Job Title:

Project Development Officer–Energy (Grade 5)

Responsible To:

South Asia Regional Manager, PAC South Asia Region

Job Purpose

Support further development and enhancing regional footprint of Practical Action in South Asia by taking responsibilities of activities in the assigned sector(s), providing input to strategic direction and contributing to the overall team functioning of PAC South Asia.

Key Output:

  • Strategic delivery of Practical Action Consulting’s strategy in assigned sectors by developing and managing execution of projects leading to increased ground activities and business profitability
  • Knowledge capture and development and project/concept development for scaling up and out of Practical Action’s work and approaches.
  • Influence policies and practices of influential development partners utilising Practical actions experience. Input into the strategic direction of the organisation as a whole.
  • Contribute to PAC South Asia team functioning and development.
  • Closely cooperate with other Practical Action programmes regionally and internationally for appropriate integrations.
  • Contribute to specific projects as part of the Programme portfolio.
  • Provide inputs into the strategic direction of Practical Action Consulting’s works in respective sectors.
  • Relationship management with clients, donors and PAC South Asia associate consultants

Job Responsibilities:

A.Program/Project Development

  • Scope for opportunities
  • Develop concept notes and project ideas
  • Proactively approach Donors and clients and maintain productive relations
  • Prepare Expression of Interests (EOIs) and Proposals.
  • Assist in Practical Action Consulting Programme development and provide support to achieve strategic directions of international PAC Strategy.

B.Project Implementation

  • Prepare project implementation plans
  • Be actively involved in the implementation project -manage and monitor of project activities and finances
  • Implement activities in coordination with the PAC S Asiateam, associates and relevant programme team in Practical Action

C.PAC South Asia Functioning

  • Prepare periodic plans and progress reports of the responsible sector
  • Support team members and participate in PAC South Asia activities/events.
  • Contribute to the development of team members competencies.
  • Assist in delivery of projects by offering technical advice, oversight guidance, innovations, catalytic thinking, proactive stimulation of new ideas and opportunities
  • Develop and maintain relationships with a pool of key PAC South Asia associate consultants
  • Develop and disseminate knowledge products
  • Influence policies and practices of influential client institutions and development partners

D.Donor Coordination and Networking

  • Involve in networking with key stakeholder’s donors, government line agencies, national and international networks
  • Represent the organization in workshops, meeting and seminars as required.
  • Provide inputs in developing and strengthening networks of peers and professional contacts, within and outside the organization
  • Build and maintain a network of contacts, especially with other NGOs, government bodies, donors, the private sector and key decision-makers through networking and attendance at suitable events.

E.Other

  • Ensure high standard of analysis, synthesis and lesson-learning is carried out in all the projects
  • Ensure knowledge is applied to future project design, policy work and other activities of the organisation
  • Ensure the quality of projects contributing to PAC’s QA standards
  • Other responsibilities as directed by the line manager

Minimum Qualifications

  • Bachelors degree
  • Three years’ work experience preferably in energy, market development and supply chain strengthening
  • Knowledge of and relations with Donors, Government, Private sector organisations and consultants involved in the energy sector
  • Strong analytical, communication and client relationship management skills
  • Experience of working in a consulting environment
  • Fluent in spoken and written English and Nepali
  • Willingness to visit project sites as and when necessary
  • Ability to innovate, multi-task and manage assignments through consultants
