8. PUBLIC COMMENT:
David Morgan stated a few homes have been vandalizedin the Ridgefield and Clark County area. He mentioned that a Silver Honda was involved and to call the Police if seen.
9.ADJOURNMENT:
The regular meeting adjourned at 4:05pm with no further comments or business. The next regular Commission meeting is scheduled forWednesday,August 9, 2017at 3:00pm. This meeting will be held at the Port Offices located at 111 West Division Ridgefield.
