Leverington Parish Council

Minutes of the meeting of the Leverington Parish Council held inthe Primary Academy, Church Road on 18th October 2016. No Public Forum was required.

  1. Opening remarks by the Chairman.

The Chairman welcomed everyone and ask those present to switch off or put mobile phones on silent mode and note the Academy emergency procedure or fire drill.

Councillor Beales apologised for absence due to illness and this was accepted by the council.

There were no Declarations of Interest.

A sympathy card from the Council was sent to Mr. T.Blackamore on the death of his father who had been a

regular visit to Leverington with Trevor.

5.2Completion of Audit

The council noted and accepted the external audit completion of accounts.

6.1 County Councillor A.Lay.

No report.

6.2 District Councillor S.Clarke.

The proposed ‘Planning Training’ by FDC on 3rd November will be open to more than one councillor as

was originally stated. Councillors willing to attend were B.Baker, T.Burgess, J.Downes, R.Keymer. The

Chairman will book places.

  1. Councillor Reports.

7.1 Surgery. (Village Hall coffee morning 15th September 2016).

Councillor Bakerreported that most issues raised by parishioners were highways related and these will

go to the County highways authority. Councillors to attend coffee mornings: R.Keymer on October

20th, T.Burgess on November 10th and all councillors who can, will attend on December 15th as a

Christmas get together.

7.2ACRE AGM at Ely.

Report from Councillors Downes and Keymer.

The councillors and clerk met with a Fundraising representative before the AGM and found that Leverington was not in the catchment area for grants.

7.3North Level IDB.

This was an educational day and well worth attending.

7.4Councillor Training (Cemetery Legal Compliance).

Report from Councillor Keymer.

A very intensive course with a lot of information to take in. Well worthwhile.

7.5Community Flood Action Survey.

No report.

7.6Other reports not included in agenda items.

There were no other reports.

  1. To receive a Street Lighting update.

8.1 CAT 2, FPC 3. Light outside 13 Woodgate Road.

FDC has been informed that the council does not wish to renew - remove lantern and

disconnect. FDC is waiting for a quote from Balfour Beatty for the cost involved.

8.2 Meeting with Skansa

Nothing to report at this time.

  1. To receive Health & Safety Check Lists. (Reports and action will be listed in the relevant item below).

Check lists received for cemetery, play ground, foal ground. village sign, memorials and noticeboard andvillage benches. A verbal report was given on the paths.

Reporting on the notice board, Councillor Davey said that it had a slight lean to it and this will be monitored regularly.

  1. Allotments.

As a result of the inspection held on 12th September 2016 all tenants received correspondence regarding health and safety regulations and were given a reminder of the agreement stipulations.

10.1 Church End.

3 enquiries received for allotments plus 2 from Common Gardens. It was resolved to have a waiting

list with Leverington people having the priority of a tenancy. Weed spraying required on the grassed

area and it needs cutting. The contractor has been reminded.

10.2Common Gardens.

Concern from tenants with reference to the notice of termination of tenancy.Notice has been received from Savills (Church Commissioners’ agent), that the rent will be increased next year. No further correspondence regarding the termination of tenancy of the land.

10.3 Ringers Lane.

Nothing to report. (rent paid)

At this time, the deposit for any new allotment is £25. The council resolved to make the deposit £50 for

a large plot.

  1. Benches.

No problems.

  1. Parish Cemetery.

12.1 Wasps nests in burial plots

Still a few swarming. Professional help needed to clear them.

12.2Laurel hedging.

Thanks were expressed to Councillor Keymer for cutting the hedge.

12.3Phases 2,3,4.

Work is on hold and will resume shortly.

12.4Dog walking and dogs on phase one.

A temporary sign is in place. Quotes for a new sign were scrutinised. Further quotes will be obtained.

12.5Use of water by other parishioners.

There was a leak found and this has been repaired by the cemetery contractor. Parishioners

tending church burial plots are using this facility and leaving their cars on parish cemetery frontage.

A large bill had been received for water consumption. As a donation is given to the church each year, the council resolved to cut the donation by £50 each six months.

12.6 Gateway and path entrance to parish cemetery.

The design for the gates is held by Mr. Masham, the contractor.

12.7 Work contract.

The site manager, Mark Wedge has informed the council that his fee will be 4% of the total bill. The council accepted that payment on the original quotation of £34949.00 – less the landscaping fee of £4025.00 was acceptable but additional works arranged by the council with the contractor were not to be included A meeting with Mr. Masham will be arranged.

12.8 The maintenance contractor.

A detailed list of the council’s work requirements is needed.

12.9 Request for a memorial tablet onan ashes chamber(no ashes).

A record of the owner will be kept. Owners of wall plaques should also be recorded.The application form has been amended asking for details of owners and also confirmation of deceased. New ringbinders purchased for recording purposes.

13. Foal Ground Family Park.

Work still to be completed: tree stump to be removed, hedge cut and low branches lopped. The chairman has spoken to the maintenance contractor and asked for this work to be expedited.

  1. Highways(and associated items)
  2. Local Highway Initiative.

The Council has been advised by D.Crosby, Traffic Management Officer, that the proposed reduction along Leverington Common will not be considered. A speed limit guidance paper consisting of 43 pages is available from the chairman for any councillor.

14.2Proposed prohibition of Waiting Time.

Directive from CCC – south side from a point 9 m east of its junction with Ringers Lane in a westerly direction for a distance of 79m. District Councillor Clark informed the council that this proposal was on hold.

14.3HGV Problems. (Routes through Leverington)

This has now been referred to Mac McGuire, Chairman of Highways and Infrastructure at CCC.

14.4Protruding fencing at a property along Leverington Common.

Resolved by CCC Highways as a Health and Safety risk.

14.5Dog bins.

Following correspondence complaining of the lack of dog bins, it was confirmed that bins were erected at a) Gorefield Rd/Woodgate Rd junction b) in Ringers Lane near Munday Way c) at Horseshoe Terrace Corner d) Little Dowgate. FDC had also confirmed that bagged dog litter can be put into the green bins.

14.6Dowgate path.

The path along Dowgate is in need of repair and the branches overhanging the path need cutting. The Chairman will contact highways.

14.7 New gritting routes this winter.

Correspondence from CCC Highways indicates that only two roads in Leverington will be gritted. View the routes at Cambridgeshire.gov.uk/wintergritting

15 Play ground, Church Road.

The vandalism was inspected and reported immediately to the police. (Crime number CF 0431200196) and the

minor items cleared. Work is starting on the repainting of equipment on17th October 2016. The council resolved

to have the side panels taken out of the ship.

16Public Rights of Way

Hard copies of the publication of new definitive maps and statement of public rights of way are available to view at the district offices.

17Parish Assets.

Not yet determined.

18Village sign, memorials and noticeboard.

Slabs still required at notice board. It was resolved to ask the cemetery contractor to concrete the area rather than lay slabs.

19Web site.

The deposit has been paid and work should commence immediately.

20Development.

20.1 Applications.

Council observations: / Concern that the 6m. metre access is being left to get to land at rear of plot. Is this going to be a proposal for a future development ? Ringers Lane is a LANE and is not in an adequate state of repair to take any more traffic. Some of it is SINGLE TRACK. The council respectfully requests infill status. Cambs County Council MUST upgrade this LANE’S surface. (106 money can be diverted to assist in the cost).

21Defibrillator.

The council resolved to investigate the purchase of a defibrillator for the village. A notice will be inserted in the Leverington Letter asking if anyone could donate toward the cost.
