Highway Chair Dixon called meeting to order at 9:00 a.m.

APPROVE AGENDA

A Golat/DuSell motion to approve today’s agenda and move any agenda items as needed. Motion Passed.

APPROVE MINUTES

A DuSell/Golat motion to approve the following minutes: February 19, 2007. Motion Passed.

APPEARANCE BY LARRY GOTHAM OF MORGAN & PARMLEY REGARDING CTH “D” WETLAND BANK,RINGERS ROW, AND PERMIT APPROVALS. POSSIBLE MOTION.

Mr. Gotham passed out an “Affidavit of Bank Credit Purchase” contract from Mr. Sivertson of Sawyer County for the Committee and Highway Commissioner to review. Rusk County is required to purchase wetland bank credits for wetlands being filled in on the CTH “D” construction project. Mr. Sivertson owns a wetland bank in Sawyer County and will sell wetland bank credits to Rusk County at $25,000.00 per acre. Total cost to Rusk County Highway Department for wetland bank credits is $25,600.00.

A DuSell/Golat motion to approve the “Affidavit of Bank Credit Purchase” contract for a total cost of $25,600.00. Motion Passed.

The Ringer Right Of Way is still pending.

CTH “D” Bridge Box Culvert – bids for this bridge will be opened at the Highway Department on March 30, 2007 at 9:00 a.m. and will be awarded at the Highway Committee’s April 2007 meeting. The pre-construction meeting is set for May of 2007 and a scheduled finish construction date of August 31, 2007 has been set.

UPDATE ON PROGRESS OF THE CTH “G” STP PROJECT. POSSIBLE MOTION.

L. Gotham passed out an engineering proposal from Morgan & Parmley regarding costs for work that will not be performed by the Highway Department’s local forces: asphalt pulverizing, all storm drainage components, curb and gutter, guard rail materials, post installation, and pavement marking. The Highway Commissioner explained that the only area he will need to bid out is the curb and gutter and that the other items will be done by the Counties local forces.

A Golat/DuSell motion to bid the curb and gutter for the CTH “G” project. Motion Passed.

L. Gotham passed out a Proposal for Engineering Services for CTH “G” regarding Erosion Control Implementation Plan, ECIP. L. Gotham reviewed the proposal with the Committee and discussion followed. Morgan & Parmley ECIP Proposal Cost - $1250.00 to $1650.00, plan may need to be amended as the project progresses. The Highway Commissioner explained that he will wait a bit on this item before deciding ECIP.

CTH “G” Construction Staking – Rusk Surveying LTD submitted a Proposal for Engineering Services for staking CTH “G” at a total cost of $11,500.00.

A DuSell/Golat motion to award Rusk Surveying LTD Engineering Services for “staking” of CTH “G” at a total cost of $11,500.00. Motion Passed.

DISCUSSION REGARDING DRIVEWAY ACCESS ISSUE FOR RICK FERRON ON CTH “D”. POSSIBLEMOTION.

At the February 2007 Highway Committee meeting Mr. Ferron had requested driveway access for four (4) lots along CTH “D” in the Town of Washington. It was found by the Highway Committee that allowing driveways for each one of the four (4) subject lots would create a driveway access every 100 feet and would violate Rusk Counties 300 foot between driveway’s policy and create safety issues. The Highway Committee made a motion at the February meeting to allow lots two (2) and three (3) to have a joint driveway and lots one (1) and four (4) to work with the existing landowners regarding access to their lots. Discussion followed.

A DuSell/Golat motion to authorize a shared driveway’s between lot’s one (1) and two (2). A shared driveway between lot’s three (3) and four (4) and the driveway for an added lot, lot five (5), is to be constructed at least 200 feet from the driveway’s between lot’s three (3) and four (4) resulting in a 200 foot driveway variance. Motion Passed

APPEARANCE BY TOWN OF RUSK BOARD TO REQUEST THAT A PORTION OF CTH “F” BE OPEN TO ATVTRAFFIC. POSSIBLE MOTION.

The Highway Committee reviewed a request from the Town of Rusk Board to open a portion of CTH “F” from Bednarek Road to Sugar Lake Road as an approved ATV route.

A Golat/DuSell motion to update the County ATV ordinance and present the updated ordinance to the County Board for approval. Motion Passed.

APPEARANCE BY RUSK COUNTY CORPORATE COUNCIL RICH SUMMERFIELD REGARDING AN EASEMENTREQUEST FROM JAMES ARMSTRONG. POSSIBLE MOTION.

R. Summerfield, Rusk County Corporate Council, reviewed the easement request on CTH “X” from Mr. James Armstrong and explained that he did not see a problem with granting perpetual easement to Mr. Armstrong.

A Golat/DuSell motion to approve the easement request on CTH “X” for Mr. James Armstrong. Motion Passed.

APPEARANCE BY RUSK COUNTY ECONOMIC DEVELOPER ANDY ALBARADO REGARDING WAL-MARTREQUEST FOR EASEMENT TO BURY WATERLINES. POSSIBLE MOTION.

Mr. Albarado, Rusk County Economic Developer, explained that Wal-Mart has requested an electrical easement along the same area of Highway Department property that was already approved for water main easement to Wal-Mart. Survey map reviewed and discussion followed.

A Golat/DuSell motion to grant easement to Wal-Mart as shown on survey map in the same area as the approved water main easement through Highway Department property. Motion Passed.

AUTHORIZATION TO LET FOR BID THE FOLLOWING ITEMS: CRACK SEALING, EPOXY PAINT, HAY BIDS, PAINT BEADS, BEAVER CONTRACT.

A Golat/DuSell motion to approve letting the following items for bid: Crack Sealing, Epoxy Paint, Hay Bids, Paint Beads, Beaver Contract. Motion Passed.

APPROVE LAND RENTAL LEASE – SCOTT PIT 38 ACRES.

Postponed until the April 2007 meeting.

DISCUSSION REGARDING THE HIGHWAY NIGHT WATCHMAN POSITION. POSSIBLE MOTION.

The Highway Commissioner explained that the current rotating assignment of the Night Watchman Position is working very well.

UPDATE ON STATUS OF ENBRIDGE CORPORATION AND IT’S AFFILIATES REGARDING SPRING ROAD BANPERMITS.

The Highway Commissioner explained that the Highway Department received a total of $58,500.00 dollars from Enbridge Corporation as permit fees for use of ½ mile of county highway during the spring breakup. The $58,500.00 has been segregated in a special restricted cash account and will be used to repair the ½ mile of road used by Enbridge after the pipeline installation is completed.

DISCUSSION/POSSIBLE MOTION REGARDING PURCHASE OF A RUBBER TIRE ROLLER.

The Highway Commissioner explained that the Rubber Tire Roller he had been looking at was sold to another company. The cost for the new Roller the Commissioner is looking at is approximately $12,000.00.

HIGHWAY FINANCIAL REPORT.

N. Mertes presented the status of the Highway Department Cash, Receivables, Payables, and funds position.

HIGHWAY OFFICE REPORT.

N. Mertes reviewed the Highway office report with the Committee. The report included Highway insurance issues, layoff’s at the department, revisions to inventory procedures, Highway accounts payable vouchers, workers compensation claims, and the 2006 Financial Closing of Highway books.

ACTION ON MONTHLY VOUCHER’S.

None were presented.

SIGN PRE-PAID PRE-APPROVED VOUCHERS.

Pre-paid/pre-approved vouchers in the amount of $390,417.22 were signed today by the Committee.
