Pre-selection of Photovoltaic Systems for the ERDF Solar Energy Grant Scheme 2013

Malta Enterprise Corporation is the Maltese government’s agency responsible for supporting industry. The Corporation is an Intermediate Body (IB) responsible for implementing grant schemes financed through the European Regional Development Fund (ERDF).

Malta Enterprise is currently planning a new incentive scheme financed through the ERDF to support the installation of Photovoltaic (PV) systems in Malta and Gozo. Through this scheme,eligible enterprises may receive part finance on PV installations having a minimum kilo Watt peak (kWp) of 20kW. Approved projects have to be fully implemented within 6 months of the Grant Agreement date (Grant Agreements are expected to be issued between August/September 2103).

Malta Enterprise is establishing a list of PV systems and respective suppliers that may provide approved installations that shall be considered eligible for part-financing under the scheme. The Corporation is therefore inviting enterprises, whose principal business is in Renewable Energy Sources (RES), to submit the application provided in this document and other supplementary documentation. Each undertaking may submit two PV systems configurations, specifying the PV panels and solar inverters in each case.

Submissions will be received till Friday 31stMay 2013 at 2pm. Interested suppliers are required to deposit the attached application form together with the requested documentation in a tender box which will be located in the reception area at Malta Enterprise, Gwardamangia Hill, Pieta.All submissions should be a placed in a sealed envelope and labelled “Pre-Selection - ERDF Solar Energy Grant Scheme”.

All suppliers of PV systems that meet the following conditions, and that provide eligible PV as defined further on will be considered as eligible suppliers.

The supplier should:

a)Employ at least one warranted electrical engineer;

or

have a service contract with a warranted electrical engineer for the provision of engineering services in relation to PV systems extending for at least 12 months from the date of issue of this notice;

or

have a service contract extending for at least 12 months from the date of issue of this notice with an engineering firm (that shall as per contract supply as warranted electrical engineer) for providing engineering services in relation to PV systems.

b)Employ at least two licensed electricians both holding an electrician Authorisation A and an electricianAuthorisation B;

or

have a service contract with at least two authorised electricians both holdingelectrician Authorisation A and electrician Authorisation B in relation to the installation, servicingand other works in relation to PV systems extending for at least 12 months from the date of issue of this notice;

or

have a service contract extending for at least 12 months from the date of issue of this notice with a firm (that shall as per contract supply two authorised electricians both holding electrician Authorisation A and electrician Authorisation B ) for the installation and the rendering of other services in relation to PV systems.

c)Have installed in the last 3 years a number of PV systems having at least a total kWp of 100kWp of which at least one system should be larger than20kWp.

d)Have a turnover of at least €200,000 as per last financial year.

e)Have a total of at least 3 full time employees as at the date this note is published.

f)Supply a VAT compliance certificate issued in 2013

g)Supply compliance certificates from Inland Revenue in relation to social security and Income tax payments issued in 2013.

Each supplier may submit a maximum of two PV system configurations so that they may be considered for inclusion in ERDF Solar Energy Grant Scheme 2013. For a PV system configuration to be eligible for funding under the forthcoming scheme the supplier would be required to demonstrate adherence to the below requirements:

a)The PV panels should be compliant to MSA EN 61215 or MSA EN61646, or an equivalent thereof when so considered by the Malta Standards Authority. (Products that are eligible for schemes in other European countries, EFTA states and Turkey may be considered as eligible, provided that proof of tests for Maltese climatic conditions is provided.) Copies of third party certification by third-party accredited certifying bodies shall be submitted with the application. Laboratory test results in lieu of certification are not acceptable.

b)Confirmation from the respective Original Equipment Manufacturer of the photovoltaic panels and the Inverters, stating that the supplier is a recognised distributor of their systems. If the supplier is sourcing equipment from a reseller, then such documentation should be sourced from the reseller and further confirmation from the reseller that the supplier is a channel partner will be required.

c)Signed documentation issued from the Original Equipment Manufacturer specifying the guarantee period on photovoltaic panels and on inverters.

d)Performance guarantee - signed documentation from the Original Equipment Manufacturer of photovoltaic modules specifying that the modules are guaranteed to produce the following minimum outputs:

  • Minimum of 90% of original output for up to ten years of operation.
  • Minimum of 80% of original output for between ten to twenty five years of operation.
