Water, Wastewater, & Streets:Andy Emmert

In addition, Mr. Emmert reported that the tornado siren has not been going off. It has been confirmed that the issue is not with the siren but with the signal at the County level. The County is looking for funding to correct this issue.
Mr. Emmert also informed the Council that Phase III of the Well Head Protection Plan is approaching. He will have more information regarding this process at upcoming meetings.
Mr. Farley publicly thanked employee Jeff Purkey for helping him with an emergency leak repair this past weekend while Mr. Emmert was out of town.

The clerk reported that the Indiana State Board of Accounts will be auditing records for 2012, 2013, 2014, 2015, and 2016. The entrance conference is Thursday, June 29 at 1:00 p.m. Any council member who wishes to attend is welcome.
OLD BUSINESS
Ordinance 05-2017-03. This ordinance, which pertains to grass clippings and debris in the street, was tabled to have Town Attorney Manny Herceg make the following changes:
Remove Section 2b as it is addressed in another ordinance
Remove Section 3 and make it a new section under Section 93 of the Town’s local ordinances.
Triad/Beck’s. Mr. Emmert reported the meter situation at Beck’s has been resolved. Mr. Phifer stated that he had a conversation with Xen Small, Beck’s Hybrids, and that Mr. Small stated that Beck’s will reimburse the Town for the cost of the meter. He also said that he would call Mr. Small and inform him that, per local ordinance, it is Beck’s responsibility to reimburse the Town for engineering fees incurred for this project.
Paving Grant. Mr. Farley asked the status of this as there are deadlines to be met. Mr. Phifer, Mr. Emmert, and the Clerk all replied that they have each been in contact with Jonathon Moen from Triad Associates and he has assured each that we are on schedule for this project.
NEW BUSINESS
Papa Johns on Main Street. The Council approved Papa Johns to set up their mobile trailer on Main Street during the evening of July 6, 2017. Mrs. Price made the motion and Mrs. Van Hook seconded. The motion carried with a unanimous vote.

Adjustment: Zawadzki, approved
Ordinance Number 06-2017-01 AN ORDINANCE CREATING THE MOTOR VEHICLE HIGHWAY FUND_ALLOCATED (208) AND REMNAMING THE CURRENT MOTOR
VEHCILE HIGHWAY FUND (201) was introduced and passed (attached). This ordinance pertains to new legislation effective July 1, 2017 which requires fifty percent of MVH revenues and disbursements be allocated for certain purposes.
Mrs. Van Hook made the motion to suspend the rules. Mr. Phifer seconded and motion carried with a unanimous vote.

Mr. Phifer motioned to adopt Ordinance Number 06-2017-01 on this first reading. Mr. Benge seconded and the motion carried with a unanimous vote.

Street Dance. Roberta Terry, Friends of the Library, informed the Council that the annual street dance is scheduled for August 26th and asked if the blocks on Main Street between Walnut St. and Railroad St. could be shut down for the event. The council unanimously approved this with Mrs. Price making the motion and Mrs. Van Hook seconding.

With no further business to discuss the claims were signed and the meeting adjourned at 7:43 p.m.
